RE: Limited Asbestos Survey for Vacant Lease Space located at 3215 West RR
1431, Kingsland, Texas
Dear Mr. Green:
On March 24, 2003, at your request, Mr. Paul B. Dehlinger, R.S., of Austin
Environmental, Inc., conducted a limited asbestos survey of the Vacant Lease Space
located at 3206 Longmire in College Station, Texas for the presence, location, and the
condition of suspect asbestos -containing building materials (ACBM). The purpose of the
inspection was to determine the presence and location of suspect friable and non -friable
asbestos -containing building materials prior to renovation activities.
'k. The federal National Emission Standard for Hazardous Air Pollutants (NESHAP) 40
Code of Federal Regulations (CFR) Part 61, subpart M, and the Texas Asbestos Health
Protection Act and Rules (TAHPA) requires that prior to any renovation or demolition of
a commercial or public building that it must be inspected for the presence of suspect
asbestos -containing building materials (ACBM).
The scope of work and services provided include:
♦ Field investigation and visual observations
♦ Sample suspect asbestos -containing building materials (ACBM)
♦ Analysis of suspect asbestos -containing building materials (ACBM)

Suspect ACBM was physically handled to determine friability and bulk samples were
obtained for analysis. The inspection involved sampling of thirty-nine (39) suspect
asbestos -containing building materials and analyzing them under Polarized Light
Microscopy with Dispersion Staining (PLM/DS), 40 CFR, Chapter 1, Part 763, Subpart F,
App A. The PLM results are attached to this report.
SURVEY
- The survey was conducted on a homogenous -area basis with the construction materials
sampled and tested that are suspect to contain asbestos and that may be disturbed
during renovation activities. Suspect asbestos containing building materials that were
sampled include; ceiling tile (2 types), floor tile & mastic (4 types), linoleum, cove base &
mastic, batt insulation, drywall texture (4 types).
RESULTS
All suspect building materials sampled and tested were determined to be None
Detected for asbestos content.
Friable asbestos -containing material refers to material, which contains more that one
(>1%) percent asbestos by weight and when dry, can be crumbled, pulverized, or
reduced to powder by hand pressure. Non -friable asbestos -containing material is any
material containing more than one (1 %) percent asbestos by weight and when dry,
cannot be crumbled, pulverized or reduced to powder by hand pressure.
All materials detected/uncovered during present or future renovations or demolitions that
are not listed, as being sampled on the Chain of Custody Form and will be disturbed,
must be sampled and analyzed prior to disturbance. All additional samples and
assessments are to be conducted by properly licensed individuals.

New building materials should be addressed to ensure that they do not contain
asbestos. Manufactures labels or material safety data sheets (MSDS) should be
reviewed and documented to ensure that any asbestos containing building products are
not used during future construction.
LIMITATIONS
This report only applies to the scope of work described herein. This report describes
existing conditions at the time of services. Conditions of asbestos -containing materials
may change as a result of damage, deterioration or other disturbance and may increase
the potential for elevated fiber levels.
This report applies only to accessible areas observed during our field services.
Asbestos -containing materials may exist in concealed inaccessible enclosures, such as
areas enclosed by permanent partitions, chases, shafts, equipment etc. Material
locations and quantities may vary. The exterior of the building and roofing materials
were not included in the scope of work.
Although a good -faith effort was made to locate asbestos -containing materials in the
area within the scope of work, extensive destructive inspection and/or testing was not
conducted due to the expense, potential exposure hazards and/or potential regulatory
W
violations. All surfaces paints, wire insulation, electrical panels, fire rated doors and
panels, furnishings, Heating Ventilation and Air Conditioning (HVAC) Systems, fixtures
and similar materials and equipment were not sampled and analyzed due to safety
concerns and expense. Inspection and testing for lead -based paint, PCB containing light
ballast and/or other hazardous and/or regulated materials was not included in Austin
Environmental Inc.'s survey.

Per the TDH TAHPR this document (asbestos survey report) may not be used as a
design (specification) for asbestos abatement. Design and/or abatement air monitoring
services were not included in Austin Environmental Inc.'s scope of work. Austin
Environmental Inc. makes no warranty and assumes no liability for the inappropriate use
or misuse of this document.

SECTION 01010 - SUMMARY OF THE WORK
SECTION 01010 - DEFINITIONS
A. 56OPE: The Work, as defined in the General Conditions and
described in the Gontract Documents is summarized as follows:
Construct a single story retail facility of wood from
construction with a masonry veneer , single
ply membrane roof on plywood decking, aluminum windows and
entrances, interior drywall partitions, millwork, hollow
metal doors and frames, acoustic ceilings, floors, finishes,
toilet room accessories, equipment, site work, and mechanical,
plumbing and electrical work.
B. PRIOR ENTRY:
I. Owner reserves right of prior entry to completed and
partially completed areas for performance of other Work
to be performed under other contracts.
2. Confine construction operations, materials, and equipment
storage, apparatus, temporary construction, equipment,
and other construction related activities to such limits
and portions of the Project Site as designated by the
Owner, or as Indicated on the Drawings.
3. Do not use adjacent properties, including private
properties and that of public domain, for material and
equipment storage or for construction operations without
specific written approval of any and all authorities
having full and proper jurisdiction.
SECTION 01016 - OWNER PROVIDED DOCUMENTS
A. COPIES OF CONTRACT DOCUMENTS: The Owner will supply to the
Contractor, up to 10 sets of Contract Documents, free of
charge, for construction purposes. Additlonal copes will be
available to the Contractor if he pays the cost of
reproduction.
B. GOPIE5 OF SUPPLEMENTARY CONTRACT DOGUMENT5: The following
Owner provided documents are hereby designated as
Supplementary Contract Documents. The Project Designer does not
guarantee their contents as to accuracy, completeness, or
suitability,

A. THE CONTRACT DOGUMENT5: The Drawings are those enumerated In
the "List of Drawings" and identified in the Contract. The
Drawings, in many instances, are schematic and do not define
exact locations of every part and piece of Work. Items
furnished may vary in dimension and in other ways from the
specific items called for in the Contract Documents. In such
cases, determine exact position of each part by "on the job"
measurements, drawings from equipment manufacturers, and
coordination with other Work.
B. 5PEGIFIGATION5:
I. The Format of the 5pecifications divides the Work into
Major Divisions and Work 5ectlons and attempts to group
the Work in each Section by source of material or by
trade, solely for the convenience of the users. No trade
jurisdictions are intended or implied.
2. The outline form and imperative voice are typically used
to omit repetitious use of words or word groups (such as
"furnish and install", "Contractor shall", and other
similar statements) and to call for the type of materials
and methods and limit of their use in the briefest
possible manner. Such words omitted from the text shall'
be construed to be Included just as if they were repeated
each time.
G. MINIMUM COMPLIANCE 5TANDARD5 AND INDU5TRY 5PEGIFIGATION5:
Materials and operations specified N reference to published
specifications of a manufacturer, a society, an association,
a code, or other referenced standard, shall comply with the
current requirements of the referenced document, officially
published on or before the date of receipt of bids.
SECTION 01410 - TESTIN6 LABORATORY SERVICES
A. An independent testing laboratory may be selected by the
Gen. Contractor to inspect and test the materials and methods of
construction as hereinafter specified for compliance with the
Contract Documents.
B. The ben. Contractor will pay for the Initial laboratory services of
materials that comply with the requirements of the Contract
Documents. The site work Sub Contractor shall pay for testing and
retesting of materials that do not comply with the
requirements of the Contract Documents.
SECTION 01025 - MEASUREMENT AND PAYMENT G-
A. PR06RE55 SCHEDULE AND 605T BREAKDOWN: Within 21 days after
execution of Contract, submit, In acceptable form,
anticipated progress schedule showing subdivision of Contract
into various items of permanent construction, stating
quantities and prices, as basis for computing value to Owner
of permanent usable parts of facility to be paid for on
monthly estimates. No payment will be made to Contractor
until such schedule has been submitted and approved.
B. PR06RE55 PAYMENT5: Monthly payments will be made on value of
completed work and materials suitably stored at site, less
retainage. Owner will not pay for materials stored off -site.
Payment N Owner will be made within a reasonable time from
date Contractor's application is received.
I. RETAINAGE. Retainage of 10% of amount due Contractor
Hill be held by Owner until 30 Days after Substantial
Completion.
STRUCTURAL CONCRETE:

accordance with A5TM G 53.

3. 5LUMP TE5T5: Take slump tests per A5TM G 143 at the
beginning of each clay's pouring operations and whenever
water adjustments or noticeable change of slump occurs.
4. SAMPLING:
a. Make three standard cylinders at the beginning of each
placement. Take extra samples at noticeable change
in the concrete makeup.
b. Take three additional test cylinders for every 100
cubic yards or fraction thereof. Cure per A5TM G
1612.
c. Perform sampling in compliance with A5TM G 112.
5. TE5TI%: Test cylinders for compression in accordance
with A5TM G 39.
a. LABORATORY CURE: 2 cylinders in accordance to A5TM G
192.
b. FIELD GURIN6: Remaining cylinders in accordance to
A5TM G 31,
c. Test cylinders two at l days and two at 28 days,
averaging test results. Test remaining cylinders at
56 days.
SECTION 01510 - TEMPORARY FACILITIES
A. GON5TRUGTION FAGILITIE5: Provide the following facilities
for the use of all personnel, subcontractors, and other
authorized personnel.
I. TOILET FAGILITIE5: Provide sanitary, adequate facilities
that meet legal requirements.
2. ELECTRIC: Provide connections and controls for 115V,
single phase power with controls within 200 feet of
locations used.
3. LIGHTING: Provide minimum 50 footcandles for
construction purposes where daylight is not adequate.
4. GON5TRUCTION WATER: Provide adequate water lines and
hoses with controls within 200 feet of locations used.
B. FIELD OFFICE:
I. Provide and maintain a weathertight building with
lockable door and windows, to serve as a job office
available to the Contractor, Subcontractor, and the
Owner. Provide lights, air conditioning, and heat as
required. Provide a drawing table with lockable drawer
and drafting bench. Remove office from premises when one
can be set up Inside the building.

SECTION 01600
MATERIAL AND EQUIPMENT
A. 5UB5TITUTION5:
1. 5ubmit all substitutions proposed after the award of the
Contract in writing with sufficient Information, samples,
and difference In cost for evaluation. Do not make
substitutions unless they are approved in writing.
2. Prepare quotations for proposed changes in the Work in a
"break down" form giving the number of units, unit cost
of materials, hours of labor, hourly cost of labor, tool
costs, overhead, and profit, reflecting credits as well
as extras.
B. U5E MATERIAL5 THAT ARE:
I. New and of high quality suited to the use intended except
when noted as "used".
2. 5uitable for the function Intended.
3. Corresponding in quality to related materials to the
absence of a definitive 5peclflcatlon.
4. Of good appearance where exposed to view.
5. Of one manufacturer or source for the same specific
purpose, with uniform appearance and physical properties.

before proceeding.
D. Follow manufacturer's instructions. When such instructions
are in conflict with the Contract Documents, make request for
clarification before proceeding. Keep a copy of the
manufacturer's instructions on the job.
E. Perform high quality professional workmanship. Join
materials to uniform, accurate fit so they meet with straight
lines, free of smears or overlaps. Install exposed materials
appropriately level, plumb, and at accurate right angles or
flush with adjoining materials. Attach materials with
sufficient strength, number, and spacing of attachments that
Hill not fail until materials joined are broken or
permanently deformed.
SECTION 01100 - CONTRACT CLOSEOUT
MA. MANUALS, IN5TRU6TION5 AND KEYS:
I. The Contractor shall assemble and deliver to the Owner
printed or typewritten operating, servicing, maintenance,
and cleaning instructions and parts lists for all items
of equipment provided as part of the Contract. Include
names and addresses of local representatives of each unit
of equipment. Index manuals containing items of
different equipment.
2. The Contractor shall provide services of skilled and
competent supervisory personnel to instruct the Owner's
personnel in the operation and maintenance of all
operating equipment and systems provided as part of the
Contract.
3. Upon completion of the Work, the Contractor shall deliver
all keys, including master keys and any spec lal keys, and
two copies of the keying schedule to the Owner, and shall
assist the Owner in deactivation of construction keyed
locks used in the Project.
SECT I ON 01 110 - CLEAN I N6
A. PERIODIC CLEANING:
1. 6ARBA6E COLLECTIONS: Provide a collection can at each
location on the site used as an eating area. Pick up all
garbage not deposited in cans daily. If garbage is left
overnight, cover cans. Remove garbage from the site at
least weekly. Keep the Work area free of garbage, trash,
and vermin infestation.
2. TRA511 REMOVAL: Glean the Work area of trash at least
once a week. When rapid accumulation occurs, remove
trash more frequently. Remove highly combustible trash
such as paper and cardboard daily.
3. 06PO51TION OF DEBRI5: Remove debris from the site and
make legal disposition. Locations for disposal shall be
of the Gontraactor's choice within the above restriction.
No debris or material may be buried or burned at the
site. Take necessary precautions to prevent accidental
burning of materials by avoiding large accumulation of
combustible materials.
B. FINAL GLEANING:
I. The Work area shall be thoroughly cleaned Inside and
outside. Gleaning Includes removal of smudges, marks,
stains, fingerprints, soil, dirt, spots, dust, lint, and
other foreign materials from finished and exposed
surfaces.
2. Remove all temporary facilities.
SECTION 02110
SITE CLEARIN6 AND 6RU55IN6
A. VEGETATION PRE5ERVATION: Do not remove trees or shrubs
without the specific approval of the Architect. Damaged
vegetation shall be replaced.
B. REQUIREMENT5 OF REGULATORY A6ENGIE5: Adhere to State and
local code requirements for the disposal of trees and shrubs
removed from the site.

G. OWNERSHIP OF REMOVED MATERIALS AND VEGETATION: Unless
noted otherwise, removed materials become the property of the
Contractor.
D. PROTEGTION OF VEGETATION: Rope, or fence off vegetation that
is to remain to prevent damage.
E. 6RUBBIN6: Grub construction area to a minimum depth of one
foot below the existing grade,
I. STRUCTURAL EXCAVATIONS: Remove entire main roots and
stump roots.
2. STUMP REMOVAL: Remove stumps to a depth of a least 18

SECTION 02200 - EARTHWORK
A. The Soils Report governs existing subsurface conditions,

conditions not apparent at the start of the Work, will be
adjusted as described in the Gontract Gonditions.

stiffness is not available, assume an angle of repose of 45
degrees under optimum moisture conditions. No angle of
repose can be assumed when soil is under adverse moisture
conditions. Where concrete surfaces are shown vertical or
steeper than the angle of repose, forms are required.

I. INSPEGTION: Do not place concrete in footing
excavations without the ben. contractor inspegting.

A. Do not excavate wet topsoil.
B. Excavate topsoil and stockpile In area designated on
site remove excess topsoil not being reused from site.
F. FILL AND BAGKFILL MATERIAL: Select fill material placed
under slabs, foundations and paving shall comply with the
following requirements. Material may be used from the site
provided it is made to comply through the use of admixtures
such as sand or lime.
I. LIQUID LIMIT: 30 to 45,
2. PLASTIGITY INDEX: 1 to 20.
3. LINEAR SHRINKAGE: 10% maximum.
4. PURITY: No stones or debris larger than 3 inches.

SAND LAYER:
I. LOGATION: Where sand cushion is noted under concrete
slabs.
2. MATERIAL: Well -graded, Inorganic mineral sand in loose,

governmental standards. Unauthorized use of these chemicals
is strictly forbidden.
B. Warrant the Work specified herein for five years. Defects
shall include, but not be limited to, the following:
I. Termite activity.
2. Damage of building materials caused 4 termites.
G. Include replacement of damaged materials caused by termites
within the Warranty period.
D. APPLICATOR: Applicator shall be bonded to perform this type
of Work. Where local licensing is available or required,

6. QUANTITIES OF WORKING SOLUTION: Provide I gallon per 10
square feet under the building slab and 2 gallons per 5

vapor barrier.

E. IN5PE6TION AND PREPARATION: Do not place concrete until
forming, reinforcement, and built-in items have been
inspected and approved by the Architect.
I. 51,66RADE: Dampen subgrades not covered with membrane by
sprinkling immediately before placing concrete. Omit
when subgrade is already dam. Dry out soggy subgrade
before placing slabs unless wetting is uniform and
placing can be done without damage to subgrade. Place
slab screeds to precise elevation. Obtain the
Architect's approval of subgrade and screeds prior to
concrete placement.
2. FORM5: Remove dirt, sawdust, nails, and other foreign
material from formed spaces.
3. BUILT-IN ITEMS: Install pipe, sleeves, bolts, anchors,
and other cast -in -place Items securely. Use templates to
set built-in items accurately.
F. PLACING:
1. Use buggies and metal chutes at slopes between 1:2 and
1:3 to avoid separation of aggregates. Drop concrete
vertically in center; do not draw or rake concrete
laterally to position.
2. Use ready -mixed concrete only. Comply with requirements
of A5TM G 94 for mixing and transportation of concrete to
the project.
3. Place concrete continuously in any one part of the work.
a. If a whole part of the work cannot be placed
monolithically, place to construction joints

b. Retighten forms, clean hardened surfaces, aid cover
with bonding compound before placing against hardened

I hour. Remove primer from finish surfaces with Toluene or
similar solvent. Use primers recommended by the

flashing to channel water out of weep holes. Extend membrane

Inches up the vertical substrate. Lap vertical joints of
