RE: Sidewalk Permit
for Comfort Inn
on 104 South Texas Avenue
north of FM 60.
Dear Ms. Hejl:
Please find enclosed three copies of the permit for the above referenced project. The applicant is
proposing a new sidewalk in the state R.O.W. with existing handicapped ramps. I have made the
following comments to them on a previous report.
"Please consider placing the new sidewalk approximately 10' closer to your property line,
between the sanitary sewer and waterline. By putting more space between the Texas Avenue
traffic and the pedestrian there will be an increase in safety from possible errant vehicles."
"Please line up the handicap ramps, if possible. Unaligned handicap ramps should be avoided."
At one point ADA allowed single handicapped ramps at intersection corners, facing kaddy-corner
or diagonally out into the middle of the intersection. Research was then conducted that showed
that the blind or those with limited vision or orientation were prone to wander out into the
intersection. It was then dictated that single diagonally facing ramps were to be removed and
replaced with two ramps on each side of the corner. This was my line of thought when I
considered the unaligned ramps.

3. Maintenance of facilities constructed hereunder shall be the responsibility of the Grantee, and the State reserves the right to
require any changes, maintenance or repairs as may be necessary to provide protection of life or property on or adjacent to

4. The Grantee shall hold harmless the State and its duly appointed agents and employees against any action for personal
injury or property damage sustained by reason of the exercise of this permit.

over any portion of the highway right of way, and vehicle service fixtures such as service pumps, vendor stands, or tanks
shall be located at least 3.6 meters (12 feet) from the right of way line to ensure that any vehiole services from these fixtures

6. This perm)t will become null and void if the above-referenced driveway facilities are not constructed within six (6) moriths
from the issuance date of this permit.

Access Driveway RegulationAs
The Texas Transportation Cornmissltrn, In recogre under its
itere of recponslblllty for the sahsty and utilkY at public highways
jurisdiction, has directed the adoption of rules and regulations to accomplish a coordinated development between highways and
abutting property. For this purpose, the booidet entitled 'Regulations for Access Driveways to State Highways, was published
and adopted, setting out departmental policies to regulate construction and maintenance of access driveway facilities

Sidewalk Permit (6' x 160')
GENERAL SPECIAL PROVISIONS (Sidewalk Permit)
1) Traffic Control plan is required per TMUTCD prior to start of construction work in
the Texas Avenue right-of-way.
2) Areas within ROW disturbed by construction shall be restored to equal or better
conditions than existing prior to construction.
3) Contractor shall be responsible for locating all utilities within the right-of-way
construction site. Contacts with local utility companies and utility locators are
required.
4) Lane closure allowed between 9:00 a.m. and 4:00 p.m. only.
5) ADA ramps & sidewalk shall be constructed according to City of College Station
Standard Specifications and Details.

1) Traffic Control shall met with the Texas Manual on Uniform Traffic Control Devices
while working on ROW. Lane closure shall only be permitted between the hours of
9: 00am and 4:00pm.
