(02-120) Item Summary: The applicant originally requested a rezoning to R-5 Apartments/Medium Density to prepare the 14.31 acres on Krenek Tap for condominium development. The request was amended on July 24, 2002 as per the applicant's wishes. Land to the north of the subject property is currently zoned R-5 and R-3 Townhouse and is developed as apartments and duplexes. Land southeast of the property is developed as a church. Undeveloped land east to the frontage road is owned by the same person as the subject tract and is concurrently under consideration for a zoning change (from R-1 to C-1 General Commercial). Comprehensive Plan Considerations: The Land Use Plan shows the subject tract and land to the north to be Residential Attached (10-20 dwelling units/acre gross). Unlike the Comprehensive Plan, the Zoning Ordinance describes different residential districts by their net allowable densities. When the net density is estimated from the gross by reducing the amount of land by 25% (an estimate for public amenities) and dividing the number of dwelling units by the remaining land area, the net density allowed in Residential Attached as described in the Comprehensive Plan is 13.3 - 26.7 dwelling units per acre. Based on this range, R-4 would allow an appropriate density (16 dwelling units per acre) as would R-3 Townhouse (14 dwelling units per acre). Duplex densities would be marginal (12). According to the Land Use Plan, land to the east of the subject property is intended for Mixed Use Development. Land to the west is planned for Single Family Residential Medium Density. As R-4 Apartments/Low Density, the subject property would be in compliance with the step-down zoning approach suggested by the Land Use Plan. The Thoroughfare Plan designates Krenek Tap Road as a minor collector. Central Park Lane is a minor collector that extends from Colgate Drive south across Southwest Parkway. Central Park will continue southward along the eastern boundary of the subject property as it plats. Minor collectors are designed to handle 1,000 to 5,000 vehicles per day. Fully developed R-4 on the subject property would add approximately 1500 trips to the roads and R- 3 would add 1400. Item Background: The property was annexed into the city in 1971. R-1 Single Family Residential zoning was placed on the land as a holding zone. The property has remained R-1 and has not platted. In the last couple of years, there have been several preparations made for development in the area including a rezoning to C-1 at the corner of the frontage road and Southwest Parkway, continuation of the Dartmouth Extension CIP, and City Council support of the City Center conceptual plan. Related Board Actions: The Planning and Zoning Commission reviewed this request on July 18, 2002 and tabled the item with a request for more information regarding the possible impacts of all appropriate zoning districts for the property. A draft of the meeting minutes is attached. The Planning and Zoning Commission will have the opportunity to remove the item from the table and reconsider the rezoning at their August 1, 2002 regular meeting.
