Staff reviewed the above - mentioned site plan as requested but had to stop review due
to an incomplete submittal. The following page is a preliminary list of staff review
comments detailing items that need to be addressed. Additional comments may be
returned once staff completes a full review. Please address the comments and submit
the following information for further staff review:
Two (2) revised site and landscaping plans.

Project: BJ AUTOWORKS (SP) -SITE PLAN (1- 500226)
THIS IS A STOP REVIEW: Items that need to be addressed may affect the layout
of the site. The following comments do not constitute a full site plan review.
PLANNING
1. The parking spaces closest to Victoria Street will need to be screened from the
ROW.
2. According to the March 4, 1997 ZBA minutes and concept plan you are required to
do streetscaping all along Victoria. (See attached minutes)
3. The parking lot will need to come into full compliance; this includes curbing all the
way around it. (Section 9 -D Zoning Ordinance)
4. According to K.W. Brown Environmental Services report on February 20, 1997 the
depth of the asphalt that is currently out there is 0.5" (The Ordinance requires a
minimum of 1.5 "), the depth of the Limestone Base is currently 4" (the Ordinance
requires a minimum of 6 "). This will need to be brought into compliance. (See
attached letter)
5. Fire lane is required the first 100 ft. in off Victoria and will have to be brought up to
fire lane standards per Jon Mies Fire Marshal.
6. The driveway off of Victoria will need to meet the 40 -ft. throat depth.
7. Since the submittal, it has been brought to staffs attention that the storage area to
the west -side of the building has grown and changed significantly over time. Site
plan approval should have been received prior to the expansion. This was also
brought to the applicant's attention on March 4, 1997. ( See attached minutes)
Please show this area on your next submittal, and be aware that this may kick in full
site plan compliance, (screening, landscaping, buffering, etc...) for the whole site.

2394.

Due to the expansion of the business (storage area) this site has lost its non-
conforming status. This will require the owner to bring the site into full
compliance with the site plan and landscaping requirements to meet the
current ordinance. Items that need to be addressed may effect the layout of
the site plan. The following comments do not constitute a full site plan
review.
PANNING
1. The whole site area will need to be calculated in your landscaping requires; lent.
2 The parking spaces along Victoria, specifically w!)ere the handicap space is,
needs to be more adequately screened. If YOU would add a couple of more Dwarf
Holly, that would be sufficient. ' -
3. The storage area shown is not adequately screened. The owner has three
options (1.) A solid row of landscaping that wouid sufficiently screen the fenced
in area from the Graham and Victoria, R.O.W., or (2.) install a solid fence six to
eight feet in height, (3.) A combination of a solid six to eight ft. fence and
landscaping.
4. The BLIffer Ordinance will be required between the subject property and the
abutting C -2 property to the wes! as well as the three C -2 pieces of property to
the south that front Graham Rd. This will require a 5' landscape buffer, with the
required plantings. The buffer will not be required to be across the 30' access
easement please be aware that the required plantings in the 5' buffer area's can
not count toward your landscaping/streetscaping point calculation.
5. The 30 ' access easement on the subject property will need to be brought up the
parking lot standards.

1. The two proposed Red Oaks at the south side of the driveway entrance do not meet
the 20 -ft. separation requirement for canopy trees.
2. The proposed Dwarf Holly is not an acceptable shrub. Please propose a shrub from
the suggested shrub list. (See Attached)

Geotechnical report indicates existing treatments do not meet required standards.

PLANNING
1. Since the last submittal you have changed the limits of the development area.
There is 215 feet of buffer required between the subject property and the
property adjacent to Graham Road. The plantings required for this buffer is: One
(1) 5- gallon shrub at a minimum height of 3 feet shall be provided per 3 linear
feet of buffer. A minimum of one (1) 2 -inch caliper canopy tree shall be provided
per 25 linear feet of landscape buffer. 215 divided by 3 = 72 - 5- gallon shrubs
required. You are only providing 39 and 4 of them are not within the five feet of
planted area that is required. Dwarf Burford Holly's will not be acceptable. A
dwarf species cannot be used in the required buffer area or for parking
screening. Please keep in mind that the plantings must be 3 feet in height when
they are installed.
215 divided by 25 = 9 - 2" canopy trees required. You are only providing 6.
2. Since the last submittal you have removed the screening shrubs from the parking
spaces that are adjacent to the front of the building. These parking spaces will
need to be screened. Please be aware that dwarf species cannot be used for
screening.

ENGINEERING
1. The existing parking lot does not meet City standards based on the geotechnical
report that was provided. You will need to provide new pavement for parking and
drive areas. Indicate this on plans. As submitted, it appears that you are only
planning to redo driveway area.
2. Is curbing being added to both sides of existing concrete ramp?
3. Sheet 1 of 3 shows 24' driveway width. Sheet 3 of 3 shows 25' driveway width.
Please reconcile.
4. Show location of grade break needed in driveway to prevent runoff from entering
Victoria.
5. Show access easement. The 23' drive isle will need to be located in this
easement. Your improvements cannot impede the access. It appears that the
southern end island is located within the easement and will need to be moved.
6. You are showing parking in the access easement. For this to be allowed you will
need a parking and access easement. As currently platted, parking will not be
allowed in the easement.
7. You will need to extend the southern maneuvering area to the property line. It
does not need to be curbed.
