The Rainbow Play System is an international business with more than 250 locations within the United States of America. Their focal point and growth has been attributed to an attention to detail, safety, and visual appearance. letter and the enclosed information for the purposes of "Use" and "Parking Count Re " determination by the Planning & Zoning Commission. A general review of what Ra y Systems, Inc. exactly is, particularly Rainbow Play Systems of the Brazos Valley, is as descrlbeci below: Rainbow Play Systems of the Brazos Valley opened its doors in November of 2000 at the location of 5665 Stousland Road, College Station, Texas. Typically, the majority of their business is done over the phone or by going out to the customer's property. Once the new facility is opened, the Stousland Road location will remain in service for promotion of the playground units and continuation of the Munchkins Party Land activities. Parties will not be held at the new facility due to the lease agreements with the owner. The primary objective of the State Highway 6 location will be for a demo area and provide greater visibility of the product. A 20'x 30' office building will also be located at the site to facilitate customer sales and a location to continue phone sales. The playground equipment contained within the display area will not literally be for sale, but for demonstration only, providing the customer with a true depiction of various possibilities and options for purchase. The display area will be enclosed in a fenced, opened during regular business hours and locked otherwise. The playground units themselves are very appealing to families and are aesthetically pleasing. Therefore, this new facility will provide the look of a small park and should, in all cases, enhance the appearance of the surrounding area. Filemme: CD1-107-0112-L02 Page - 1 Findings for the two requests of "Use" and "Parking Count Requirements" are as follows: LAND USE: The subject property for development is zoned C-1 "General Commercial" which accommodates for general commercial and retail uses which serve the entire community and its visitors. Permitted uses allowed in this zoning, that are similar in nature to the services and uses of a Rainbow Play System facility, are as follows: Drive-in sales, ❖ Mobile home sales & storage (but with much lesser customer traffic); Retail sales & service. Rainbow Play Systems, when comparing to the uses mentioned above, would compatible with the C-1 zoning. Typical operations for Rainbow Play Systems are the display of different styles of playground equipment. The display area would be used for patron viewing and display only. Historically, the majority of sales are performed by telecommunications with an approximate traffic volume of one family/customer per hour (reference Stephen Pinegar letter 6/17/02). Therefore, a Rainbow Play System facility should be considered compatible for use within a C-I zoning. The display and sales of their commodity are again similar to the before mentioned approved uses, but at a much smaller scale. PARKING COUNT REQUIREMENTS: Since there is no other Rainbow Play System located within Bryan/College Station, the best determination for parking space requirements would be a comparison to other Rainbow Play Systems within Texas. A general review of what Rainbow Play Systems, Inc. exactly is, particularly Rainbow Play Systems of the Brazos Valley, is as described below: GENERAL REVIEW Rainbow Play Systems is a manufacturer of residential and commercial playground equipment and has been in business for over fifteen (15) years, headquartered in Brookings, South Dakota. The Rainbow Play System is an international business with more than 250 locations within the United States of America. Their focal point and growth has been attributed to an attention to detail, safety, and visual appearance. Rainbow Play Systems of the Brazos Valley opened its doors in November of 2000 at the location of 5665 Stousland Road, College Station, Texas. Typically, the majority of their business is done over the phone or by going out to the customer's property. Once the new facility is opened, the Stousland Road location will remain in service for promotion of the playground units and continuation of the Munchkins Party Land activities. Parties will not be held at the new facility due to the lease agreements with the owner. The primary objective of the State Highway 6 location will be for a demo area and provide greater visibility of the product. A 20'x 30' office building will also be located at the site to facilitate customer sales and a location to continue phone sales. The playground equipment contained within the display area will not literally be for sale, but for demonstration only, providing the customer with a true depiction of various possibilities and options for purchase. The display area will be enclosed in a fenced, opened during regular business hours and locked otherwise. The playground units themselves are very appealing to families and are aesthetically pleasing. Therefore, this new facility will provide the look of a small park and should, in all cases, enhance the appearance of the surrounding area. Filename: CDI-107-0112-LO2 Page- I Findings for the two requests of "Use" and "Parking Count Requirements" are as follows: LAND USE: The subject property for development is zoned C-1 "General Commercial" which accommodates for general commercial and retail uses which serve the entire community and its visitors. Permitted uses allowed in this zoning, that are similar in nature to the services and uses of a Rainbow Play System facility, are as follows: ❖ Drive-in sales; ❖ Mobile home sales & storage (but with much lesser customer traffic); ❖ Retail sales & service. Rainbow Play Systems, when comparing to the uses mentioned above, would compatible with the C-1 zoning. Typical operations for Rainbow Play Systems are the display of different styles of playground equipment. The display area would be used for patron viewing and display only. Historically, the majority of sales are performed by telecommunications with an approximate traffic volume of one family/customer per hour (reference Stephen Pinegar letter 6/17/02). Therefore, a Rainbow Play System facility should be considered compatible for use within a C-1 zoning. The display and sales of their commodity are again similar to the before mentioned approved uses, but at a much smaller scale. PARKING COUNT REQUIREMENTS: Since there is no other Rainbow Play System located within Bryan/College Station, the best determination for parking space requirements would be a comparison to other Rainbow Play Systems within Texas. A conceptual site plan of the proposed improvements is attached and shows that the proposed development would accommodate 1 parking space per 810 sq.ft. of display area and 1 parking space per 50 sq.ft. of office space with a total of 12 parking spaces.
