Benchmark is conducting a National Environmental Protection Agency (NEPA) Land Use Screening
on the above referenced property. A requirement of the screening is that historical information about
the property in question be obtained from the State Historic Preservation Office.
Verizon Wireless is proposing to construct a 140' monopole tower for at the above location. The
tower and a 12' x 20' equipment shelter will be placed within a 100' x 100' compound. The property
is currently undeveloped land. The subject property is located at latitude 30 36' 5.2" North and
longitude 96 22' 13.4" West.
The surrounding area consists of undeveloped land, a telecommunications tower, residential
properties, and roadways.
The surrounding area and the general area of potential effects (APE) of the antenna array consists of
undeveloped land, a telecommunications tower, residential properties, and roadways.
Dr. Charles Schultz, Historical Representative with Brazos County was contacted to determine if the
project site may affect districts, sites, buildings, structures, or objects significant in American history,
architecture, archeology, engineering, culture or Indian religious sites that are listed or are eligible
for listing in the National Register of Historic Places. No information has been received from Brazos
County.
According to information accessed on the Texas Historic Sites Atlas web site, the project site and
surrounding areas are not listed as a historical properties.
Based on Benchmark staff's own visual observation of the subject site and the surrounding vicinities,
and through interviews with local, knowledgeable people, the above referenced property is not
deemed to be suspect of historical significance, however, I would like to request historical
information regarding the above referenced site from the SHPO.
For my documentation I need to know if the project site, is contained in, on, or within the viewshed
of a building, site, district, structure or object, significant in American history, architecture,
archeology, engineering or culture that is listed, or eligible for listing on the State or National
Registers of Historical Places.
Please send me a written response upon receipt of this letter stating your findings, indicating
specifically whether or not our site is in, on or within viewshed of a historical district, site, building,
structure, or object listed in the National Register of Historic Places.

San Antonio MTA, L.P., ( "Applicant"), licensee of KNLF228 (Houston, TX
MTA014B), proposes to construct a 140 ft. self - support tower ("Easterwood- Kinman ")
on a site at 3790 Raymond Stotzer Parkway in College Station, Texas.
This site is located at NAD 83 coordinates of 30° 36' 6.19" / 096° 22' 4.26" and
was selected to provide radial coverage of radio frequency transmissions in the area. Site
selection was based on the need for coverage in the area.
Applicant has employed an environmental consultant to study the site. That study
has produced the findings of no adverse environmental impact in the eight categories of
study.
In addition, Applicant has obtained approval from the State Historic Preservation
Officer, with the finding that no historic properties would be affected, and the project
may proceed.
Applicant will ensure that all appropriate local permits have been obtained prior
to any construction. In addition, Applicant will apply to the Federal Aviation
Administration to obtain a favorable Determination of No Hazard. Applicant will
register the antenna structure with the Federal Communications Commission.
Inasmuch as construction of the proposed site will facilitate improved service
within the Applicant's market, approval of the proposed site will serve the public interest,
convenience and necessity.

Re: Information in reference to the Easterwood Location
Dear Mrs. Hitchcock,
In reviewing our request for a 140 foot WTF in the College Station city limits, I would like to
explain our efforts at General Dynamics to locate this facility. Verizon Wireless is in the process
of improving service to its customers in and around the Brazos County area. In these efforts,
additional WTF's are required in various locations to insure quality service. On each search ring
received, the process for acquiring and locating each WTF is as follows:
Each search ring is driven to search for existing structures to locate Verizon antenna's
*In doing this for Easterwood there were two exiting towers with no available heights:
• Once General Dynamics determines there are no existing structures to locate the
required antenna's, an owner list is acquired from the local appraisal district and
proposal letters are sent to each owner in the search ring area. General Dynamics would
then receive indications of interest from each owner in order to visually evaluate their
property for locating a WTF. (A mailing list is attached)
• Each candidate is reviewed and one property is selected that meets the requirements set
by Verizon.
With the proposed Easterwood location, we at General Dynamics feel the attached property is
the best fit. Reasons for this are as follows:
• The property has an existing access road and gate
• Power and telephone are already in place near the proposed location
• This location shows minimal visual impact on the surrounding community.
• This location fits well with the FAA height limitations. (This location is near the
Easterwood Airport; The FAA elevation Map is attached)

• Letter from Verizon stating their company is willing to build a tower structure
capable of holding two other providers.
• Letter from the City of College Station Water/Wastewater Division stating there are
no water lines in the area capable of serving fire flows.
• Mailing list showing who was sent the proposal letter from General Dynamics
• FAA topographic map depicting the maximum height limitations within a one -mile
radius of the Easterwood site. (Center of the search ring)
• Tax map for the Easterwood search ring
• Map showing other MTA's in the search ring area. These include SBA Towers and
Crown Castle. Both have two carriers. There is insufficient space for locating
additional antenna's with the Verizon height requirements. This map also shows the
area with 470 feet AMSL height requirement set by the FAA. This would allow for
a structure up to and not above 141 feet.
• NEPA (National Environmental Policy Act) Land Use Screening Checklist
• Letter stating there are no historic properties affected by this project
• Eleven (11) maps showing other Verizon owned MTA's in the Brazos County area
• Eleven (11) copies of the visual impact analysis

RE: Request of June 12, 2002 about fire protection at 3790 Raymond Stotzer
Parkway
At this time it appears that the city will not have water lines to the west side of CR 2818 in the
Raymond Stotzer Parkway area that will be capable of serving fire flows for at least two years.
This date is dependent on development in the area and the developers or individual landowners
that have a desire for city water service installing the needed infrastructure for the city water
service. At this time there has not been any activity to my knowledge in the 3970 Raymond
Stotzer Parkway area that would show any future development of water infrastructure.
