Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review:
Cover memo providing written responses to all of staff's comments (identify the
specific page that each comment was addressed on or the reason for not
addressing the comment);
One (1) complete set of construction documents for the proposed development
with the revised site and landscaping plans attached;
One (1) revised site plan;
Other documents as detailed in the comments.
If there are comments that you are not addressing with the revised site plan, please attach a

ENGINEERING COMMENTS NO. 1
1. As previously communicated, the City of College Station has not located any documents
showing a formal dedication of ROW for Williams Street. However, the City has maintained
it in recent years implying an ongoing public maintenance responsibility. If CSISD would like
to plat the property showing Williams Street as private, the City would agree to give up
prescriptive rights and maintenance responsibilities.
2. Please submit Engineer's Cost Estimate for public infrastructure.
3. Water Report - Does the existing campus still have required fire protection with the removal
of the existing hydrant? You will need to coordinate its removal with acceptance of new line.
4. Please submit Erosion Control Plan.
5. Please provide "Letter Acknowledging City Standards".
6. Please show all public infrastructure in required PUEs, existing and proposed. Most of the
existing public infrastructure is not in dedicated PUEs, especially if Williams Street is to
become private.
7. Provide Volume and Page of existing PUEs.
8. Retaining wall requires a building permit.
9. Please verify that fire hydrants will be installed at design grade
10. Please label separation distances at water/sewer/storm crossings.
11. Sheet C07 - At Sta. 1+16.26 the storm sewer pipe is labeled RCP but shown as HDPE on
the storm sewer plan and profile sheets.
12. Sheet C07- Please verify the graphical scale both 1"=20' and 1" = 30' are shown.
13. Sheet C07 - At Sta. 3+11.09 the gate valve size appears to be labeled incorrectly on the
profile.
14. Sheet C07 - At approximate Sta. 3+55, please specify the usage of the 3-in PVC pipe.
15. Velocity exceeds maximum 12 fps with 6-in line along Williams St. We had previously
discussed tapping the 8" line in Gilchrist for the southernmost hydrant. Would this resolve
the velocity issue? Also, is the demand for the fire sprinkler system included in the required
fire flow demand? My concern is the velocity will actually be higher than calculated.
16. Discharge velocities exceed 12 fps and require additional velocity attenuation. See Table C-
11 of Unified Stormwater Design Guidelines.
17. Clearly indicate storm sewer is private.
18. If Williams Street is to remain public, the proposed storm sewer crossing will need to be
designed to public standard.
19. Provide BFEs that have been determined for this site.
20. Show limits of current FEMA floodplain on Site Plan.
21. Provide Flood Study.

CSISD are working on this.

Response: All public infrastructure is shown now in PUE's that will be
dedicated by separate instrument.

Response: The existing PUEs on site do not have volume/page numbers. They
are all easements by prescription

Response: The use of this 3" PVC pipe has been labeled.

Response: We have added the profile of an 8" line on Williams to replace the
existing 6" (assumed) to remedy this velocity concern.

Response: We have changed the headwall detail to the standard wingwall
with baffles and rip rap.

need to be designed to public standard.
Response: We have left these small yard inlets alone as we believe the
resolution will be to leave Williams Street private. If it becomes public we will
alter the storm design here if required.
19. Provide BFEs that have been determined for this site.
Response: These BFEs have been added to the site plan.
20. Show limits of current FEMA floodplain on Site Plan.
Response: We have added this information to the site plan.
21. Provide Flood Study.
Response: This study has been submitted to Carol Cotter.
22. The ramp orientation on the additional drive on Francis is different than the
standard detail provided for commercial driveway. Verify.
Response: Because of the sidewalks located on Francis and the driveway, the
corner ramp is the best fit for the site.

2. What detention provisions will be provided in the interim while both
campuses are contributing to the impervious cover on site?
Response: We have looked at available options, none of which are
appealing. The difficulty we are experiencing is that for the new
building we cannot capture that flow and send it to the new detention
pond until we get roof drains on it. The only way to capture it by sheet
flow is to create a linear pond along the creek at least 30 feet east of the
building which means taking quite a few trees out. We believe the
neighbors would not be pleased with this option and the school would
rather not pursue this option either. As for the existing buildings, the
roof drains for these are already piped to the creek so there is no way to
intercept and detain that flow unless we do it in the actual channel. We
have computed the excess flow and looked at the timing of that excess
runoff in HEC-HMS. Please see attached HEC-HMS output data. The peak
100-year runoff at the end of the analysis is at "JE" and the increase is
only .2 cfs.

We have not located any documents showing a formal dedication of ROW for Williams Street. However, the City of College Station
has maintained it in recent years implying an ongoing public maintenance responsibility. (You were also going to have Kerr
surveying research the public/private designation of the street. Have you heard back from the surveyor? Was a title search
performed on the property?)
As discussed, if the street is public, there can be no head-in parking or striping of parallel parking spaces on the street. Striping of
parallel parking spaces would; however, be allowed on a private street. If CSISD would like to plat the property showing Williams
Street as private, the City would agree to give up prescriptive rights and maintenance responsibilities.
With regards to Christine Lane, there is no public ROW. There were prescriptive rights, but since the roadway is no longer there,
the prescriptive rights are removed.

RE: COLLEGE HILLS ELEMENTARY SCHOOL RENOVATION PROJECT-
PARKING AND TRAFFIC FLOW D URING CONSTRUCTION
Dear Carol,
Thank you for meeting with us to discuss the College Hills Elementary project. We
understand that you have two main concerns regarding the construction phase of this
project, the available parking and the drop-off queue length that will be provided during
that period. In this letter, I will attempt to address those concerns:
On-Site Parking
Current Parking
Currently, the elementary school has two parking lots, the Kindergarten parking lot (the
lot closest to Francis Drive) and the lst-t grade parking lot (the lot closest to Gilchrist
Street). The school principal, Carl Dethloff, has counted the number of parking spaces
during the school year and has calculated that on a daily basis parking spaces utilized
averages about 110 parking spaces. This includes the 54 spaces in the Kindergarten
parking lot, the 25 spaces in the 1St-4th grade parking lot and approximately 31 parallel
parking spaces that are currently used on Williams Street.
Transition Parking
During the construction phase of the project, Williams Street from Gilchrist to the current
bus drop off area will be closed to thru traffic. This section of roadway will still operate
one way to the north but ONLY for bus traffic. The contractor on the job will be
responsible for attending the gate at Gilchrist in the morning and afternoon bus periods
and assuring that only buses get through. This means that the 1St-4th grade parking lot
will be in the first phase of demolition and will no longer be available for parking. The
Kindergarten parking lot will remain in use. As seen on our plans we will be closing the
existing driveways to the parking lot and opening two new drives for circulation. This
will allow us to stripe several new parking stalls. In addition we will lose several parking
stalls because of a new "drop off area" that will be created near the outdoor canopies.
We will have a total of 58 parking spaces provided in this reconfigured parking lot. In
addition, we will be constructing a temporary parking lot across Francis Drive which will
accommodate 38 new parking spaces. These parking spaces in addition to 18 parallel

parking spaces which will be accessible on Williams Drive will accommodate a total of 114
vehicles. Given that the school normally operates using 110 parking spaces, this number should
be sufficient to avoid any significant parking problems during the construction phase of the
project.
Queuing
Current Drop-off Queue Length
Under existing conditions the parent drop off occurs within the I" - 4cn grade parking lot. In the
morning this queue length is not as significant as it is during the afternoon pickup as vehicles
stagger during the morning peak. During the afternoon peak the queue length is approximately
600 feet as it continues thru the parking lot and out into Williams Street. If the queue were to
leave this parking lot and continue all the way to Gilchrist Street the length would be 850 feet.
Transition Drop-Off Queue Length
As stated earlier, during the construction phase of the project, Williams Street from Gilchrist to
the current bus drop-off will be closed to thru traffic. This means that the current Kindergarten
parking lot will be used for drop off and pick up. Circulation will be entering from Francis and
existing Williams Street, with the drop off point being closest to the exit on Williams Street.
Williams Street will remain signed one-way northbound during the construction period as well as
upon completion of the project. The queue length within the parking lot is approximately 400
feet and because this length is not nearly enough for the school, the queue will extend out into
Francis Drive. The only way to accommodate this is to stripe a center two-way left turn lane
within the Francis Drive pavement from the parking lot entrance to Ashburn. This striping will
accommodate another 30 vehicles in 600 feet, for a total queue length of 1000 feet for the school.
Certainly during the first 2-3 weeks of school, CSISD will need to employ the services of off-
duty police to help with the traffic control in Francis Drive. We see this as the best option during
the construction period when we have not only an operating school but construction on the site as
well.

We still have one more easement abandonment application to be submitted for the
easement which covers the existing sewer line to be abandoned. We are awaiting one
last signature from the adjoining property owner for that application. We will also be
submitting a complete drainage report and flood study for your review.
