Item: Consideration of a Final Plat of 64.99 acres for Texas Centroid Ranch located on
the corner of Greens Prairie Road and Lakeway Drive. (0-137)
Applicant: Joe Schultz for Johnson Investments, Inc.
Item Summary: The current plat of this property designates the approximate 65 acres as
one tract. The proposed replat splits the original plat into three lots of varying size, 10.87
acres, 6.70 acres, and 47.42 acres, respectfully. The Land Use Plan shows the subject
area as low-density single family, however the subject property is currently zoned C-1
General Commercial. The proposed 10.87 acre lot (Lot 1) is currently developed as CIC
Insurance.
Item Background: The property was annexed into the City in 1983 and was rezoned to
C-1 in 1986. While Lot 1 has been developed as office use, Lots 2 and 3, which
comprise 54.12 acres of the total tract, have remained vacant.
Lot 3, the 47.42 acre piece, is pending a previously tabled rezoning request before the
City Council on August 24, 2000. The item was originally tabled by Council in order for
an agreement to be made regarding secondary access to Lakeway Drive. The subject plat
to be considered now accommodates a future right-of--way extension for Lot 3 to
Lakeway. The future 60' right-of--way will accommodate a neighborhood street with a
sidewalk through to Lakeway where safe pedestrian connections can be made for access
to the park and school as well as vehicular connections to the Lakeway-Greens Prairie
Road intersection. That intersection will be signalized in the future as Green Prairie Road
becomes urbanized. The right-of--way width will also accommodate an additiona120' of
landscape buffer to protect the existing single family in Pebble Creek from the future C-1
build-out of Lot 2 and the proposed street. The development of Lot 3 would require a
preliminary plat that would come before the Commission when Lot 3 is subdivided for
residential development. The City will require that the right-of--way be dedicated and
built with the final plat. Lots 1 and 2 will not change from the present C-1 zoning
classification and are shown in their final proposed configuration on the plat.
Staff Recommendations: Staff recommends approval of the final plat.
Commission Action Options: The Commission has final authority over the final plat.
The options regarding the final plat are approval as submitted or denial. Defer action or
table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: There is an existing 18" waterline in Greens Prairie Road.
Sewer: There is an existing 10" sewerline in Greens Prairie Road.
Streets: The plat has approximately 2,420 feet of frontage along Greens
Prairie Road, which has a 130' right-of--way and is classified on the thoroughfare
plan as a major arterial. At this time, Lakeway Drive is considered to be a local
street on the thoroughfare plan. The subject plat does not anticipate the building
of any streets.
Off-site Easements: None
Parkland Dedication: None required for commercial platting.
Drainage: The site will be required to meet the Drainage Ordinance at the site
plan stage.
Flood Plain: None
Oversize request: No oversize participation is anticipated.
Impact Fees: None

PLANNING
1. Metes and Bounds "plat call" compass coordinates differ from what are
shown on the original plat.
2. Include original plat on re-plat.
3. Remove "Tract" reference on each lot.
4. Include a landscape buffer (20') in the portion of the ROW that is to be the
future street. This will separate the commercial and residential zoning
uses.
5. Remove dotted line shown on Lot 3.
