SUBJECT: Conditional use permit for Cody's expansion
At the September 20, 2001 Planning and Zoning Commission meeting,
consideration of and possible action on a conditional use permit request to
expand Cody's nightclub in the Park Place Shopping Center (2505 Texas Ave.,
Suite 101-D) was tabled. At the commission's request, information has been
gathered from the Police Department regarding Cody's.
In the Police Department, a "call" is an incident that the police have documented
in their database. These calls may be initiated by the police themselves or by
citizens. In one visit to a location, there may be one call or several. They range
from going to a site to ensure everything is normal to issuing citations or
conducting arrests.
In Police's database, there is one call for Cody's last year for an incident of a
non-personal nature (such as a door left open). From January to August 2001,
there have been 284 calls. This number includes calls made to the Park Place
Plaza parking lot at times when other businesses in shopping center were not
open. Ninety-seven of the calls ended in a formal report, warning, citation, or
arrest. Table 1 breaks down these incidents according to month and nature of
the incident. As can be seen in Table 1, the number of incidents increased in the
late spring and the end of summer.
Since the beginning of the year, 16 calls regarding Cody's were initiated by
citizens, 7 of which ended in a report, citation, or arrest. Table 2 is a summary of
the calls made to the Police and the actions that were taken in regards to the
issues.
Of all the calls made this year for Cody's, 8 have resulted in citations or warnings
to the nightclub-5 for disorderly conduct and 3 for loud party/music.
