The following page is a preliminary list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by an establish deadline to be considered for a future Planning & Zoning Commission meeting: Two (2) copies of the revised preliminary plat. THIS PLAT DOES NOT MEET MINIMUM SUBDIVISION REGULATIONS. IT IS OUR UNDERSTANDING THAT A REZONING HAS BEEN PROPOSED FOR THIS PROPERTY, FROM R -3 TO PDD -H. ONCE THE REZONING IS IN PLACE, THE PLAT CAN BE CONSIDERED. ENGINEERING 1. This plat does not conform to the R -3 zoning requirements and no variance was requested. 2. Unless addressed in the rezoning request, consider taking rear access to Lots 23- 28, Block 3. It can then be considered that these Tots are on Highland and the plat does not violate the number of Tots allowed on a cul -de -sac. 3. Will you be requesting to put more than 12 units together? 4. Head -in parking in ROW not allowed as shown. 5. Townhouses must be clusters of 3 to 12 units. 6. The Parks Board has informed Development Services that this project only received "conditional" approval. In order to avoid being charged parkland dedication fees, please submit the final park layout to the Board addressing the conditions for final approval. 7. Provide new street names for the following: Highland Drive, Morningside Drive and Fawn Trail Court. These are either duplicate names or are to similar to existing streets. The intersection with Oxburgh is 1500' north of the existing southbound exit ramp - this is okay; it is also 2200' south of the proposed southbound exit ramp - this is okay; however, it is only 100' north of the proposed southbound entrance ramp - this is not desirable. We would prefer to see this street moved south of the entrance ramp or further north so we don't have travelers shooting across from Oxburgh up to the ramp. Please plat median areas in Spring Hill Drive as Common Areas. Note 11 will not be necessary. 2. It has been suggested that, in this instance, the ROW may be adjusted to take the parking areas entirely out of public property as long as a). adjacent pavement is sufficient to meet requirements for turning radius, and b). ROW is not needed for utilities. The resulting ROW will be less than the required. A note can be placed on the plat to address this issue. 3. Please show 20 -ft PUE along northeast property line, adjacent to unplatted area. This will include lot 39, Block 4 and Lots 1 -7, Block 1. 4. The proposed sewer layouts presented on a separate plan were not accepted by CSU. The aforementioned 20 -ft easement will be required by City Engineer unless another sewer route is accepted. Question: When 12 units are constructed in a row, such as Block 4, Lots 20 thru 31, doesn't that leave a space between continuous buildings? What does that do to the building area on Lot 32? Can the space between buildings be utilized for the proposed City sewer line? Can the public sewer go east of the creek, maybe a 20- ft PUE that diagonals to the existing manhole but does not impact that lot extensively? 5. It is suggested, since plat lines are "walls" in this case, that the buildings be constructed entirely before the plat is filed at the courthouse for record. We have experienced townhome plats that were not constructed exactly according to the plat and had to be replatted several times. Reviewed by: Spencer Thompson Date: January 21, 2003 PLANNING 1. Please identify the parking lots (in their entireties) as being under the ownership and responsibility of the homeowner's association. 2. Please add a note to the plan stating that the homeowner's association is responsible for the rules, regulations, enforcement, and maintenance of the parking lots. 3. Please clarify that the parking areas will use 6 -inch curbing. 4. Please change Note #2 to identify the property as being zoned PDD -H. 5. SUBJECT: Spring Creek Townhomes Sanitary Sewer Easement Options Joe, The following should more clearly explain the City's positions on the various options regarding sanitary sewer access and service across the east end of the subject property. On October 24, 2002, City Council passed a resolution determining the necessity of easements across this property for a gravity sanitary sewer line. You have been informed that these easements are an issue, and that this will need to be addressed with this preliminary plat. As of this date this has not occurred. You have provided 3 other options of providing access for the sewer easement through and around this subject site, but as yet, the operational concerns expressed by City Staff have not been addressed. I hope by explaining our positions in more detail that we can reach an agreement that allows suitable development of the project site, and suitable operational capability of the needed sanitary sewer line. Option #1 and thus the northern section of Option #2 is not acceptable due to it being only half the required width. A full 20 foot wide easement is required within this preliminary plat, apart from the physical constraint of the drainage channel. Option #1 and Option #3 are not acceptable due to the need for new manholes on an extremely deep line located in very unstable soils. Due to the differences in depth between the lines, a drop manhole structure will be required, therefore Home of Texas A &M University any connection made to an existing manhole will need to be within 75 degrees of perpendicular to the centerline off the main line to maintain the integrity of the bottom manhole section. The connection for Option #2 is acceptable in this manner. Option #3 may be discussed as a future alternative, when that land is platted, however it does not meet the requirements of the platting of the subject property. If, before the sanitary line is built, a suitable alignment can be agreed upon within the adjacent property, and arrangements can be made to address the other related changes in the sewer project (i.e. offsite alignment, easements, creek crossing, etc), it is possible that the easement required at this time may be replaced. The lower section of Option #2 is acceptable as it provides the required room for construction and maintenance, and a suitable connection to the existing line. We understand that the timing of the construction of this line is still unknown, however we are assuming that an agreement can be reached such that whoever builds the line will provide for the needs of the other affected parties. In summation, the easement approved by City Council should be shown on the preliminary plat and referenced to that action. Staff would support an alternative based on Option #2 with a 20 wide easement (instead of 10 foot wide) between Heath Drive and the north property line, either along the eastern property line or between Tots as needed to match the existing offsite alignment. These comments will be included in the staff report to P &Z, as Staff Conditions. Should you have any questions or comments, please do not hesitate to call me.
