Item: A Rezoning for Castlegate Section 5 from A - O Agricultural Open to PDD
Planned Development District consisting of 32.138 acres of the Robert
Stevenson Survey A -54, generally located north of Greens Prairie Road, west of
proposed State Highway 40.
Applicant: Greens Prairie Investors
State Recommendations: Staff recommends approval of the zone change from
A -Q Agricultural Open to PDD Planned Development District, with the Condition
that the flood plain portion of this property be used for the H.O.A. and not
developed.
Item Summary: The purpose and intent for the project states that, "The
proposed Planned Development District is for a single family integrated
residential community with amenities that provide for an enhanced quality of life."
The PD District is the only available district that provides for the meritorious
modifications of the regulations that allow for the developer to continue the
development as it was originally envisioned and implemented in the previous
Sections 1 -4 of the Castlegate Subdivision.
The properly to tI west is zoned A - O, Agricultural Open, and vacant, with the
majority of the remaining property part of the existing Castlegate Subdivision
already zoned PDD.

Harvey: I received your memorandum on the Castlegate PDD (PDD #2 under UDO). I agree that the
speed limit and on- street parking require separate Council action.
The first item was actually referring to design speed of the street and not the actual speed limit.
Unfortunately all of the preceding PDD's have been approved with the exact language included in the
version you just reviewed.
I have asked Susan to delete the last two modifications and resubmit it. The P &Z can deal with the waiver
for the design speed which is a subdivision regulation. The on- street parking will have to be pursued
separately by Mr. Phillips if he is so inclined. -Kelly
