The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached; and, Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. A list of building materials for all facades that are visible from the public right -of -way is now required for all non - residential projects (Unified Development Ordinance). 2. Please add the total site area to the title block of the site plan. 3. Please remove the words "Future Lot 10B Block 1," "Future Lot Line" and remove setbacks for this unplatted lot. Please show only a phase line for this project. 4. The correct zoning for the abutting parcels is C -1 General Commercial and not C -B. (this change occurred with the adoption of the Unified Development Ordinance) 5. Please label the adjacent ROW. 6. 180 s.f. of landscaped interior islands are required for every 15 interior parking spaces. These islands must be provided somewhere in the interior rows of parking (this is in addition to the required end islands). Square footage from larger end islands (the area over the required 180 s.f.) on the interior of the site may count toward this requirement. If you would like to count the additional square footage in your end islands toward the interior islands, you must show the area (square feet) of the end islands to demonstrate that you are meeting this requirement. 7. 18' parking spaces must have a clear 2 -foot overhang. Several landscaped areas are shown in this 2 -foot space. "Rounded landscape boulders" must clear the 2 -foot overhang. 8. All meters and public utility lines must be in public ROW or a public utility easement. 9. The approach angle to the dumpster enclosure from the fire lane is too sharp (70 degrees). Due to the distance to the curb opposite to the enclosures the angle can't exceed a maximum of 55 degrees. The enclosure needs to be rotated clockwise by at least 15 degrees. Enclosure inside dimensions are good. The entire site (both phases) must be shown with as much detail as is shown for the portion of the site on sheet LS 2. Point calculations and a legend showing points earned is required for both phases (each phase must be able to meet the requirements on its own). 10.AI1 plans must be in engineering scale. 11. Please note on the site plan that all disturbed earth must be 100% covered with established grass or groundcover prior to C.O. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Please make utility drawing more legible; use different line types for utilities, larger font on utilities, unshade pavement, etc. 2. According to proposed property line shown, the 6" sewer must be public to Red Lobster lot. Place manhole just inside RL property line. Take private service off for both buildings from manhole. Public line must be in an easement. 3. Show grease traps on proposed private sewer service lines for restaurants. 4. 6" water lines must be in an easement. 5. Due to the nature of the driveway on north property line, backing maneuvers will be restricted. Do not remove exiting curb adjacent to access way or re -curb along parking area. 6. Connect stormwater to storm line that goes to detention pond rather than bypass line. 7. Please note, no sidewalk is planned for SH 6. You show a sidewalk connection to TxDOT ROW. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. (Repeat comment) 1. Please remove the "proposed free - standing sign" from the site plan. All signs will be reviewed and permitted separately. 2. All end islands must be a minimum of 180 s.f. 3. Please move the phase line in to show that the curbing will be done with phase 1. Also, the parking island shown with phase 2 will need to be constructed with phase 1 and needs to be shown as part of phase 1. Please adjust landscape calculations and include irrigation to this island (or show decorative paving). 4. The plans included do not all match. The "Stormwater Pollution Prevention Plan" does not show that the northern parking area was reworked. LANDSCAPING /STREETSCAPING /BUFFER A full landscape review could not be completed because sheet LS 2, referenced in sheet LS 1, was not included in this submittal. (A full review of the information submitted was completed.) 6. Please note on the site plan that all disturbed earth must be 100% covered with established grass or groundcover prior to C.O. (repeat comment) 7. Irrigation is not permitted in TxDOT ROW. (repeat comment) 8. Please put the landscape plan in an engineering scale. The plan looks as if it is a 1 " =20' scale, but the title references a 1/8 " =1' -0" architectural scale. (repeat comment) 9. Please specify the size of all non - canopy trees in caliper inches. 10. The trees shown to be remaining on the "Grading & Storm Drainage Plan" need to be included on the landscape plan. 11. Staff has concerns about the Little Gem Magnolia (Magnolia grandiflora 'Little Gem') because they like acid soil, and the ones we have seen around here do not do well. BUT if there is a cultivar that addresses those concerns, then it might be OK. Please include the details on this cultivar specifically. I apologize for any confusion. The sewer need be public only up to the first manhole. The sewer may be public all the way as shown. If this is the case, the intermediate manhole is not required but may be desired. 2. The City will need an easement to cover the public portion of the sewer and the fire line to the building. If this is included on the replat, fine. 3. Please show the correct topo information along ROW. A DP has been issued to fill this area. 4. Why is the storm drain from this site not connected to the line going to the detention pond? Sheet LS2 needs to specify the size of all shrubs in gallons and distinguish between proposed groundcovers and shrubs. Point Calculations for all of the plantings on this page should be stated on this page. 2. Sheet LS1 states that there are 16 non - canopy trees proposed on sheet LS2. I only see 6 on LS2. 3. Please remove the verbiage regarding phases I and II from the landscape plan, as phases are not shown on site plan. 4. Sheet LS2 provides a note regarding the placement of landscaping to allow for the overhang of cars, however, the plan shows plantings in this area. Please show on the plan that there is a 2 -foot clear overhang in front of the parking spaces that are only 18 feet long. Reviewed by: Jennifer Prochazka Date: September 23, 2003 ENGINEERING 1. Sheet 02. White line drawing is much clearer. As far as this Site Plan is concerned, the drawing is acceptable. If the ultimate plan is to construct any public water lines from this Site Plan a profile of each line must be added or submitted separately. The two 6" water lines are public. 2. The profile for the 6" public sanitary sewer does not show the conflict with the proposed 6" water line between existing manhole and proposed manhole. Is it the intent of this Site Plan to construct this water line prior to paving of the parking lot? 3. The approval of this Site Plan does not authorize or permit the construction of the private utility lines; water and sanitary sewer. These items must be approved by the Building Official per applicable codes. Sewer: A sewer main exists along the property boundary. Streets: Earl Rudder Freeway is classified as a freeway/ expressway. Off -site Easements: It does not appear that any are needed at this time. Access from Home Depot is an option. Drainage: Drainage is to Burton Creek. Flood Plain: The entire site is in the 100 -yr floodplain. Oversize request: None Impact Fees: None
