Staff recommends approval of the variance request to Section 8.2.A.13 Sidewalks, with the
condition that pedestrian connectivity be provided from the subject property to the existing
shopping center to the south. If the requested variance is granted by the Commission, then staff
recommends approval of the Preliminary Plat.

COMMENTS
Water: There is an existing 18 -inch waterline adjacent to this parcel along the
north State Highway 6 Frontage Road. D mestic and fire protection to be
extended to all structures as needed in accordance with the BCS Unified
Design Guidelines.
Sewer: There is an existing 8 -inch sanitary sewer, line at the southeast corner of
the subject property. A 6 -inch sanitary server line will be required to be
extended by the applicant to the southwest property corner to support
future development.
Streets: State Highway 6 is classified as a Freewa� /Expressway on the City's
Thoroughfare Plan. No additional right-of tway dedication is currently
required. Access to the north State Highway 6 Frontage Road is
proposed via an existing driveway on the adjacent property to the south
and a proposed 35 -ft wide Cross Access basement.
Off -site Easements: None at this time.
Drainage: Drainage is generally to the northeast within the Lick Creek Drainage
Basin.
Flood Plain: No FEMA regulated floodplain is identified on the property.
Greenways: N/A

Impact Fees: The subject property is located within the Harley Water Impact Fee Area.
REVIEW CRITERIA
1. Compliance with Comprehensive Plan and Unified Development Ordinance: The
Future Land Use and Character Map included in the Comprehensive Plan designates the
subject property as General Commercial. The plat is in compliance with the Comprehensive
Plan and to the C -1, General Commercial zoning district.
2. Compliance with Subdivision Regulations: As proposed, the subdivision requires a
variance to the subdivision regulations contained in the Unified Development Ordinance.
Section 8.2.A.13 Sidewalks of the Unified Development Ordnance requires sidewalks to be
constructed on both sides of all streets having a right -of -way width equal to or greater than
