Smith, Via fax 696.5996 FROM: Bridgette George, Assistant Development Manager SUBJECT: SOUTHSIDE PLAZA (SP)(BLOCK 1 LOT 2) - Site Plan Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review and approval of the plans: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached. Two (2) revised site; One (1) landscaping plans. Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Please provide all existing and proposed easements on the site plan. 2. P lease show utilities as existing or proposed. Please show transformer location. ��, 3. Please provide topographic information at 2' max or spot elevations and other pertinent drainage information. v4. Please add a note to the site plan that no storage area may be used for retail sales or office space without additional parking. 5. please show all curbing and details in phase 2 as you have done in phase 1. 6. 'Ufi phase 2, what is proposed in the space located in the parking area next to the pease line and west of the proposed dumpster? 7. lease dimension the rear setback line. 8.vGates will not be required on the rear dumpster because the view to the right -of -way is blocked by the building. The enclosure around the 3 sides is still required. 9 Streetscape proposal looks good, but you may perform the Streetscape calculation using the total frontage minus all driveways. This will reduce the number o trees required. 10 lease note that an irrigation plan will need to be approved prior to installation. 11 \ As per our conversation, please add a note to the site plan that this is a retail and office complex and that no intense uses (including restaurants, bars, coffee shops, or theaters) would be permitted with out additional parking. 1211 the proposed Unified Development Ordinance, for a phased development, the first application for building permit must be submitted within 12 months from the date the site plan approval is granted. Each subsequent application must be submitted within 12 months from the date of issuance of a certificate of occupancy for the previous building. The lapse of more than 12 months shall cause the expiration of site plan approval. Reviewed by: Jennifer Flanery Date: January 10, 2003 ENGINEERING 1. The extension of the 18 -inch waterline through the property to the northwest property line is required. You may request oversize participation for increase in size over that needed for the project. 2. Provide plan and profile for public water line including fire water lines. 3. Distance from the driveway on the adjacent property to the proposed drive on the east end of the property is less than the minimum spacing requirement. Desired spacing is 350 feet, minimum is 275 feet per the City's Driveway Ordinance. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. Page 2 of 3 4. An access easement will be required over that portion of the access drive to be shared with the adjacent property. 5. Easement dedication required for fire water lines. Easements for the two fire ` and the fire sprinkler system service line have been added to sheet #4 of 5. There was a note on sheet #4 of 5 granting a temporary blanket easement for construction purposes. 2. v ibe utilities have been noted as existing or proposed and the transformer location has been shown, as provided by the City of College Station, on sheet #4 of 5. 3. vT opo, spot elevations, and drainage information (storm water detention) were all noted on the site drainage plan provided by Rabon Metcalf Engineering. 4. A note was added about additional parking requirements on sheet #1 of 5 in the note section under the parking synopsis. 5. . e curbs for Phase 2 have been shown with a double line as per Phase 1. 6. V4'he space in question by the dumpster location in Phase 2 is a future driveway connecting Phases 1 and 2. The three parking spaces being eliminated will be added to Phase 2. 7. X rear setback line has been dimensioned on sheet #1 of 5. 8. e gates were removed from the dumpster enclosure. 9. he streetscape has been revised by deducting the driveways from the overall frontage of the site. 10.Vnote has been added to sheet #4 of 5 to get an approved irrigation plan prior to in allation. Plans are already being prepared. 11 : ote #6 was added to sheet #1 of 5 regarding additional parking requirements for any intense use type of business. Note: The landscaping previously shown on sheet #1 of 5 for Phase 2 has been relocated to the landscaping plan on Sheet #5 of 5. Additional types of shrubs have been added to the list and some of the canopy trees were changed to live oaks. The overall layout and groupings have been revised Engineering: 1. The 18" water line extension has been shown across the site to the northwest property line. The owner /developer does request the City's participation for additional cost incurred due to the required increase in pipe size above what is actually needed for the project. 2. Plans and profiles for the public water line and fire water lines will be provided for the City's approval prior to beginning construction of the same. 3. The driveway at the southeast property corner has been revised to meet the minimum 275' driveway spacing requirement. The owner /developer requests the minimum spacing to provide an easier and safer access into the property for emergency vehicles, trash trucks, and large freight trucks. There would not be a need for an additional driveway in between because the driveways serve adjoining ' properties. ri 4. The owner /developer will provide an access easement for the driveway at the 2 / ' northwest corner of the property to the adjacent property prior to completion of the project. `.. 5. Easements for the fire water lines will be provided prior to construction. Electrical: Comments #1, 2, 3, 4. 6, 7, and 8 were all shown on sheet #4 of 5 under the developer's notes. #5 the digital Auto Cad information has already been provided and a preliminary layout has been provided to the owner. Miscellaneous: Comments #1 and 2 were already noted on sheet #4 of 5. The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. No comment. Reviewed by: Jennifer Flanery Date: February 3, 2003 ENGINEERING 1. Layout of waterline on Plan and Profile does not match Site Plan (Utility) drawing, Sheet 4 of 5. Plan and profile also shows both fire lines as 6 -inch lines. Site plan shows southernmost fire line as an 8 -inch line. Verify. 2. Show location of meters. Are you planning a master meter, or individual? Site Plan (Utility) drawing, Sheet 4 of 5 shows individual. This does not match water line Plan and Profile. 3. Meters shall be located in easement. Locate domestic service lines outside of the utility easement along SH 6 frontage. Meters have been relocated out of SH 6 easement.
