Staff reviewed the above - mentioned final plat as requested but had to stop review due
to an incomplete submittal. The following page is a preliminary list of staff review
comments detailing items that need to be addressed. Please address the comments
and submit the following information by an established deadline to be scheduled for a
future Planning & Zoning Commission meeting:
Paid Tax Certificates
Two (2) copies of the revised final plat; and
One (1) copy of the construction documents for the waterline.

ENGINEERING
1. All properties must be provided with access and public utilities. Lot 42B does not
have domestic water and fire protection. In order to process this plat, construction
documents for a public waterline extension must be provided to comply with
applicable ordinances. The water line can be extended along the east or west f i
property line to the back lot. Please include a fire hydrant on the line for fire
protection for the single - family.
2. Please refer to Final Plat Minimum Requirements, item #9. The document you
submitted may be considered a survey, however it needs some amending. Please
show any and all structures and utilities on property. All easements that impact this
property are required to be shown on the survey. Additional easements may be
required to be dedicated with the replat. Provide utility easements for all utilities not

7. Please submit paid tax certificates, as required.
8. Remove certification for Planning Administrator.
9. Parkland dedication for residential lot required with filing of plat.

Staff reviewed the above - mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address

to be placed on the next available Planning and Zoning Commission meeting scheduled
for February 20, 2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.

appropriate uses as light commercial, office /service, and higher density single family.
The property was rezoned from A -O Agricultural Open to R -1 Residential and A -P
Administrative Professional in September 2002. Current zoning of the property is in
compliance with the 30/60 Plan.
The subject property has frontage along State Highway 30, which is considered a major
arterial and frontage along Pamela Lane and Vista Lane which are considered
residential streets.
A parkland dedication fee for the residential lot is required.

Re: Harvey Hillsides Subdivision, Final Plat
Don, I spoke to the City regarding their memo and have the following clarifications and comments.
Some of the comments are for my own edification, as I am sure you are well aware of their
requirements.
Engineering;
1. Lot 42B has adequate access and no further access is required to be shown.
2. We knew we would have to extend a domestic water line from the Harvey Rd area to Lot 42B. We
did not expect to have to extend a line large enough to supply a fire hydrant at Pamela Lane. The city
says the maximum distance from the residence to a fire hydrant is 500'. We are beyond this by about
100'. I have asked Caro! Cotter if there is the possibility of an exception in this case, as it is cost
prohibitive to spend and estimated $10,000 for a fire hydrant to serve a single family home. Carol is
reviewing this but has indicated that if there is a variance granted we would, in lieu of furnishing a fire
hydrant, have to provide fire sprinklers for the residence.
3. It is my understanding that the City is looking for two plans from your office.
A. Original Plat Plan (Survey): Showing contours, metes and bounds, structures, easements,
structures.
8. Replat Plan: Showing the the new property lines plus all of the above.
From my perspective the easements that need to be shown are:
A. High pressure gas pipe line. (note there is no width to this easement, just the diameter of the
pipe.
B. TMPA's high voltage electrical line.
C. City of CS's electrical lines.

2. Along the South property line.
D. BTU's electrical line on the North and East property lines.
E. Wixon Water District's line on the North and East property line.
F. City of CS's sanitary sewer lines along Harvey Rd and on the South side.
G. City of CS's water lines along Harvey Rd.
H. Right of way for Harvey Rd., Pamela and Vista Lane.
I would also like to see the deed restriction property set back lines indicated on the plans. The deed
restrictions read as follows: 'There is established throughout Harvey Hillsides Addition a building line
situated 50' from all street or roadway or lane designations; and no building of any kind shall be placed
nearer to a street, roadway or lane than this 50'; and no building shall ever be placed nearer to any side
or rear property line than 25' and no closer to the line of any reserved strip or alley than 5 feet." The
house will front Vista Lane.
4. Carol Cotter has verified that we do not need a private drainage easement for the stream
transecting the property.
5. I do not see a metes and bounds for lot 42B.
6. It is my understanding that we can pay a fee of $556 in lieu of dedicating any parkland. However
there are some green buffer areas, as requested by the City Council in granting my rezoning, that 1
would like to see if they would qualify as parkland.
Electrical:
1. Item 3, if a transformer pad is needed it will be furnished by the City. However it appears that the
City will set a transformer on the power pole that extends closest to the proposed residence.
2. Item 4, there will not be any pull boxes involved.
3. Item 5, delete requirement for digital AutoCAD 2000i version of plat.
4. Item 6, there is no need to provide load data for this project.
5. Ronnie is to fax over a temporary blanket easement form to be filled out by myself (Fx 776 -2235)
6. The City would be willing to set another pole, near the TMPA power pole, to allow us to go overhead
with the electrical line until we are past the high pressure gas pipe line. It is common to go under high
pressure gas lines and this choice will be left up to us. The coordination with the owner of the gas pipe
line will also be left up to us.
7. As soon as possible I will secure an address from the City and forward that information to Ronnie.
8. We spoke about granting an easement to the City for the line that runs from Harvey Rd along the
South side of the property but after further review it is not on our property.
