Hovde, Staff Planner Report Date: August 4, 2009 Email: Ihovde@cstx.gov Meeting Date: August 14, 2009 For COCS ADAMSON BATH HOUSE (SCREENING ALTERNATIVE) (09-00500157) Item: Presentation, discussion, and possible action regarding a variance request to Section 7.9.B.1 "Required Screening" of the Unified Development Ordinance to allow an alternative screening method for the mechanical equipment at the Adamson Lagoon Bath House located at 1900 Anderson Street within Bee Creek Park. Zoning District: R-1 Single Family Residential Location: 1900 Anderson Street, Bee Creek Park Applicant: Pete Vanecek, City of College Station Parks and Recreation Department Item Summary: Section 7.9.13.1 of the Unified Development Ordinance requires that all mechanical equipment be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150 feet of the perimeter boundary of the subject lot or tract, measured from a point 5 feet above grade. Such screening must be coordinated with the building architecture, materials, colors, and scale to maintain a unified appearance. Acceptable methods of screening are: encasement, parapet wall, partition screen, brick/stone/masonry walls, or fences. The newly opened bath house at Adamson Lagoon was constructed using a pitched roof to mimic a residential style structure. The applicant feels that utilizing one of the approved screening methods, such as a parapet wall, would detract from the residential design by drawing attention to the screened mechanical equipment because of the difference in roof elevation. The applicant has provided photos showing various views from the abutting multi-family development. In some cases, the view is obstructed entirely by existing trees. From other views, portions of the mechanical equipment are visible. The applicant is requesting to paint the mechanical equipment in lieu of screening with a constructed object. Two colors options are being provided for discussion. One color matches the gutters on the building and the other color option would blend with the roof. The Design Review Board will have the opportunity to designate the more appropriate color. Issues/Items for Review: 1.
