The pavement diameter of a cul-de-sac turnaround must be 80 ft. Please make this correction. 2. Please identify a block number. 3. To insure the minimum lot width, please show the frontage distance at the 25-ft. setback line for lots 12-16. 4. Please note on Lots 13, 14 and 15 the minimum floor elevation. Include in note # 2 that these lots will require an elevation certificate for a building permit. 2. City Ordinance limits the number of lots on a cul-de-sac to 24. You are requesting a variance to this requirement. Please address, in writing, the 4 items in Section 5 Subdivision Regulations that must be found applicable in order to grant such a variance. Staff will recommend against the plat. It will be up to you to make a case for such a variance. 3. In order to get out of requiring a variance request, you may extend the street (stub- out) to the property boundary to the east. Additional lots may be a platted. 4. At the time of Final Plat, drainage calculations should address inlet sizing, PDE sizing and exit velocities to the creek. 5. When producing your construction drawings on the Arnold Road extension, please end the section in a right angle. 6. Please consider selection of another name for your street. This is not required, however, it is Staffs opinion the name you have chosen has connotations that may be offensive to a large section of the population. (02- 132) Applicant: Joe Gattis of Ash & Browne Engineering, Inc. Staff Recommendations: Staff recommends approval of the preliminary plat with Staff Review Comments #2. Item Summary: The preliminary plat is for a single family residential subdivision off of Arnold Road, east of the Sun Meadows Phase 2 Subdivision and north of the greenway. The plat consists of 30 lots on a residential street street that should loop back to Arnold Road when the property to the east develops. The stub-out street will improve connectivity and access for the properties. The tract is subject to sewer impact fees of $232.04 per living unit. The developer will be extending a sewer line from the back of the tract across Arnold Road and a water main with the road. Comprehensive Plan Considerations: The plat is in compliance with the use and population density called for on the Land Use Plan. Through the platting process, approximately 330 feet of Arnold Road, a minor collector on the Thoroughfare Plan, will be improved and dedicated. The Greenways Coordinator is considering the possible dedication of 1.713 acres of greenway. The Parks Board has accepted fees in lieu of a parkland dedication. Item Background: The subject property has been in the City's ETJ since 1971. When annexation occurred in 1993, the tract was brought into the City under the A-O Agricultural Open zoning district. The property was rezoned from A-O to R-1 on August 11, 2002. Budgetary & Financial Summary: The applicant has requested oversize participation for an 8-inch sanitary sewer line, a 12-inch water main along Arnold Road, and the extension of Arnold Road. Commission Action Options: The Commission has final authority over the preliminary plat. In regards to the preliminary plat, the Commission may: ■ Approve with conditions; ■ Approve as submitted; ■ Deny; ■ Defer action to a specified date only at applicant's request; or ■ Table only at applicant's request.
