SUBJECT: GATEWAY SUBDIVISION (FP-C) -Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, July 22, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled
for August 1, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised final plat;
One (1) Mylar original of the revised final plat with the appropriate
signatures; and,
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart@ci.college-station.tx.us
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. If you have any
questions or need additional information, please call Spencer Thompson or myself at
764-3570.

1. The title of the plat to the left should read "Original Plat". Draw plat as originally
platted; without extra bold lines. Present plat only as originally platted. Do not
include certificates of original plat.
2. Remove County of Bexar for City Engineer Certificate.
3. Certificate for Coy Armstrong is not required.
4. Our records show a sewer easement on the extreme east corner of Lot 9 near
TxDOT ROW to cover the sewer line; Vol 399, Pg 751.
5. One of the comments coming back to you on infrastructure will be to tie-in to the
public sewer at the manhole due west of the one you have proposed. The manhole
you show a tie-in to will be removed shortly by a City project. The adjacent manhole
to the west is approximately the same elevation and covered by an easement.
Please adjust easement accordingly.
6. Show existing access easement on Lot 7 and adjacent lot to the west.
7. You may show a proposed floodplain line. However, you must show the current
floodplain per the proper FIRM.
8. Lots 1A, 9, 11 and 10 must have a Minimum Finished Floor Elevation one foot
above the established FEMA flood level. Please show on plat. An Elevation
Certificate will be required with a building permit for these lots.
9. Remove "15' Public Utility Easement" on Lot 11 and replace with "15' Private
Drainage Easement". The storm drain line you are constructing will be private and
does not need a PUE.
10.Outside perimeter (bold line) was checked for closure and closure could not be
made. Please recheck.
11. Comments back from the Transportation Planner may affect this plat in relation to
access. Please make adjustments accordingly.
12. Please remove Note 4 from plat.
13. It is acknowledged that the required infrastructure drawings for this plat have been
submitted, as required. Review comments will be returned to you in a separate
document.

ELECTRICAL
1. Developer installs conduit as per city specs and design.
3. Developer provides temporary blanket easement for construction
purposes (see attached Dedication Sheet).
4. Developer provides digital of plat and/or site plan for AutoCAD 2000i. Email
to rbolin _ci.college-station.tx.us.
5. Developer provides easements for electric infrastructure as installed.
6. Upon completion of project surveyed sealed meets and bounds
descriptive easements are necessary to release temporary blanket
easement.

Item: Discussion and possible action on a FINAL PLAT - COMMERCIAL for
GATEWAY SUBDIVISION (FP-C), consisting of 5 lots on 41 acres. (02-00500137)
Applicant: Mr. Coy Armstrong, Bury + Partners, Inc.
Staff Recommendations: Staff recommends approval of the Final Plat with Staff
Comments #2.
Item Summary: This item is for the consideration of a Final Plat for 41 acres located
on the northwest corner of the SH 6/ University Drive intersection. The Applicant is
subdividing the property into 5 commercial lots. The submittal for the plat included a
preliminary site plan for a proposed Home Depot retail outlet on Lot 11. The site plan
shows 3 possible access points to the feeder road along Earl Rudder Freeway.
Infrastructure required for the plat includes waterline and sewer extensions to all platted
lots. Site plan infrastructure requirements includes a waterline loop around the
property. One easement relating to a fire line into the building was left off this plat. Staff
comments #2 requests the Applicant to include the easement on the copy to be signed
by the Chairman and filed at the Courthouse.
On-site detention is proposed for the site. The Burton Creek drainage basin is a
mandatory detention area. Drainage regulations require on-site detention of the 100-
year storm. The area is sensitive due to increased development and relative proximity
to the Bryan City limit. Lots 9, 10, 11 and a portion of Lot 1A are currently in the
floodplain. The Applicant has submitted a permit to fill this area and take all but Lot 9
out of the Special Flood Hazard Area.
Comprehensive Plan Considerations:
Land Use Plan: The property is currently zoned C-B and shown as Mixed-Use on the
Land Use map.
Thoroughfare Plan: University Drive is a Major Arterial. SH 6 is a Freeway/
Expressway. To the south, across University Drive, Glenhaven Drive is a Major
Collector where a traffic signal is currently installed. An additional signal is planned for
the intersection of University, Forest Drive (Residential) and the 60-ft access, private
access easement west of the property.
Parkland Dedication: N/A
Open Space Dedication: N/A
Special Area Plans: The subject property is in the OV Corridor Overlay District.
Special provisions in this district include:
• 40-ft set back from ROW
• Building aesthetics must meet special requirements
• Special sign requirements
• These, and other requirements, are specified in the Zoning Ordinance under
§ 8.19.
Budgetary & Financial Summary: CoCS Economic Development Department has
made arrangements and incentives for this project not to exceed $437,321.00 approved
by City Council 7/22/02.
