SUBJECT: EASTERWOOD- KINMAN WTF- Conditional Use Permit Site Plan
Staff reviewed the above - mentioned site plan as requested and determined that the
application is incomplete. The following pages include staff review comments detailing
items that need to be addressed. Please address the comments and submit the
necessary information by an established deadline date to be scheduled for the next
available Planning and Zoning Commission meeting.

SUBJECT: EASTERWOOD- KINMAN WTF- Conditional Use Permit Site Plan
I spoke with Dave Smith and Wanda from General Dynamics this afternoon and told
them the case would not be accepted because the proposed tower does not meet the
ordinance requirement for tower separation. The proposed tower is less than 1000 ft.
from an existing tower in the county. They have commented that they will send stealth
options to staff to consider before they continue with the CUP. They have been told
they will not be on the July 18 P &Z meeting.

Project: EASTERWOOD - KINMAN WTF (CUP)- USE & SITE (02 -101)
Staff has stopped review of this project. The application submittal is incomplete
without the following items:
• A WTF facility plan drawing that identifies the location, height, and type of all existing
applicant -owned wireless telecommunication facilities in Brazos County including the
proposed facility.
• Three collocation alternatives to the applicant's development proposal along with
proof of a genuine effort in collocating on or attaching to an existing support
structure OR evidence that demonstrates that no existing tower or support structure
can accommodate the applicant's proposed WTF as described in Section 8.20 of the
Zoning Ordinance.
• A visual impact analysis as described in Section 8.20 of the Zoning Ordinance.
• Certification of compliance with FCC regulations and emission standards.
• A letter addressed to the City declaring an intent and willingness to construct a
proposed tower that would allow at least two other service providers to locate there.
• Notification of an impending environmental assessment required by NEPA and a
copy when the assessment is completed.
The following comments do not constitute a full review, but are items staff has
addressed at this point. A full review will be made of the next submittal.
PLANNING
1. This site will require fire protection. Please show the necessary hydrant, fire lanes,
etc.
2. New utilities must be placed underground. On sheet C1, please confirm that the
new service will be in compliance.
3. On sheet T1, please identify the City of College Station as the jurisdiction.
4. The present zoning of the property is A -O Agricultural Open. Please correct this on
the application.
5. On sheet C1, please show the current zoning of the subject parcel and the
ownership and current zoning of all abutting parcels.
6. Please include a north arrow on the vicinity map on sheet T1.
7. Please call out the tower's distance to a residential structure on sheet C1. If there is
not a residential structure close to the site, please call out a minimum distance (e.g.,
at least 1000 ft. away).
8. On T1, please identify the distance of the proposed tower to the nearest existing
tower.
9. Please provide a fence and gate of solid screening material (e.g., wood).
10. Please take note: If the tract plats, staff will have to further investigate the
dedication of rights of way as described on the survey.
11. Sanitation is OK with this project.

NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

ENGINEERING
1. Engineering will review the proposal once a complete submittal is received.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city).
5. Developer provides digital AutoCAD 2000i version of plat and /or site plan.

6. Developer provides load data for project.
7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).
