The delay in my getting this copy upstairs after Kelly relayed the request to me was caused by the time it took to obtain a clean, unmarked report copy from our consultant. We had planned to generate revised numbers based on P &Z's positive recommendation of the revised plan, however their action last night would indicate that these numbers would be un- reliable. Brett »> Kelly Templin 02/07/03 10:06AM »> Jeff & Charles: As if to demonstrate the point I attempted to make at the retreat, the P &Z failed to approve the revised land use plan for Annexation Area #1, despite the briefing we provided the Chairman (and his pledge to support the matter) and the work of the subcommittee (Commissioners Williams & Hall). Therefore I am still without a realistic LEU to include in the impact fee study. This will also mean that the projects underway by Fein McDougall and Chuck Moreau cannot proceed. At this point I am willing to forward the calculations made with the current land use plan for your review. Just keep in mind that the lines will be wholly undersized if we accept these numbers. I hope this will help you to understand my frustration on this matter, especially in light of the criticism that I have not forwarded it to you in a timely manner. Tom and I knew this was in progress, but did not know until Veronica called the City Secretary's that the public hearings were scheduled for August. He is very anxious, and I think he would do that. We both know how long the normal land acquisition process takes, but if there is an outside entity to champion the cause, it could be done faster. I have no problem giving him an update on the Council Adoption process, but I don't want to speak for the capital scheduling without your concurrence. If all goes well, Council should adopt the impact fees on 9/11/03. Since the money is currently spread over the next two fiscal years, my only guess is that we would do the design and easement work next year, and construct it the following. That all tells me that the project would probably not be complete until the second or third quarter of 2005. If either of you want to give me a shorter schedule to pass on, I don't mind doing it, just let me know pretty quickly. I see Delph every day but he won't talk with me about this project. That's ok by me if he would rather pay an attorney to ask the same questions. Lots of billable hours. He got a bit testy about the time it has taken to get this project done. He indicated Delph is under a lot of pressure from the Health Dept and they are still threatening to shut him down due to his septic system problems. I told him I would be happy to brief the Health Dept on what's going on if that would help. I gave him the anticipated schedule for processing through the council. His comment was this project should already have been done. Just in case he starts calling you all. In the first sentence of the executive summary, can we revise the term 'update' to avoid any conflicts with the periodic updates that are (supposed to be)given to the boards. less potential confusion is better. 2. Why did we shift to flow calculations to get the first 10 year percentage instead of using the percentage of LUE's? They are different and we need to be able to explain why. 3. I realized that the maximum credit we are using is based on all units coming on line immediately instead of spread out over the 10 year time period. Do you think it would be better to a) state this as a conservative assumption, or b) back up and use a linear growth rate to reduce the credit? 4. In table 4, I would change the table title to 'project' costs since more than construction is included, and either remove /revise the note at the bottom or go ahead and round the numbers. That's all I have, it's a great report. Please let me know the why of item #2 and what you think on item #3 above.
