PLANNING
1. As discussed previously, landscaped islands at each end of each parking row (min
of 180 s.f.) are required. This requirement is not being met on the ends of the row of
two spaces next to the building. The islands must be landscaped with grass or
ground cover OR with enhanced paving. Concrete islands are not allowed.
2. Please dimension the square footage of all end islands and interior islands to show
that you are meeting the requirements.
3. The six -foot sidewalk that you have provided is the minimum allowed by the
Northgate Design Guidelines. An 8 -foot sidewalk is strongly encouraged. Because
you have repositioned the building to meet the front setback requirement and
because very little landscaping is proposed in this area, you may consider an 8 -foot
sidewalk. Please be aware that the Guidelines call for stamp died concrete for
sidewalks.
4. I only see 4 bicycle parking spaces on the site plan. Please call out the other 4
required spaces. (or let me know where they are if I have missed them)
5. Is the "10' E.E." a proposed or existing? (Please specify this on the site plan.) This
must also be a "P.U.E."

SUBJECT: Northqate Condominiums - Discussion and possible action on the
proposed condominium project to be located at 317 Cherry Street.

The PRC held a meeting on Thursday, February 6, 2003 to review the above -
mentioned project. Development Review Manager Ruiz stated that staff is
recommending approval of the site plan. Mrs. Ruiz also mentioned that the two
variances stated in the staff report have been granted by the Assistant City
Engineer and do not need to be considered by the Committee.
There are three recommended changes to the site plan that staff is making. One
is the streetscaping along College Main, which the applicant has already
addressed.
The second is the removal of the iron fence around the front of the property to
make it more of a pedestrian oriented area. Mr. Rick Pustejovsky stated that the
fence is on the back of the property and the last fence post will be on the east of
sidewalk. Mr. Pustejovsky also stated that the fence is used as a safety feature.
Commissioner McMath suggested moving the fence inwards. Senior Economic

Development Analyst Woods stated that they like the site plan but the issue was
that fence discourages people from being there.
The third issue is the sidewalk along College Main. Mrs. Ruiz stated what is
being proposed is a 6 -foot sidewalk with stamped dyed concrete, which is the
minimum requirement. Staff is recommending an 8 -foot sidewalk.
Commissioner Williams moved for approval with staff comments of changes on
canopy trees that have been addressed, leaving the iron fence and sticking with
the 6 -foot sidewalk. Commissioner McMath seconded the motion.
Commissioner Floyd made the clarification that the iron fence on both sides of
the sidewalks will go directional or wrap around the entrance. Commissioner
Floyd recommended it that it be architecturally correct since it is up to the
applicant on how much they spend. The motion passed 3 -0.
