ROCKY HAND OCT 1 4 2010 RHODES DELIVERED SENSE OF THE COMMUNITY Residents of Castle Rock have previously expressed their, opposition to the proposed re- zoning of the "Phillips Square" tract to permit (a) development in the 100-year flood plain and (b) apartments. At a Public Hearing September 14, 2010, the Planning and Zoning Commission agreed with these concerns and recommended adding two amendments to the rezoning proposal to supplement those suggested by staff. These amendments wisely restrict flood plain development and substitute townhouses in place of apartments. Castle Rock residents support this compromise solution balancing community interests with those of the developer. We ask that City Council vote to adopt the re-zoning proposal subject to all recommended amendments.
