Staff reviewed the above-mentioned Master Development Plan as requested. The following
page is a list of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, November 27, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled for
December 7, 2000, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised Master Development Plan; and
The Mylar original of the revised Master Development Plan.

SUBJECT: Horse Haven Estates - Master DevelopmentFlan
Staff reviewed the above-mentioned Master Development Plan as requested. The following
page is a list of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, November 27, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled for
December 7, 2000, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.

STAFF REVIEW COMMENTS No. 1
Project: HORSE HAVEN ESTATES-MASTER DEVELOPMENT PLAN (0-210)
PLANNING
1. Since this is a new submittal, please change the project date to November 9,
2000.
2. Please add the current zoning of Tracts 1, 2, and 4.
3. Please add the owner of the proposed Tract 4.
4. As the owner of Lot 2 has not agreed to a road through his property, Golf
Range Drive needs to be removed from the plan.
5. Horse Haven Court as proposed is no longer a "court", but an extension of
Horse Haven Lane. Please make the corrections on the plan and in the
general notes.
6. In light of the plan's proposed R-1, Horse Haven Lane, Switch Station Drive,
and Switch Station Road should be shown as collector streets.
7. When Tract 1 is developed, Horse Haven Lane will have to be constructed to
the edge of Tract 1. Please include in the general notes that Switch Station
Drive, Switch Station Road, and the remainder of Horse Haven Lane will be
constructed with the first residential development.
8. NOTE: The City will require the developer to gate the switch station when
Switch Station Road is upgraded to a public ROW.
9. An access easement is needed such that Tract 3 can take access to from
Horse Haven Lane (in lieu of Switch Station Road).
10. The street system proposed is not sufficient to accommodate the proposed R-
1. It is unclear how the tracts will develop and how access will be provided to
the area east of the large utility easement. More detail is needed to evaluate
how the density allowed by R-1 will be serviced by the proposed road system.
11. The City's Comprehensive Plan calls for a linear park and bike path generally
through the easements on the east side of the property. These items will
need to be addressed on the Master Development Plan.

ELECTRICAL
1. Developer responsible for installing conduit per city spec and design.
2. Developer responsible for providing and installing street lights per city spec
and design.
3. Developer responsible for installing a gate at the road where there is no
public access.
4. Developer responsible for providing easements to cover all primary electrical
and equipment, also 5' easements where street light serves are needed.
NOTE: Any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and
"bubbled" on your plans. Any additional changes on these plans that have not
been pointed out to the City will constitute a completely new review.

NOTE: Street names may have to be changed. Burt Hermann is requesting
this set of comments before there has been a full review by City staff.
When the full review is complete, a copy of all staff review comments (#2)
will be sent to the applicant.
PLANNING
1. Since this is a new submittal, please change the project date to November 9,
2000 and remove the revision dates.
2. Please add the current zoning of tracts 1, 2, and 5.
3. Please add the owners of the proposed Tract 5.
4. Tracts 3 and 4 should be combined. The development of Tract 4 as an R-1 B
would be highly irregular. This would also give Tract 3 the access to Horse
Haven Lane that was requested in Staff Review Comments No. 1.
5. As the owner of Lot 2 has not agreed to a road through his property, Golf
Range Drive needs to be removed from the plan.
6. Please remove Note #12 of the General Notes. Should a public road be built
at a later date, you may submit a new Master Development Plan reflecting
the new information to take before the Planning and Zoning Commission.
7. Horse Haven Court as proposed is no longer a "court", but an extension of
Horse Haven Lane. Please make the corrections on the plan and in the
general notes.

9. The development of Appomattox with Tract 3 would create lot sizes much
larger than R-1. If a complimentary street system can not be developed to
create smaller lots in this tract, the proposed zoning should be adjusted.
10. NOTE: The City will require the developer to gate the switch station when
Switch Station Road is upgraded to a public ROW.

General Note #7 is in regards to "Horseback Court".
4. Please include in the General Notes that if Tract 3 is developed before
Tracts 4 or 5, Switch Station Road will be developed to Appomattox with
Tract 3.
5. Switch Station Drive should be shown as part of Tract 4 to clarify that
there is no intention to develop it with Tract 3.
6. Please remove note #13.
7. Please label the "City Park and Bike Path Facility" as such.

3. Please amend General Note #14-Switch Station Drive and Switch
Station Road to Appomattox will need to be constructed with Tracts 4
and/or 5 (whichever is the first to be developed).
4. According to the arrows, the changed length of 98.78 ft. on Tract 3 is
incorrect. Please make the correction.
5. Why have the acreage descriptions of Tracts 3 and 4 changed? Please
describe the tract sizes accurately.
