SUBJECT: FINAL PLAT (REPLAT)- ONE LINCOLN PLACE (FP)
Item: Discussion and possible action on a FINAL PLAT for ONE LINCOLN PLACE
(FP), consisting of 2 lots on 2.9 acres on University Drive. (02-00500108)
Applicant: URBAN DESIGN GROUP
Staff Recommendations: Staff recommends approval with Staff Comments # 2.
Item Summary: This item is for consideration of a Replat of One Lincoln Place Lot 3,
Block 1 located at 1010 University Drive. The entire tract is 2.9 acres. The subdivision
will create two lots, one being 1.1 acres and the other 1.8 acres. The property is
currently zoned C-B. The subdivision meets the minimum zoning requirements.
The Applicant has submitted a TxDOT Permit application to move the east driveway
from its present location to adjoin the property to the east and line up with the proposed
median break in the University Drive Upgrade project. In order to allow Lot 3A and Lot
1 R to the east full access to the new driveway the plat needs to reflect an access
easement.
A sewer main is required for this subdivision, plans for which have been reviewed and
approved by Staff.
Comprehensive Plan Considerations:
Land Use Plan: This property is reflected as Regional Retail and currently zoned C-B.
Thoroughfare Plan: University Drive is a Major Arterial.
Parkland Dedication: N/A
Open Space Dedication: N/A
Special Area Plans: The subject property is in the University Drive Overlay District.
The subject property will be required to meet all applicable requirements at the Site
Plan stage.
Budgetary & Financial Summary: N/A

SUBJECT: ONE LINCOLN PLACE (FP) - Final Plat
Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information by Monday, June 10, 10:00 a.m. to
be placed on the next available Planning and Zoning Commission meeting scheduled
for June 20, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised final plat; and,
One (1) Mylar original of the revised final plat with the appropriate
signatures.
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart@ci.college-station.tx.us

PLANNING
1. Please change the vacating and final plat to a final plat (replat).
2. The parking easement should be changed to a private parking and access
easement that includes the drive aisle to the parking spaces to ensure that lot 3A
will have access to its parking spaces.
3. Please be aware that the Site Plan for the hotel states that 94 parking spaces were
provided and 89 required. Being that this is a hotel, technically only 81 spaces
would be required. This means that, of the 27 spaces proposed to be on Lot 313,
only 13 spaces can be used for the development of Lot 313 and 14 spaces will
remain tied to the Hotel, Lot 3A.

2. Please show access easement from TXDOT ROW to Lot 3A property line on east
