The study was to determine a proposed structure's effect, if any, on navigable airspace. ASAC's study is conducted in accordance with Part 77 of the Federal Aviation Regulations, FAR (14 C.F.R. Subchapter E, Part 77) and Part 17 of the Federal Communications Comni !,sion, FCC Rules and Regulations (47 C.F_R_ Part 17). The proposed construction site is located in the Houston, Texas BTA. The NAD 83 site coordinates are Latitude 30° 37' 25.42" No •th, Longitude 096° 17' 39.66" West. The site has a surface elevation of 253 feet above mea I sea level (MSL), the structure has a proposed height of 155 feet above ground level (AGL), , hich includes the additional height of any antennas, etc. This gives an overall structure Neigh. above mean sea level of 408 feet AMSL. The site is located 23,409 feet of 185 nautical miles on a True Bearing of 62.92 degrees from the approach end of Runway 22 it Easterwood Field, the nearest landing surface for regulatory compliance purposes. The runway elevation at this point is 317 feet AMSL. The site is located 25,308 feet or 4.17 nautical miff':, on a True Bearing of 59.73 degrees from the airport reference point (ARP) of this public use, i r strumented airport. FAR Part 77 prescribes various : rspace surfaces and slopes established at and around airports. Part 77.13 prescribes slopes and larrfaces which, if exceeded, require the sponsor of the structure to provide the Federal Aviation: Administration with Notice of Proposed Construction. FCC Rules Part 17 also specifies this _I :luirement. Additionally, Part 77 Subpart C prescribes various airspace surfaces and slopes wh i,_ h, if any exceeded, require the FAA to provide public notice inviting continents prior to issl.i rig a determination. Subpart C also prescribes surfaces and slopes which, if exceeded, wo _1 I.1 identify the proposed structure as a Hazard to navigable airspace. ASAC has determined that a st i ucture height of 155 feet AGL (408 feet AMSL) at this site would not exceed any FAR Part - 7 or FCC Part 17 notice requirement surface. Sensitive Receptors: There are individuals deemed sensitive receptors due to their fragile immune systems and special sensitivity to environmental discharges. These sensitive receptors typically include the elderly, the sick, and children. While the location of all sensitive receptors cannot be determined, EDR indicates those buildings and facilities - schools, daycares, hospitals, medical centers, and nursing homes - where individuals who are sensitive receptors are likely to be located. USGS Water Wells: In November 1971 the United States Geological Survey (USGS) implemented a national water resource information tracking system. This database contains descriptive information on sites where the USGS collects or has collected data on surface water and/or groundwater. The groundwater data includes information on more than 900,000 wells, springs, and other sources of groundwater. Flood Zone Data: This data, available in select counties across the country, was obtained by EDR in 1999 from the Federal Emergency Management Agency (FEMA).
