1. Call meeting to order.
Chairman Nichols called the meeting to order at 7:05 p.m.
6. Public hearing, presentation, possible action, and discussion regarding a Rezoning from
R-1 Single-Family Residential and A-O Agricultural Open to C-1 General Commercial,
A-P Administrative Professional, and R-4 Multi-Family for 19.749 acres located at 529
William D. Fitch Parkway. Case #10-00500020 (JS)
Senior Planner Jason Schubert presented the rezoning and recommended denial.
There was general discussion amongst the Commission regarding the multi-use path.
Chairman Nichols opened the public hearing.
Joe Schultz, 3208 Innsbruck, gave a history of the property and addressed concerns about
the multi-use path. He stated that the Seaback property was intended to be included in
the rezoning, but Mr. Seaback passed away.
There was general discussion amongst the Commission regarding the rezoning.
Commissioner Slack expressed concern about access onto William D. Fitch Parkway.
Wallace Phillips, 13720 Hopes Creek Road, expressed concern about the Traffic Impact
Analysis that was performed. He stated that it did not look at the property as a whole.
Robert Rose, 3102 Walnut Creek Court, Bryan, Texas, asked where the nearest fire
station is located.
Jason Schubert stated that the nearest fire station is located on Barron Road.
Chairman Nichols closed the public hearing.
There was general discussion amongst the Commission regarding the rezoning.
Commissioner Ashfield motioned to recommend approval of the rezoning. The
motion failed because of the lack of a second.
Commissioner Slack motioned to recommend denial of the rezoning. Commissioner
Greer seconded the motion.
Chairman Nichols expressed concern about the consistency with the Comprehensive Plan
and the Seaback property not being included in the rezoning request. He also suggested
that the applicant should follow the City Council's recommendation, which was rezoning
the property to PDD Planned Development District.
Motion passed (3-1). Commissioner Ashfield was in opposition.
8. Adjourn.
Commissioner Greer motioned to adjourn the meeting. Commissioner Ashfield
seconded the motion, motion passed (4-0).
The meeting was adjourned at 8:50 p.m.

Chairman Nichols called the meeting to order at 7:00 p.m.
2. Hear Citizens.

3. Public hearing, presentation, possible action and discussion regarding a
Comprehensive Plan Amendment Land Use for 31.19 acres located at 513
William D. Fitch Parkway, and more generally located on the northeast corner of
William D. Fitch Parkway and its future intersection with Victoria Avenue, from
Single-Family Residential Medium Density and Floodplains & Streams to
Regional Retail, Office, and Residential Attached. Case #08-00500212 (JP)
Jennifer Prochazka, Senior Planner, presented the Comprehensive Plan
Amendment and recommended denial due to a lack of changed conditions in the
area and incompatibility with the remainder of the Comprehensive Plan.
There was general discussion regarding the Comprehensive Plan Amendment.
Chairman Nichols opened the public hearing.
Joe Schultz, 3208 Innsbruck, College Station, Texas, stated that the geometry of
the property is not good for single-family residential.
Wallace Phillips, 13720 Hopes Creek Road, College Station, Texas, stated that
residential attached would be a good land use next to the new high school. He
also said that general commercial would generate too much traffic.
Chairman Nichols closed the public hearing.
Commissioner Davis stated that it does not meet the goals of the Comprehensive
Plan and it is too early to make these changes.
Commissioner Stearns stated that there is already too much retail regional
designation and he believes the level of density is too far out.
Commissioner Davis motioned to recommend denial. Commissioner
Stearns seconded the motion, motion passed (7-0).

Mayor White called meeting to order at 3:00 p.m.
Regular Agenda Item No 4 Public hearing, presentation, possible action, and discussion
on an ordinance amending the Land Use Plan element of the Comprehensive Plan from
Single-Family Medium Density and Floodplains & Streams to Regional Retail, Office and
Residential Attached for 31.19 acres generally located at the northeast corner of William D.
Fitch and its future intersection with Victoria Avenue.
Jennifer Prochazka, Senior Planner presented the staff report on an ordinance amendment the
Land Use Plan element of the Comprehensive Plan regarding a zoning change from Single-
Family Medium Density, Floodplains & Streams to Regional Retail, Office and Residential
Attached. The property of 31.19 acres is located at the northeast corner of William D. Fitch and
its future intersection with Victoria.
Staff and Planning and Commission recommended denial due to the incompatibility of Land Use
Plan and lack of significant changed conditions.
Mayor White opened the public hearing.
Joe Schultz, 3208 Innsbrook, applicant spoke in support of rezoning.
Wallace Phillips, 4490 Castle Gate Drive, the developer answered questions of the Council.
Mayor Pro Tern McIlhaney requested reevaluation by the P&Z Commission of the PDD
comprehensive plan, the configuration of land in terms of the floodplain, and allowance of mixed
use.
Mr. Phillips requested City Council's support of the proposed request.
Mayor White closed the public hearing.
Council member Maloney moved to approve Ordinance No. 3132 on the amendment of the
Comprehensive Plan by amending the Land Use Plan, from Single-Family Residential Medium
Density and Floodplains & Streams to Regional Retail, Office and Residential Attached for
31:19 acres located at the northeast corner of William D. Fitch and its future intersection with
Victoria. Council member Massey seconded the motion, which carried 7-0.
Council added that a Planned Development District Zone was desired for the rezoning phase.
