Item: Consideration, discussion, and possible action on a Preliminary Plat for the
Castlegate Business Ctr (PP) consisting of 20.517 acres fronting on Greens Prairie
Road and future State Highway 40. (02- 00500223)
Applicant: Joe Schultz of Texcon General Contractors for Tim Crowley.
Staff Recommendations: Staff recommends approval of the preliminary plat as
submitted.
Item Summary: This item is for the consideration of a Preliminary Plat for the
Castlegate Business Center. The property is located east of Castlegate Subdivision
along Greens Prairie Road and the future State Highway 40. The property is being
developed for proposed commercial use. The property is zoned C -1, General
Commercial, and is in compliance with the zoning ordinance and subdivision
regulations.
A joint access easement is provided from Greens Prairie Road for Lots 2,3,4 and 5. A
joint access easement is also provided from the future State Highway 40 for Lots 3 and
4. The access easements shown on the plat will allow additional driveways off Greens
Prairie Road and State Highway 40 providing they meet the Driveway Ordinance.
Comprehensive Plan Considerations:
The Land Use Plan shows the property as single family residential, however, the
Commission approved rezoning of the property to C -1 on June 6, 2002. Greens Prairie
Road is designated a major collector on the City's Thoroughfare Plan. State Highway
40 is designated a freeway /expressway.
Budgetary & Financial Summary: The applicant has requested oversize participation
for the 12 -inch sanitary sewer line.
Commission Action Options: The Commission has final authority over the preliminary
plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: There is an existing 24" waterline along the future SH
40 ROW, as shown on the plat. A public water main is required to be extended
to all Lots, along future State Highway 40, through Lot 1 and to Lot 6. This
main could be extended across Green's Prairie Road to the newly annexed
area. The City may ask for a 12" extension, in which case OP could be
provided.
Water Service: Domestic water service and fire protection to be extended to all
structures as needed.
Sewer required for plat: Due to the fact that all lots shown are greater than 1-
acre, no sewer extension is required. The Spring Creek Impact Fee line can be
extended at a later time.
Sewer Service: Sewer service to be provided to all structures as needed.
Street(s) required for plat: No facilities are required.
Streets /Access: A joint access easement is provided from Greens Prairie
Road for Lots 2,3,4 and 5. A joint access easement is also provided from the
future State Highway 40 for Lots 3 and 4. Controlled access lines shown on plat
preclude driveway cuts in these locations. Lot 4 could only get access from SH
40 through Lot 3. Until the time SH 40 is constructed, all lots will take access
from Green's Prairie Road.
Off -site Easements required for plat: No off -site easements are required at
this time. If public sewer is extended, easements would need to be obtained.
Drainage: Development on this property will be required to comply with the
City's drainage ordinance. Drainage from the development must be taken to
established drainageways. The plat shows a proposed drainage channel on
Lot 1.
Flood Plain: The 100 -year FEMA flood plain extends to and through a portion
of the subject property along a branch of Spring Creek. Minimum floor
elevations for lots in or abutting the floodplain must be established on the Final
Plat. Any channel improvements would have to meet FEMA and USCoE
requirements. The culverts shown under SH 40 are solely TXDoT's
responsibility.
Oversize request: The applicant has requested oversize participation for the
12 -inch sanitary sewer line. OP may be requested for the waterline extension.
Impact Fees: The subject property is located within the 97 -01 Sewer Impact
Fee Area. This fee is currently $349.55 per living unit equivalent. This fee is
due at the time of building permit.

Comprehensive Plan Considerations:
The Land Use Plan shows the property as single family residential, however, the
Commission approved rezoning of the property to C -1 on June 6, 2002. Greens Prairie
Road is designated a major collector on the City's Thoroughfare Plan. State Highway
40 is designated a freeway /expressway.
Budgetary & Financial Summary: The applicant has requested oversize participation
for the 12 -inch sanitary sewer line.
Commission Action Options: The Commission has final authority over the preliminary
plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: There is an existing 24" waterline along the future SH
40 ROW, as shown on the plat. A public water main is required to be extended
to all Lots, along future State Highway 40, through Lot 1 and to Lot 6. This
main could be extended across Green's Prairie Road to the newly annexed
area. The City may ask for a 12" extension, in which case OP could be
provided.
Water Service: Domestic water service and fire protection to be extended to all
structures as needed.
Sewer required for plat: Due to the fact that all lots shown are greater than 1-
acre, no sewer extension is required. The Spring Creek Impact Fee line can be
extended at a later time.
Sewer Service: Sewer service to be provided to all structures as needed.
Street(s) required for plat: No facilities are required.
Streets /Access: A joint access easement is provided from Greens Prairie
Road for Lots 2,3,4 and 5. A joint access easement is also provided from the
future State Highway 40 for Lots 3 and 4. Controlled access lines shown on plat
preclude driveway cuts in these locations. Lot 4 could only get access from SH
40 through Lot 3. Until the time SH 40 is constructed, all lots will take access
from Green's Prairie Road.
Off -site Easements required for plat: No off -site easements are required at
this time. If public sewer is extended, easements would need to be obtained.
Drainage: Development on this property will be required to comply with the
City's drainage ordinance. Drainage from the development must be taken to
established drainageways. The plat shows a proposed drainage channel on
Lot 1.
Flood Plain: The 100 -year FEMA flood plain extends to and through a portion
of the subject property along a branch of Spring Creek. Minimum floor
elevations for lots in or abutting the floodplain must be established on the Final
Plat. Any channel improvements would have to meet FEMA and USCoE
requirements. The culverts shown under SH 40 are solely TXDoT's
responsibility.
Oversize request: The applicant has requested oversize participation for the
12 -inch sanitary sewer line. OP may be requested for the waterline extension.
Impact Fees: The subject property is located within the 97 -01 Sewer Impact
Fee Area. This fee is currently $349.55 per living unit equivalent. This fee is
due at the time of building permit.
