As we discussed in our rezoning application memorandum, Steve Beachy with the
College Station Parks Department was contacted to discuss the Parkland
Dedication. In that discussion, Steve indicated that per the ordinance, land
dedication for this property would be less than one acre, therefore, this property
would be required to pay a fee in lieu of the land dedication. This fee equates to
71 units times $457 /unit, for a total parkland dedication fee of $32,447.
In a meeting with the Development Services staff on Monday, December 17, the
Homeowners Association Covenants and Restrictions were discussed and
requested with the final plat submittal. We realize that these covenants and
restrictions need to be reviewed in light of the PDD -H zoning and the final plat,
however they were not available for this submittal. After discussing this with

The following is a run -down from last night's board meeting:
Cutis, Item #6 will pertain to your area.
1. The Board was in consensus of having the Master Plan Subcommittee meet and bring their
recommendations back to the Board for approval. A Master Plan Subcommittee needs to be set up (John
N., Glen D., and Don Allison).
2. A focus group meeting with Board members Don A. and Bill D. needs to be set up with the local
development community (I have the names, addresses, and a -mails of who attended the last focus group
meeting) to discuss possible developer incentives.
3. Agendas will need to be posted for the following:
- Feb. 5th Special Meeting to discuss Future CIP Projects. The meeting will start at 6:00 p.m. with dinner.
- Feb. 12th Regular Meeting. The meeting will start at 6:00 p.m. with dinner.
- Feb. 19th Joint Meeting with Bryan PARD to discuss the Madeley Park Project. The meeting will start at
7:30 p.m. (location to be announced - probably Bryan Municipal Building). Pam is checking to see if the
Bryan PARD Secretary will be taking those minutes.
4. Ric, the Board had several recommendations for the future CIP list. I will have to type up the minutes to
get you all of the details. Although, some include playground covers, joint projects with the new high
school (i.e. tennis courts with lighting and shade covers), and moving the Luther Jones project under
Community Facilities. Also, the Board would like the future CIP project list with prices and the individual
CIP request forms with descriptions sent to them by snail mail in advance of the Special Meeting on Feb.

was sent to Legal for the Jack and Dorothy Miller Jogging Tract. If we can't get a response to the Board

6. Parks Maintenance Standards. The Board agreed that they looked good, but to help with the
consistency of the evaluation process of the Parks, it was suggested that the Parks Operations
Supervisors train how to grade or grade in a group (Paul, Gary, Scott).
7. The Board would like a section added to the Park Land Dedication Checklist called "Project Location"
that will give the Board an idea of where the dedication is located. Including a map of the dedication may
also be helpful.
8. The Skate Park subject is a dead issue.

RE. Sanitary Sewer Oversize Participation Study for the TCC Subdivision
Dear Spencer,
The following is a Sanitary Sewer Oversize Participation Study for the TCC
Subdivision. The subdivision is located on the east side of Harvey Mitchell
Parkway (FM 2818) and approximately 1600 linear feet south of the Luther Street
& FM2818 intersection. The total acreage of the area being considered for
development is approximately 5.953 acres. The TCC Subdivision is bordered on
the north by Lot IA and Lot 2A, Block 1 of the Melrose Subdivision as well as the
Fairfield Residential development, on the south by an undeveloped tract and on the
east by the Walden Pond development.
As part of the development of this tract, the Development Services Department
requested an increase in diameter and depth of the sanitary sewer system through
the TCC Subdivision to allow for the development of Lots lA and 2A, Block 1 of
the Melrose Subdivision by gravity sewer. Currently Lot 2A does not have access
to any form of sanitary sewer service. Lot IA, developed as the SAE Fraternity
House is served by an injector system, which lifts the effluent to a manhole on the
Melrose Apartment site. If the TCC Subdivision provides this gravity sewer line
to Lots IA and 2A, the additional size and depth, according to the City of College
Station Subdivision Regulations, would be a candidate for sanitary sewer oversize
participation by the City.
TCC Subdivision Design
Mitchell & Morgan, LLP completed a preliminary sanitary sewer analysis for the
TCC Subdivision. We first analyzed the use of a six (6) inch sanitary sewer line
connecting to the existing sanitary sewer manhole on the Walden Pond Property at
a 0.6% slope and a six (6) inch line running northeast at 0.6% slope within the
drive aisle of the TCC Subdivision to the property line between the TCC
Subdivision and Lot IA of the Melrose Subdivision. As seen on the attached
spreadsheet, this line size and slope has enough capacity for the effluent from the
TCC Subdivision.
TCC Subdivision Design w /Lot IA & 2A, Block 1 of Melrose Subdivision
Mitchell & Morgan, LLP then analyzed this same six (6) inch diameter pipe with the
flows from the TCC Subdivision and Lots IA & 2A, Block 1 of the Melrose Subdivision.
As seen on the spreadsheet, this size and slope was not sufficient to serve these additional
lots. With the slope of 0.6 %, the pipe very quickly lost sufficient cover as it entered Lots
IA & 2A, Block 1. Therefore, Mitchell & Morgan, LLP increased the pipe diameter to
an eight (8) inch with a minimum slope of 0.4% for a portion of the line length with the
remainder constructed as six (6) inch line @ 0.6 %. With the increase in pipe diameter
and the decrease in required slope, it appears that adequate cover will be provided to
allow for the development of Lots IA & 2A, Block 1 of the Melrose Subdivision and the
TCC Subdivision. However, the ground elevations for Lots I and 2A, Block 1 are
unknown and are estimated from aerial topography. Their accuracy is significant when
deciding if there is adequate depth for the sanitary sewer line, therefore, for Lots 1 A and
2A adequate cover should be on the order of 5 feet because of the estimated topography.
Mitchell & Morgan, LLP finally analyzed the system by replacing the entire six (6) inch
diameter pipe to an eight (8) inch diameter pipe at 0.4 %. As seen on the spreadsheet, this
size and slope was sufficient to serve these additional lots. With the increase in pipe
diameter and the decrease in required slope, it appears that adequate cover will be
provided to allow for the development of Lots IA & 2A, Block 1 of the Melrose
Subdivision and the TCC Subdivision.
As shown on the attached drawing, we have illustrated the sanitary sewer lines that would
be eligible for oversize participation. Attached is an itemized cost difference between the
line size and depth required for our development and that required for adding Lots 1 A &
2A, Block 1 of the Melrose Subdivision. We have estimated our oversize request at
$7,950.00. We would appreciate your placing this request at the next available council

Re: 100 -year Base Flood Elevation (BFE) for proposed Canyon Creek
Townhomes
Dear Mr. Thompson,
The purpose of this letter is to inform you of the hydraulic analysis performed in
order to supplement the FEMA Flood Insurance Rate Map and ensure that the
proposed Canyon Creek Townhomes are not at risk of inundation during a 100 -
year event. At the present time, the FIRM does not provide a detailed study of this
portion of the watershed. This analysis more accurately establishes the 100 -year
base flood elevation for Whites Creek, upstream of the culvert at Harvey Mitchell
Parkway (FM 2818). The runoff calculations were performed using the Rational
Method, which can be seen in Exhibit B. For this calculation, a Time of
Concentration (T of 20 minutes was used. This was found by using the SCS TR-
55 method, which yielded 30 minutes. Due to uncertainty with respect to land
cover in the drainage basin, this value was reduced to 20 minutes. HEC -RAS 3.0
was used to calculate the water surface profile for the channel. The HEC -RAS
output can be seen in Exhibits C -1 to C -3.
Several assumptions were made for this analysis. The first of these is that the pre -
development and post - development peak flows for the Canyon Creek Townhomes
site will remain the same in accordance with the College Station DPDS zero runoff
increase policy. In addition, as a result of having insufficient information for the
surrounding tracts, the runoff from these developed areas was assumed to be
undetained. A runoff coefficient of 0.4 was assumed for currently undeveloped
areas of the drainage basin and a value of 0.9 was used for the developed area.
The drainage area map can be viewed in the attached Exhibit A. Finally, for the
hydraulic analysis, the normal depth of the channel downstream of the culvert was
used as the downstream boundary condition. The additional runoff downstream of
the culvert was accounted for in the HEC -RAS analysis and amounts to less than
6 cfs.

As a result of the analysis, the BFE was determined to be approximately 307.23 ft.,
which is several feet below the design finished floor elevation for the proposed
Canyon Creek Townhomes. As seen in Exhibit A this BFE is wholly contained
