SUBJECT: SOUTHLAND #517 (WTF) CUP - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review and to be
scheduled for a future Planning & Zoning Commission meeting:
A Certificate of Compliance with FCC Regulations and Emission Standards;
Two (2) revised site and landscaping plans.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If
you have any questions or need additional information, please call me at 764 -3570.

PLANNING
THIS IS A STOP REVIEW. This was not a complete submittal. Items that need to be
addressed may affect the layout of the site. The following comments do not constitute
a full site plan review.
1. You must provide a certificate of compliance with FCC regulations and emission
standards. This is required for your submittal to be complete.
2. The distance from the cell tower to the property line is measured from the closest
edge of the tower to the closest edge of the property line. This distance from the
tower to the R -1 zoning boundary measures 116' on your site plan. This distance
must be at least the height of your tower. The tower you have proposed is 120'.
3. Please provide current zoning on abutting parcels.
4. Please show 100 -year floodplain or floodway on or near the sight, or make a note
referencing the FEMA map that there is none on the site.
5. Please provide building setback lines on the overall site plan. Section 7, Table A of
the Zoning Ordinance.
6. The minimum driveway width is 20 feet.
7. Please show irrigation information for landscaping or provide a note on how
irrigation system requirements will be met prior to issuance of C.O.
8. The required landscaping should be placed in such a way that it lessens the visual
impact from one, or all of the abutting tracts of land that have residences or church
facilities on them. The proposed placement of the landscaping does not do this.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer provides digital AutoCAD 20001 version of plat and /or site plan.

5. Developer provides load data for project.
6. Developer provides temporary blanket easement for construction
purposes.
7. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Friday, August 23, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled
for September 5, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
Ten (10) copies of the revised site plan; and,
The required documents to process your Easement Dedication Sheet.

PLANNING
1. Please provide the required documents with the Easement Dedication sheet. These
documents are listed at the bottom of the Easement Dedication sheet.
2. Your plan shows the distance from the cell tower to the R -1 zoning boundary as
118'. This dimension is incorrect. Please re -scale the line. The distance when
scaled is 116.5'. This is the maximum height that the cell tower may be.
3. Please replace the proposed chain link fence with a solid screening wood fence.
4. There is currently no variance process to the landscape section of the ordinance,
which includes the irrigation requirements. You will be required to irrigate your
plantings with an approved irrigation system. Please show your irrigation plan or
provide a note on the plan that the irrigation plan must be approved prior to
Certificate of Completion.
