SUBJECT: STOP AND STORE MINI-STORAGE (SP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $100
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:

PLANNING
1. The separation distance between Live Oaks is a minimum of 35-feet. To
retain the same Landscape layout, you may replace the Live Oaks with
another approved species of canopy tree.
2. The buffer ordinance requires a shrub every 3-feet along the property line.
Divide the length of the eastern property line by 3 to get the required number
of shrubs for the eastern buffer.
3. Please define the material used for the "privacy fence" along the southern
side of the property.
4. Please indicate the location of the gate in the southern fence.
5. Please include a note on the site plan that the arrows that show the drive
aisle is one way painted on the ground.
6. Please note on the plan that a KNOX BOX, for fire protection, must be
provided on any gate that restricts access to the site.

As per the meeting held with the developers on 8-7-09,, on the next submittal will have
to meet the planning comments as follows:

FYI: Pages 1, 2, and 3 were considered as the site plan.
This is a stop review. Because the buffer requirement was not addressed, and the site
plan may change in an effort to meet ordinance requirements, staff will make a
complete review of the next submittal. The following comments are provided to help the
applicant make a more complete submittal.
This project will have to meet the new buffer ordinance (Section 8.10 of the Zoning
Ordinance). Please include this in the site plan. Buffer areas may be excluded from
the total site area when calculating the landscaping point requirement.
There is no buffer required on the western property line. There will be a 10- or
15- foot planted buffer the entire length of the eastern property line. There will
be a solid fence along the southern edge of the development, but they should
have a gate so they may access the back of the property. The majority of the
back area has to be barricaded. They will need to do a little work for drainage
from the detention pond to the creek, but everything else (trees, shrubs,
anything that provides a visual buffer) should be fenced. They have been told
that a metal fence with slats will not be accepted.
2. Parking spaces 5 and 6 will have to be relocated. Because of limited sight distances
and proximity to the entrance, these spaces will create unsafe conditions.
These spaces may remain, but the island against the building will have to be a
minimum of 180 sq.ft., the plantings on the island will have to be pushed to the
front of it so they do not interfere with what little a site triangle they will have,
they can not get into the required 55-ft. throat depth, and a note is made that
the arrows that show the drive aisle is one way is painted on the ground.
3. All parking spaces must be a minimum of 18 feet long with a 2-foot overhang or 20
feet long with no overhang.
Ignore this. I couldn't find the reason I had made this comment.
4. Please describe the treatment of the parking islands at the back of the property.
They are required to be planted or treated with enhanced paving.
This is standard stuff.
5. Please verify that you will be removing the existing easements near the eastern and
southern property lines.
This is standard stuff. Ask Spencer if you have questions.
6. The dumpster enclosure needs to be an 8-foot wooden fence.
This is standard stuff.
7. Please amend General Note #8 to include that the irrigation will be approved prior to
C.O.
This is standard stuff.
8. Will the project have security gates? If so, please show their location and swing
path.
Supposedly they are going to put gates where the western and eastern
buildings line up (ask Natalie if you have questions). This location is okay,
just make sure the gates go up and they provide a knox box.

LANDSCAPE/STREETSCAPE
This is a stop review. The minimum requirements of a landscape plan have not been
provided, and this does not constitute a complete review.
I~Ixi Please show the entire site plan, indicating all landscaping changes.

~,-4. Landscape legend must indicate the scientific nomenclature, size, type (canopy,
non-canopy, shrub), and points claimed for all proposed landscaping.
Staff does not consider pea gravel an approved groundcover or decorative rock.
One hundred percent coverage of groundcover, decorative paving, decorative rock,
or a perennial grass is required in parking lot islands, swales and drainage areas,
and the parking lot setback unless otherwise landscaped or existing plants are
preserved.
-6. In previous conversations, you proposed to protect and save the natural vegetation
along the eastern property line. This barricade should be indicated on the
landscape plan to ensure the protection of the natural vegetation.
7. An irrigation system plan or a general note indicating that an irrigation system to
service all new plantings will be installed by a certified installer must be supplied
before a certificate of occupancy will be issued.

If you will recall, when we had our preapplication meeting regarding our
rezoning request for a second phase for the above referenced ministorage project,
we also discussed the landscaping for our soon to be completed phase 1. In that
regard, I am submitting a revised landscaping plan which incorporates more plant
material and sod than originally approved as well as provides for the use of native
plant materials in lieu of exotics. Additionally, if you will recall, Molly was going to
do an on site inspection of the existing natural buffer to satisfy herself that it would
be futile to tear out the existing native materials to plant new exotics when clearly
the native buffer serves the intended purpose much more effectively.
We would respectfully request that you consider allowing us to substitute this
revised landscape plan in lieu of the one that was originally submitted on our site
plan. Thank you in advance for an expedient response as we are anxious to get our
facility opened in the next few weeks.

1. Please differentiate between the symbols of the Monterrey Oaks and the Live
Oaks.
2. The number of plantings claimed in the legend cannot be found on the site plan.
Please indicate each of the plantings with symbols on the site plan, or designate
the number of each species to be planted in each area.
3. Retama (parkinsonia aculeata) cannot be classified as a canopy tree. In order to
maintain the calculated points, select a canopy tree from the approved plant list
for the City of College Station.

ENGINEERING
1. Please provide easement for waterline extension.
2. Please be aware that additional cleanouts may be required to meet City Building
Code.

Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
