Commissioner Floyd opened the meeting by stating that this property is part of the Historic Northgate District and that the applicant is proposing to change the lettering on two existing signs. Ms. Flanery stated that the applicant wants to repaint the existing plywood signs. Commissioner Floyd asked for clarification on why the applicant is coming before the board. Ms. Flanery stated that the Board has discretion over the color, design, letters and size of signs in the Northgate District. Commissioner Floyd wanted to know if an applicant changed their sign, could they maintain the same size and outer dimensions or does the Board have R:\HTLTR\PZLTR\P ROD\PZ2002\P0006441. DOC discretion over the size of the sign as well. Ms. Flanery stated that after talking to Ms. Nemcik the City would have to pay for reconstruction of a new sign if the City required the applicant to take the existing sign down and replace it with a smaller sign. The City of College Station First Assistant Attorney Roxanne Nemcik stated that Ms. Flanery is correct. Ms. Nemcik also stated that this is a permitted non- conforming sign in the Northgate District. Signs in the Northgate District can also have a logo. The board has the ability to review the application for the re- lettering and not taking down the sign or altering the size of the face, structure or materials. The only thing the applicant wants to do is paint a new logo and lettering, which would be permitted. Commissioner Floyd confirmed that the Committee's discretion is the coloring, size of lettering and the logo. Commissioner McMath asked if the lettering could be up to 24 inches. Ms. Flanery stated that there is no lettering size requirement, only a guideline of 14 inches in height as stated in the Northgate Design Guidelines. Commissioner Floyd clarified that the sign will not say "Sales and Services" but "Bicycle Station". Mr. Rose, the applicant, stated that he would like to keep the existing lettering size of 21-inches because of the large volume of vehicular traffic on University Drive. Commissioner Floyd was concern about the large size lettering because this building is the first building seen in the Northgate area before the facade improvements along University Drive. Commissioner Floyd stated that 14 inch letter is still highly visible on the white wall. Mr. Rose was concerned that the visibility would be reduced from a vehicular standpoint. The signs will stay the same size and color. The existing cantilevered sign above the canopy will remain as it is and the facade of the building is not being altered.
