Designs, Inc. 4500 Carter Creek Pkwy Bryan, TX 77802 RE: 106 College Main - Hookah Station Dear Mr. Rhodes: We have completed our review of your proposed changes to 106 College Main and have attached comments that will need to be addressed: • The subject property is a medium priority in the Northgate Historic Resources Survey and must meet the following standards which are outlines in the Unified Development Ordinance Section 5.6.B.3.b, Building Design Considerations for Historic Properties: "The historic character of a property will be retained and preserved. Distinctive materials or features and spatial relationships that characterize a property shall not be removed or altered." The removal of the recessed entry and the display windows would remove the spatial relationship that makes this storefront a unique property that the City wishes to preserve. A waiver to these standards is required in order to proceed with the facade work. An application for Design Review Board Appeals & Waiver must be submitted, detailing the unnecessary hardship involved in meeting the provisions of the ordinance, as well as a waiver to Section 5.6.B.8 to provide relief from the sidewalk width standard of 10 feet on College Main as the change in the entry increases the length of sidewalk that is non-conforming. • The new sign is permitted by a separate permit and requires an application for a sign permit. Please remove all sign details from Building Plan documents. • Per article 5.6.G.2, Canopies and Awnings: "Canopies /awnings are considered part of the building facade and are subject to the color requirements. A maximum of one (1) color shall be used for all canopies/awning on a single building facade (excluding business logo)." • If painting the sides of the building, the Holick sign needs to be preserved. I would be happy to review any revised proposal that you feel meets the standards of the Unified Development Ordinance, however, the alterations of the symmetry of the building will not be approved by the staff. A waiver process is available through the Design Review Board if the proposal generally conforms to the standards, and preserves the historical appearance and architectural character of the building.
