AGENDA Planning and Zoning Commission CITY OF COLLEGE STATION, TEXAS CITY HALL COUNCIL CHAMBERS 1101 Texas Avenue November 14, 2002 6:00 P.M. 1. Hear Visitors. At this time, the Chairman will open the floor to citizens wishing to address the Commission on planning and zoning issues not already scheduled on tonight's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. (A recording is made of the meeting; please give your name and address for the record.) 2. Public Comment for the Record. At this time, the Chairman will open the floor to citizens wishing to address the Commission on consent and regular agenda items that are not scheduled for a public hearing. This does not include items where hearings have been previously held. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information and it will be added to the public record. (A recording is made of the meeting; please give your name and address for the record.) All matters listed under Item 3, Consent Agenda, are considered to be routine by the Planning and Zoning Commission and will be enacted by one motion. These items include preliminary and final plats, where staff has found compliance with all minimum subdivision regulations. All items approved by Consent are approved with any and all staff recommendations. There will not be separate discussion of these items. If any Commissioner desires to discuss an item on the Consent Agenda it will be moved to the Regular Agenda for further consideration. 3. MEMORANDUM November 6, 2002 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson @ci.college- station.tx.us SUBJECT: FINAL PLAT - RESIDENTIAL for EDELWEISS GARTENS, PHASE 3 (FP) Item: Consideration and possible action on a Final plat (Residential) for Edelweiss Gartens Phase 3 (FP), consisting of 3.5 acres off Graham Road and Victoria. (02- 00500221) Applicant: Stephen Arden Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: This item is for the consideration of a Final Plat for Edelweiss Gartens Phase 3. The property is currently zoned R -2. A Preliminary Plat was approved by the Commission 9/17/02. The Final Plat is in compliance with the approved Preliminary Plat. Lots 64, 65 and 66 do not meet the 70 -ft minimum lot width. The Zoning Ordinance allows a 60 -ft minimum width when required off - street parking is provided on the side or rear of the lot. Note 4 has been added to the plat to this effect. The lot width measurement is taken at the front setback line. See notes below. Notes from Table A, Zoning Ordinance: D - Minimum front setback may be reduced to 15 feet when approved rear access is provided, or when side yard or rear yard parking is provided. E - The minimum lot width for duplex dwelling may be reduced to 30 ft. /DU when all required off - street parking is provided in the rear or side yard. Comprehensive Plan Considerations: Land Use Plan: The land use plan shows this area as residential. Thoroughfare Plan: Wellborn Road is a minor arterial. Parkland Dedication: Parkland has been approved and is to be dedicated before Phases 2, 3, or 4 can be filed for record. Item Summary: This item is for the consideration of a Final Plat for Edelweiss Gartens Phase 4. The property is currently zoned R -2. A Preliminary Plat was approved by the Commission 9/17/02 with a variance to the block length subdivision requirement. The Final Plat is in compliance with the approved Preliminary Plat and variance. As a condition of approval, a pedestrian accessway has been provided between Lots 56 and 58, Block 8. Proposed Lot 67 has been removed from this plat in order to work out drainage issues impacting the lot. All lots in this phase meet the 70 -ft frontage requirement for R -2 subdivisions. Comprehensive Plan Considerations: Land Use Plan: The land use plan shows this area as residential. Thoroughfare Plan: Wellborn Road is a minor arterial.
