SUBJECT: One Lincoln Place - Driveway Relocation Plans
Staff reviewed the above-mentioned construction documents as requested. The
following page is a list of staff review comments detailing items that need to be
addressed. Please address the comments and submit the following information for
further staff review:
Two (2) copies of the revised construction documents; and
One (1) copy of the recorded access easement.
If there are comments that you are not addressing with the revised construction
documents, please attach a letter explaining the details. If you have any questions or
need additional information, please call Spencer Thompson or myself at 764-3570.

COMMENTS No. 3
Engineering
The following comments were submitted by TxDOT
1. We would require hydraulic study to see what they were placing into our system.
(The City will forward a copy of your submitted report on the TxDOT)
2. We would require pipe on our right of way to be to our standard. We would not
maintain this pipe.
3. We would probably require an AFA for him to do the work on our right of way.
4. We would require the pipe enter at a 90.
City Comments
1. Due to the fact that this drive accesses a major thoroughfare, City Staff would like to
see a turning radius of at least 30-ft.
2. Please include driveway paving and sidewalk details.
3. Please provide copy of recorded access easement.
4. 1 have inquired to TxDOT concerning alternatives to the AFA requirement.
5. Please address comments and resubmit.

be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these

SUBJECT: ONE LINCOLN PLACE (FP-R) -Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, July 22, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled
for August 1, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised final plat;
One (1) Mylar original of the revised final plat with the appropriate
signatures; and,
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart@ci.college-station.tx.us.
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. If you have any
questions or need additional information, please call Spencer Thompson or myself at
764-3570.

ENGINEERING
This plat still needs an access easement on Lot 3B. From the proposed site plan, it
appears to be 15-ft E-W and 25-ft N-W.

As a side note.
Only 13 parking spaces will count toward the new development.
Parking is calculated on the entire building area, including patios.
ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides temporary blanket easement for construction
purposes (see attached Dedication Sheet).
3. Developer provides digital of plat and/or site plan for AutoCAD 2000i. Email
to rbolin(c-ci.college-station.tx.us.
4. Upon completion of project surveyed sealed meets and bounds
descriptive easements are necessary to release temporary blanket
easement.

Item: Discussion and possible action on a FINAL PLAT - RESIDENTIAL for ONE
LINCOLN PLACE (FP-R), consisting of 2 lots on 2.88 acres located at 1010 University
Drive East. (02-00500141)
Applicant: URBAN DESIGN GROUP
Staff Recommendations: Staff recommends approval of the Final Plat as submitted.
Item Summary: This item is for consideration of a Replat of One Lincoln Place Lot 3,
Block 1 located at 1010 University Drive. The entire tract is 2.9 acres. The subdivision
will create two lots, Lot 3A being 1.88 acres and Lot 313 being 1 acre. The property is
currently zoned C-B. This subdivision meets minimum zoning requirements.
The Applicant has submitted a TxDOT permit application to move the existing east
driveway from its present location to accommodate a joint access easement with the to
the east in order to lineup with the proposed median break in the University Drive
Upgrade project. In order to allow Lot 3A and Lot 1 R of Wheeler Subdivision Phase 2
full access to the new driveway, the Applicant will file an access easement shortly by
separate instrument.
A sewer main is required for this subdivision. Plans for which have been reviewed and
approved by Staff.
Comprehensive Plan Considerations:
Land Use Plan: This property is reflected as Regional Retail and currently zoned C-B.
Thoroughfare Plan: University Drive is a Major Arterial.
Parkland Dedication: N/A
Open Space Dedication: N/A
Special Area Plans: The subject property is in the University Drive Overlay District.
The subject property will be required to meet all applicable requirements at the Site
Plan stage.
