Re: Wolf Pen Plaza shopping center at Texas & Holleman.
Dear Paul,
The purpose of this letter is to reiterate what items must be completed prior to issuance of a
certificate of occupancy for Hobby Lobby. Below is a punch list of items that need to be
addressed:
Immediate Attention: (This item needs to be taken care of immediately to avoid the issuance of a
citation.)
(1) Barricade the areas of the parking lot that have not been paved or striped so that the general
public cannot access these areas. (Barricades were installed a few weeks ago with the
temporary C.O. for Shoe Carnival and Ross. I also requested that you add a barricade at the
northernmost drive entrance along Texas Avenue. I visited the site yesterday and no
barricades were in place.)
Temporary Certificate of Occupancy: (Prior to issuance of a temporary certificate of occupancy
to allow stocking only, the following items must be addressed.)
(1) All fire lanes must be completed and striped as per the approved construction plans.
(2) Extinguishers installed with appropriate signage on columns.
(3) Finish installing ceiling tiles.
(4) Provide a copy of the monitoring agreement for the fire alarm system.
(5) Verification from the fire alarm contractor that the air conditioning units are shutting down
properly.
(6) Install a temporary wooden landing on the stairs in the rear. (The permanent metal landing
must be installed prior to issuance of a permanent C.O.)
(7) Install thumb latches or exit language on required exit doors.
(8) Install all sprinkler trim (head wrench & extra heads).
(9) Provide freestanding signs designating the handicap parking spaces in front of Hobby Lobby.

Permanent Certificate of Occupancy: (Prior to issuance of a certificate of occupancy to allow
Hobby Lobby to open for business, the following items must be addressed.)
(1) The entire parking lot must be paved and properly striped.
(2) Site landscaping installed per the approved plans. (You have the option of posting a letter of
credit or bond in the amount of $193,950 that will allow you an extension of four months to
install the required plantings.)
I am willing to work with you on the remaining outstanding site issues such as the retaining wall,
screening wall, construction trailers, curbing behind Ross and around the proposed Goody's
store, the maintenance access to Wolf Pen Creek, etc. after the completion of Hobby Lobby.
However, all site work must be completed prior to issuance of any future certificates of
completion or occupancy for additional tenants.
