Staff has reviewed the above-mentioned site plan, and found it to be in compliance with
our standards and requirements, and is therefore ready for approval. The following
page is a list of minor comments detailing items on specific construction plans that
should be addressed prior to construction. Please address the comments and submit
the following information for approval:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached;
Two (2) revised site; and,
One (1) revised landscaping plan.

requirements.

PLANNING
1. As you are aware TXDOT will be widening Texas Avenue, at that time any irrigation
systems will be removed and not replaced. We suggest removal of the irrigation line
located at the back of curb. Revision of the remaining irrigation heads may be made
to cover the landscape at less cost.

ENGINEERING
1. The traffic signs located in the sidewalk along Texas Avenue between the main
entrance and Miliff must be relocated by the Developer's Contractor in accordance
with the existing TxDOT general sidewalk permit. Please have the Contractor
coordinate relocations with the Public Works Inspector, John Logan.

Staff reviewed the above-mentioned site plan as requested. Due to the number of
variances that will be required, staff stopped review of the site plan. Attached is a list of
required variances along with other staff comments that need to be addressed. The
following is a list of ordinance deficiencies that significantly impact the site and should
be addressed prior to proceeding with the development:
Driveway configuration:
• Texas Avenue entrance - Minimum throat depth of 130'.
• George Bush entrances - Minimum throat depth of 55'. The site does
not have enough frontage on George Bush for more than one access
point. However, staff will consider a variance to allow two if one is
dedicated to truck traffic only, does not connect to the second
entrance on George Bush and is designed as a right-out driveway.
Parking Spaces & Dimensions:
• Parking numbers should be much closer to the ordinance
requirements. (Remove the head-in parking along Milliff.)
• 24' Landscape Preserve along Texas Avenue and George Bush.
The attached comments outline all of the variances required and include more detailed
comments. However, I wanted to point out several items that are critical to the overall
layout of the site. Once the comments are addressed, please submit 10 copies of the
revised site & landscaping plans for additional review. If you have any questions or
need additional information, please call me at 764-3570.

• Please be aware, due to the public's health, safety and welfare staff may
not be able to support all of these variances.
THIS IS A STOP REVIEW: Items that need to be addressed may effect the layout
of the site plan as well as the landscape/streetscape plan. This DOES NOT
constitute a full Site Plan Review. Due to the reconstruction of 100% of the
existing parking lot and the addition of two building pad sites, this site will be
required to meet full compliance with the City of College Station Zoning
Ordinance #1638.
PLANNING
1. Please provide a key map on the proposed site plan.
2. In the Title block of the proposed site plan please include the subject property's
address and.legal description, as well as the name, address and phone number of
the developer.
3. Please show ownership and zoning of the subject property as well as the abutting
parcels on the proposed site plan.
4. Please include a note on the proposed site plan that addresses the existence of the
100-year flood plain.
5. Please show building setbacks on the proposed site plan, it appears that building
pad #1 is not meeting the 15-ft. side street setback.
Signs are permitted separately. This site will only be allowed one freestanding sign.
Please refer to: (Section 12 Table 1)
6. Buffer Requirement -(Section 8.10) The buffer requirement between Commercial
and Multi-Family is a 10 ft. planted buffer of one 2" (minimum) caliper canopy tree
every 25 lineal feet of the property line and one 5 gallon shrub every 3 lineal feet of
property line. Please be aware that the required buffer cannot count toward your
landscape/streetscape point requirement.

PARKING - Due to the following comments you will not be meeting your required
parking. Please refer to: (Section 9. Minimum Parking Requirements)
6. No more than twenty-five (25%) percent of any shopping center square footage shall
be utilized for restaurants, nightclubs, taverns, bars or theaters unless additional
parking is provided in accordance with the Shopping Center requirements of (More
than 75,000 SF.) for that square footage of such uses in excess of 25%.
7. Parking spaces must be 9x 20' or 9'x 18' with a two -ft. overhang.
8. The proposed head-in parking off of Milliff Road is not allowed. Backing maneuvers
onto a street R.O.W. poses a safety hazard.
9. The proposed end islands do not meet the 180-sq. ft. area requirement.
10. You are required a 180-sq. ft. interior island for every (15) interior parking spaces,
currently your are not proposing any interior islands.
11. The main entrance off of Milliff Road and George Bush Drive, you are proposing
parking spaces right at the throat of both of these driveways. Backing maneuvers
this close to the entrance presents a safety hazard and would not be allowed.
LANDSCAPE/STREETSCAPE - Please refer to (Section 11
Landscape/Streetscape) STREETSCAPE - Cannot be calculated at this time due
to the driveway configurations.
12. Please note on the landscape plan that an irrigation plan must be reviewed and
approved prior to C.O.(AII plantings must be irrigated).
13. Live Oaks require a separation of 35-ft. between other Live Oaks. The two Live
Oaks you are proposing do not meet this requirement.
14. To receive points for the Red Bud, Wax Myrtle, Crepe Myrtle and the Yaupon Holly
you must delineate the caliper.
15. The following plants cannot accumulate any points because they are not from the
accepted tree and shrub list in the zoning ordinance. Aztec Grass, Compact,
Compact Nandina, Texas Sage, Maiden Grass, Red Yucca, and Sienna Glow
Loquat. Attached is an extended list of canopy trees, shrubs and ground covers that
are acceptable in College Station.
16. Under your landscaping provided, you have listed (4) 3.5 " Chinese Pistache trees
@300 points, however you are not showing a symbol for it in your legend and I
cannot locate this anywhere on the landscaping plan.
17. It appears that you are proposing several trees and shrubs in the street R.O.W. of
Milliff Road, as well as some shrubs along George Bush Drive at the Northwest
portion of the property. Plantings in the R.O.W. require a PIP.
18. Dumpsters must be screened from the R.O.W. with a solid screening fence at a
height of 6-8 ft.
19. Please be aware that there is a 24 -ft. landscape reserve that is required.
20. Streetscape: Three hundred (300) additional points shall be provided for every (50)
lineal feet of frontage on a major or minor arterial. Drive openings, sight clearance
triangles, and other traffic control areas may be subtracted from total frontage.
Please be aware that this point requirement is in addition to the landscape point
requirement. These additional points are not limited to the street frontage, they can
be distributed throughout the site.

TRANSPORTATION PLANNING
1. This site does not have necessary frontage on George Bush Drive for more than
one access point. Therefore, two access points off of this thoroughfare will not be
allowed.
2. The crosswalk on the north end of the main drive aisle should be relocated south
between "Lease 10" and the end island southwest of "Lease D". The proposed
location is in close proximity to the driveway throat introducing a potential conflict
point between pedestrians and motor vehicles.
3. George Bush Drive and Texas Avenue are both considered major arterials, and the
driveways off of these thoroughfares are required to have a minimum throat depth
of 55-ft. The City will require a throat depth of 130-feet at the Texas Avenue
driveway because of the volume of traffic on Texas Avenue and the expected
turning volumes into this site. Milliff Road is considered a local street and will
require throat depth of 25-feet. Currently, these requirements are not being met.
4. The stop bars on the main drive aisle should be located closer to the thoroughfares
(Milliff Street and George Bush Drive). The proposed locations would not provide
motor vehicles with adequate sight distance. To be consistent, a STOP bar should
be included at the Texas Avenue exit point.
5. Recommendation: In order to improve traffic circulation within the site, parking
should not be allowed along the two primary drive aisles. This includes the drive
aisle between Milliff Road and George Bush Drive, as well as the drive aisle off of
Texas Avenue.

SANITATION
1. There are two different container diagrams shown, one on the proposed rear-
parking exhibit on one on the proposed site plan. They both have problems but I'm
going to assume that the site plan is the one they will be using.
2. The two roll-off compactor pads are OK.
3. All the FEL container enclosures are drawn at 10 feet by 10 feet. They need to have
an inside dimension of 12 by 12 with a 12 foot opening or gate.
4. The three FEL containers clustered near Lease 2 need to have a maximum
approach angle of 37 degrees. The current angle is 77 degrees.
5. The FEL container located behind Lease 5 needs to be angled no more than 30
degrees. It is drawn at 90 degrees.
6. The four FEL containers located behind Lease 9 need to be angled no more than 66
degrees. They are currently at 90.
7. Pad building 1 & 2 (Lease A-E) need an enclosure located nearby each structure 12
by 12 with a 12- foot wide gate.

1. It appears you are proceeding with the intention of enclosing the creek channel. All
Site Plan approvals will be contingent on CLOMR submission and approval by
FEMA.
2. Please ensure that Lease C in Building Pad 1 is not on top of the existing water line
or in an easement.
3. Please show expected water and sewer extensions and meter locations. Please
include water and sewer demand estimates for new structures.

PLANNING
1. For site plan approval you must show the location of the Fire Department Connection.
Please be aware that if the FDC is located in the rear of the building, you will be required
to provide and show fire lanes in the rear. The minimum drive isle width for a fire lane is
20-feet. If the FDC is located in the front of the building, there cannot be a parking
space in front of the FDC (a parked car would block its accessibility). According to the
location of the fire hydrants, you do not have adequate fire protection, an additional
hydrant will need to be installed. The fire lane that you are showing along the front drive
isle will need to be painted on both sides. (Per Jon Mies - Fire Marshal)

ENGINEERING
1. Plan sheets reviewed (A1-02, Al-0213, A3-04, A5-01 and 1-1-01) do not include
requested utilities and improvements. Repeat 9/16 comment #1.
2. Not all easements are shown. Repeat second portion of 9/16 comment #6.
3. Zoning Ordinance Section 10.1-C-2-e requires submittal of final grading and drainage
information necessary for review and approval in accordance with Section 10.2-1 for all
site plans. Repeat 9/16 comments 7&8.
4. To review the development for compliance with 10.2-C, projected utility demands must
be estimated and connections evaluated for impacts on existing infrastructure. Repeat
9/16 comment #9.
5. All construction defined by the site plan must have related details and specifications
included, or notes on drawings referencing to specific City Standard Details and/or
Specifications. Please provide either the detail information or references to the
applicable City Standards. Repeat 9/16 comment #10.
6. According to FEMA's flood protection management consultant, PBS&J, the information
described in letter dated 9/23/02 from Terra Surveying to Heights Venture does not
exist. FEMA has digital line drawings of floodplain limits, which are specifically noted to
not be used for floodplain determinations. According to PBS&J, no such files have
been made available by FEMA for floodways. The official document allowed for use in
both floodplain and floodway determinations is the paper Flood Insurance Rate Map
(FIRM). As floodplain administrator I have agreed to allow the direct graphical overlay of

the FIRM rather than having the applicant prepare more detailed and updated
information. A graphical overlay is best performed by using measurements to the
centerlines of the adjacent existing roadways. A cross check of this application should
be made by comparing the actual and mapped stream centerlines. Because this
process is subjective and constitutes the practice of engineering, a licensed engineer is
required to seal this determination. This determination must also to be accompanied by
a certificate filled out and signed by the engineer who performs the determination. As
floodplain administrator I am barred from providing a determination for development
projects, however my investigation shows discrepancies of up to 15 feet from that
provided by the surveyor near the bend in the creek. I realize that this is would be a
minor issue in some situations, however in this case the proposed structural solutions
could be drastically impacted. Repeat 9/16 comment #11.

PLANNING
/1. Please show the zoning for the subject property (C-1 General Commercial)
as well as the abutting parcel to the west showing ownership (R-6 Apartment
Buildings/High Density + Ownership).
_/2. Please show building setback lines. Please be aware that in the event that
the existing buildings are demolished, any new structure that goes up will be
required to meet current ordinance requirements (e.g. building setbacks).
,13. Please show fire lanes as well as Fire Department Connections. (please see
turning radius specifications attachment)
4. The cluster of four front end loader containers in the back will need to have a
minimum or 14 feet from the ground of vertical clearance above the pads and
approach. Also the north (or left) container in the cluster needs to be angled
at 45 degrees, the same as the other three. (Per Pete Caler-Sanitation
Superintendent)
5. All paved areas must be curbed, please show curb detail.
6. Streetscape requirements: An additional 10 canopy trees are required.

ENGINEERING
1. For conflict review please show existing public facilities onsite, and all
improvements within right of way areas, both existing and proposed.

avoid angle point at intersection.

ENGINEERING
1. Please see Code of Ordinances, Chapter 13 FLOOD HAZARD PROTECTION for all
applicable requirements. A few of the ordinance requirements have been listed
below for your attention. The listed items do not constitute all requirements of
Chapter 13.
2. Please be aware that a variance to the Drainage Ordinance must be obtained before
any approval for your proposal can be given. Please see the following sections in
the Code of Ordinances, Chapter 13, Section 5, G.: SPECIAL PROVISIONS
FOR FLOODWAYS Located within Areas of Special Flood Hazard established in Section 5-
8 are areas designated as f/oodways. The floodway is an extremely hazardous area due to
the velocity of flood waters which carry debris, potential projectiles, and the potential for
erosion; therefore, the following provisions shall be required (1) Encroachments shall be
prohibited, including fill, new construction, substantial improvements of existing construction,
structures, manufactured homes, or other development. Variances requested on this
standard shall be accompanied by a complete engineering report fully demonstrating that
the encroachments shall not result in any increase in water surface elevation or flood hazard
upstream, within, or downstream of the encroachment location. The engineering report shall
conform to the requirements of the Drainage Policy and Design Standards and shall bear
the dated seal and signature of a registered professional engineer.
3. Please see also the Section 6 on variances. I have included the section below.
4. Please show proof of compliance with Chapter 13, Section 5, E. (7): All new
construction or any substantial improvement of any commercial, industrial, or other non-
residential structure shall either have the lowest floor, including basements, elevated at least
one foot above the base flood elevation or the structure with its attendant utility and sanitary
facilities shall be floodproofed so that the structure and utility and sanitary facilities shall be
watertight and impermeable to the intrusion of water in all areas below the base flood
elevation, and shall resist the structural loads and buoyancy effects from the hydrostatic and
hydrodynamic conditions. Certification that this standard has been satisfied shall bear the
dated seal and signature of a registered professional engineer on the form provided by the
Administrator. The approximate base flood elevation for this site is 296. If the
CLOMR removes the building out of the floodplain, Section 5, E. (7) may not apply.
5. You are required to submit a CLOMR to the City for the proposed channel
improvements. The CLOMR will be reviewed by Staff. When it is considered ready
it will be forwarded to FEMA with the Floodplain Administrators signature.
6. Please be aware that before a Full Development Permit can be issued all other
applicable federal, state and local agencies must be notified of work, i.e. EPA,
TNRCC, USACE, etc.

SECTION 6: VARIANCES
A. GENERAL
The Zoning Board of Adjustments may authorize a variance to the provisions and requirements
of this chapter when, in their opinion, undue hardship on the owner will result from strict
compliance with those requirements, and when either of the following criteria are met.
(1) There are special circumstances or condition affecting the land involved such that strict
compliance with the provisions and requirements of this chapter will deprive the applicant of the
reasonable use of his land, or,
(2) The variance is necessary for the preservation and enjoyment of a substantial property right
of the applicant, or,
(3) Variances may be issued for the reconstruction, rehabilitation, or restoration of structures
listed on the National Register of Historic Places or the State Inventory of Historic Places,
without regard to the procedures set forth in the remainder of this section.
(Ordinance No. 2277 of November 13, 1997)
B. PREREQUISITES FOR GRANTING OF VARIANCES
Upon consideration of the factors noted above, the specific provisions and requirements of this
chapter, and the intent of this chapter, the Board may grant variances subject to the following
prerequisites:
(1) A variance shall only be granted upon a determination that the variance is the minimum
necessary, considering the flood hazard, or potential flood damage, to afford relief to the
applicant;
(2) The effect of the variance will not be detrimental to the public health, safety, or welfare, or
injurious to other property in the City;
(3) The effect of the variance will not increase water surface elevations, flow velocities, or alter
drainage pathways to the extent that there will be any threat to public safety, extraordinary
public expense, increase in nuisance flooding, or be detrimental to other portions of the major or
minor drainage systems;
(4) The effect of the variance will not prevent the orderly subdivision of other land, upstream or
downstream of the subject property, in the City, and,
(5) No variance shall be allowed within any designated floodway if any increase in water surface
elevation would occur during the base flood discharge.
(6) Variances may be issued for new construction and substantial improvements and for other
development necessary for the conduct of a functionally dependent use provided that (i) the
criteria and procedures outlined in this Section for obtaining a variance are met, and (ii) the
structure or other development is protected by methods that minimize flood damage during the
base flood and create no additional threats to public safety.
C. VARIANCE PROCEDURES
The granting of variances shall be subject to and in conformance with the following procedures
and requirements:
(1) The Zoning Board of Adjustments shall hear and render judgment on any requests for
variances from the requirements of this chapter.
(2) The Administrator shall maintain a record of all actions involving appeals, and variance
requests, and shall report all variances to the requirements of this chapter to the Federal
Insurance Administration upon request.

(3) Upon consideration of the above criteria, and prerequisites, and the intent of this chapter, the
Board may attach such conditions to the granting of any variance as it deems necessary to
further the purpose and objectives of this chapter.
(4) All requests for variance shall be judged solely on the merits and special conditions of the
case. The granting of a variance based upon the facts and evidence of one request for variance
shall have no bearing on the consideration of any other request for variance.
(5) Before consideration by the Board, a formal request for variance shall be submitted to the
office of the Administrator. The request shall contain sufficient information to:
(a) define specifically which provision or requirement according to this chapter that allegedly
causes the undue hardship,
(b) detail specifically what measures shall be taken to obtain the minimum relief from said
hardship,
(c) define specifically the effects of the variance in terms of water surface elevations, flood
velocities, etc. which pertain to the prerequisites required by this chapter, and
(d) identify any special conditions which should be considered as criteria for granting said
variance.
After review of the request, the Administrator may require additional information which he/she
deems necessary to fully document the prerequisites required by this chapter for the granting of
a variance. This information shall be provided by the applicant prior to placement of the variance
request on the agenda for consideration by the Board.
(6) Any applicant to whom a variance is granted shall be given written notice that the structure
will be permitted to be built with a lowest floor elevation no more than 3 feet below the base
flood elevation, and that the cost of flood insurance will be commensurate with the increased
risk resulting from the reduced lowest floor elevation.
(7) Any person or persons aggrieved by the decision of the Zoning Board of Adjustments may
appeal such decision to the courts of competent jurisdiction.

is added at this time as a health and safety concern.

1. Dumpster location at northwest corner of site cannot be allowed as it infringes
into the regulatory floodway. If it is to be relocated out of the floodway, it will
need to be widened to 24 feet inside for a double receptacle enclosure, or
reduced to 12 feet for single receptacle enclosure.
2. Landscaping and irrigation is required between parking and Texas Avenue,
but is not allowed within TxDOT ROW. Shift in sidewalk along southern
reach of Texas avenue cannot be approved. Please shift sidewalk back to
provide for required landscape area.

Beginning early last week, we began receiving numerous complaints about mud
tracking from the Texas Crossing Site along Milliff and particularly through the
residential area on Rosemary.
After allowing ample time for this mud to be cleaned in accordance with the
Drainage Development Permit issued for the site, I personally visited and talked
with Pete (the site superintendent according to our records) at approximately
9:30 Monday morning (3/24). Pete assured me that he had already given
directions to the. appropriate sub contractors and that the mess would be cleaned
up shortly.
Late yesterday we observed that even with impending weather, no clean up
activities had or were being performed. Overnight we received a significant
amount of rain, which has worsened the situation. This morning a crew was
observed trying to clean Rosemary with limited success due to the parked cars
and level of mud on the road. It has also been observed this morning that while
the crews are trying to clean Rosemary, that trucks are currently tracking mud
out onto Texas Avenue(SH6-B).
Due to the failure to meet the stated performance requirements of the City's
Drainage Development Permit, the following restrictions are deemed to be
necessary to protect the public infrastructure and adjacent residents.
1. Construction traffic will no longer be allowed to use Rosemary Lane or
Redmond Drive. All access will be via George Bush, Texas Avenue and
Milliff (as access to Texas).
2. Trucking of materials (earth, sand, concrete, steel, etc.) onto or away from the
site will cease immediately.

3. Erosion controls and construction access improvements approved as part of
the Drainage Development Permit need to be installed and maintained.
4. Material will need to be safely removed from Rosemary as soon as possible.
When Items 3 and 4 above are verified as complete, the City will remove the
material trucking prohibition with continued monitoring. Failure to comply with
these items may result in the suspension or revocation of other City issued
permits, including building permits.

THIS IS A STOP REVIEW: Items that need to be addressed may effect the layout
of the site plan as well as the landscape/streetscape plan. This DOES NOT
constitute a full Site Plan Review. Due to the reconstruction of 100% of the
existing parking lot and the addition of two building pad sites, this site will be
required to meet full compliance with the City of College Station Zoning
Ordinance #1638.

a minimum separation of 275-ft. of spacing between the two drives off of George
Bush.
George Bush Drive and Texas Avenue are both considered a major arterial, which
will require a driveway throat depth of 55-ft. Milliff Street is considered a local street

and will require a 25-ft. throat depth. Currently you are not meeting any of these.
This presents a safety hazard.
PARKING - Due to the following comments you will not be meeting your required
parking. Please refer to: (Section 9. Minimum Parking Requirements)

this close to the entrance presents a safety hazard and would not be allowed.
17. Section 8.10 requires a 10 -ft. planted buffer with a 6-ft. solid wood fence on the

21. The following plants cannot accumulate any points because they are not from the
accepted tree and shrub list in the zoning ordinance. Aztec Grass, Compact,
Compact Nandina, Texas Sage, Maiden Grass, Red Yucca, and Sienna Glow
Loquat. an extended list of canopy trees, shrubs and ground covers
22. Under your landscapovided, you have listed (4) 3.5 " Chinese Pistache trees
@300 points, however ou are not showing a symbol for it in your legend and
cannot locate this anywhere on the landscaping plan.
23. It appears that you are proposing several trees and shrubs in the street R.O.W. of
Milliff St., as well as some shrubs along George Bush Drive at the Northwest portion
of the property. Plantings in the R.O.W. require a ~ r p/ 24. Dumpsters must be screened from the R.O.W. with a solid screening fence at a
height of 6-8 ft.

STREETSCAPE - Cannot be calculated at this time due to the driveway
configurations. You can request a variance to the driveway ordinance (separation
and throat depth) to the (PRC) Project Review Committee or come into
compliance. Staff would be recommending denial because of the safety issues
involved.

SANITATION
Date: 07/11/02
1. There are two different container diagrams shown, one on the proposed rear-
parking exhibit on one on the proposed site plan. They both have problems but I'm
going to assume that the site plan is the one they will be using.
2. The two roll-off compactor pads are OK.
3. All the FEL container enclosures are drawn at 10 feet by 10 feet. They need to have
an inside dimension of 12 by 12 with a 12 foot opening or gate.
4. The three FEL containers clustered near Lease 2 need to have a maximum
approach angle of 37 degrees. The current angle is 77 degrees.
5. The FEL container located behind Lease 5 needs to be angled no more than 30
degrees. It is drawn at 90 degrees.
6. The four FEL containers located behind Lease 9 need to be angled no more than 66
degrees. They are currently at 90.
7. Pad building 1 & 2 (Lease A-E) need an enclosure located nearby each structure 12
by 12 with a 12- foot wide gate.

Transportation Planning
1. This site does not have necessary frontage on George Bush Drive for more than one
access point. Furthermore, the angle between the driveway and the thoroughfare
should be approximately 90 degrees (proposed driveway is approximately at 70
degrees).
Parking
2. 1 would recommend that parking not be allowed on the main drive aisles within the
site. This includes the drive aisle between Miliff and George Bush Drive and the
entrance from Texas Avenue.
Traffic Engineering
3.The STOP bars on the main drive aisle should be located closer to the thoroughfares
(Miliff and George Bush Drive). The proposed locations would not provide motor
vehicles with adequate sight distance. To be consistent, a STOP bar should be
included at the Texas Avenue exit point.

( XI would recommend that the crosswalk on the north end of the main drive aisle be
relocated south between "Lease 10" and the end island southwest of "Lease D". The
proposed location is in close proximity to the driveway throat introducing a potential
conflict point between pedestrians and motor vehicles.

1. It appears you are proceeding with the intention of enclosing the creek channel. All
Site Plan approvals will be contingent on CLOMR submission and approval by
FEMA.
2. Please ensure that Lease C in Building Pad 1 is not on top of the existing water line

3. Please show expected water and sewer extensions and meter locations. Please
include water and sewer demand estimates for new structures.
