HomeMy WebLinkAbout02-00500224- 00075753 STAFF REPORT Project Manager: Spencer Thompson Date: January 29, 2003 Email: sthompson @ci.college- station.tx.us Item: Consideration, discussion, and possible action on a Master Preliminary Plat for the Spring Creek Townhomes Subdivision consisting of 143 Tots on 18.8 acres located at the future Decatur Drive and Oxburg Drive on the Crowley Tract. (02- 00500224) Applicant: Mr. Wallace Phillips for Spring Creek CS Development Ltd. Staff Recommendations: Staff recommends approval of the Master Preliminary Plat with the condition that the attached Staff Review Comments be addressed. Item Summary: This item is for the consideration of a plat for a townhome subdivision per the approved PDD -H zoning requirements. The Meritorious Modifications are listed in note 3 on the plat. Concerning the Staff Review Comments, a new gravity sewer line is proposed to parallel SH 6 and connect with the Spring Creek Trunk Line, shown on the plat. The Council has passed a "needs resolution" to obtain the necessary easements to proceed with the construction of the line. A portion of the proposed line traverses this plat. The property owner is requested to show the Council approved easement on the plat. In lieu of said easement, a 20 -ft easement, as described in the comments, is acceptable. The City has the authority to require such easements by ordinance: Chapter 9 Subdivisions 8 -1.2.4 Utility easements may be required across parts of lots other than as described above upon recommendation of the City Engineer. Where the proposed subdivision adjoins an unplatted area, the full twenty -foot (20') width of easement may be required along the rear of lots adjoining the unplatted area. Comprehensive Plan Considerations: • Land Use Plan: The plan shows this area as single - family. An initial rezoning of R -3 was approved by the Commission and Council for the subject property. A subsequent PDD -H was approved by the Commission and Council earlier this year. Thoroughfare Plan: The plan shows Decatur connecting to a major collector off SH 6. The Applicant has already begun work on Oxburgh Drive. Parkland Dedication: The Applicant plans to dedicate a 5 -acre tract to meet all parkland requirements. At least 1.43 acres is required to be dedicated for this development. The development fee is required, as well. Open Space Dedication: Open space to be privately owned and maintained. INFRASTRUCTURE AND FACILITIES Water required for plat: Each lot is required to have public water service, as shown on the plat. A waterline will be along Oxburgh and Decatur. Water Service: Water to be provided to each structure, as required. Sewer required for plat: Each lot is required to have public sewer service, as shown on the plat. Sewer extension will come off the main Spring Creek sewer trunkline. Sewer Service: Sewer to be provided to each structure, as required Street(s) required for plat: All streets shown on plat are required for this subdivision. Streets /Access: Oxburgh and Decatur are both collector streets. Residential access is precluded on collectors, where applicable. Off -site Easements required for plat: None Drainage: Drainage from this project is predominately to the regional detention pond, Tract 1 -D. Flood Plain: The existing floodplain is shown on the plat. In addition, the proposed floodplain per the approved CLOMR is shown, as well. Oversize request: See Budgetary and Financial Summary Section. Impact Fees: The subject property is in the 97 -01 Spring Creek Sewer Impact Fee Area. The current fee is $349.55 per Living Unit Equivalent. Parkland Dedication Fees: The Developer proposes to dedicate the required parkland. A development fee of $358 per unit is required for each platted lot. STAFF REVIEW COMMENTS NO. 3 Project: SPRING CREEK TOWNHOMES SUBD (PP) - 02- 00500224 ENGINEERING 1. Please show City Council approved sewer line easement on plat. This easement is required for approval of this plat. 2. As an alternative to the above referenced comment, the City is willing to accept a 20 -ft easement along the eastern border of Lot 39, Block 4 and Lots 1 -7, Block 1.
