Dear Natalie:
Please find enclosed two (2) 24" x 36" drawings revised as per our discussion showing
the building location on the 3.79 acres (Crystal Park Phs I, Block 1, Lot I v 2451 p 63).
Also I would like to propose the following:
1. Maximum building height of 30'
2. Allowed uses to include A-P (current zoning) as well as light retail where -
A. All sales would be conducted inside the premises
B. All sales of products would have a heavy emphasis on custom service as a
component of the sale.
C. Some possible uses might include: art gallery, custom jewelry, upscale
men's and/or women's clothing, upscale custom clothing accessories,
small coffee/sandwich shop.

Re: Karbrooke Property (formerly known as Crystal Park Plaza)

To whom it may concern:
In July of 2000, the City Council rezoned the above referenced property from A-P
Administrative Professional to PDD-B Planned Development District-Business. It has come to
our attention that the PDD zoning of the above referenced property has expired. The property
has reverted back to its previous zoning, A-P Administrative Professional.
According to City Zoning Ordinance #1638 (Section 7.2.M. Expiration of Approval): "The
Concept Plan shall expire and the zoning shall revert to the previous zoning classification that
existed on the effected properties prior to the PDD rezoning if further development action has
not been apparent within 24 months of the PDD Ordinance".
An amendment to the PDD ordinance was approved in August 2001 that placed an expiration
date of 24 months on all PDDs, therefore, the PDD zoning expired in August 2003.

The site lighting for the above mentioned property will be typical of a professional otFu:e
building parking lot, There will be no spot lighting or lighting that is obtrusive or
unattractive.
The landscape design will comply with all point requirements for the City of College
Station and will be designed to create a professional attractive atmosphere.

In response to your fax dated June 2"d, I do remember receiving something related to the
subject inquiry. As my role within the City of College Station is confined to the
management of the capital improvement program and with inspection of public
infrastructure for private development projects, I did not know why this was sent to me.
I assumed that it was just for reference information and was forwarded to our archive
area. They have been unable to locate the document.
Your note indicates that this had something to do with a drainage easement. The area of
City involvement would most likely be that of Development Services which has authority
over the City's drainage or Legal which is the authority over land agreements.

Concerning your fax, is Karbrooke trying to dedicate a drainage easement for maintenance by the City or,
as you described, are they are "requesting" it from the City? It appears that they own the property where
the drainage easement is described. From looking at the Kerr survey graphics, I cannot determine where
the parcel is located.
Some time ago I remembered receipt of something about Karbrooke from Horlen, Holt & Hollis, PLLC.
Not knowing what it was all about or why I had received it, I assume it got filed in our storage area. The
memo (attached) dated June 5th was sent to the attorneys in response to their inquiry about not having
received a response.
I am still unclear what this is all about.

In discussing this with Paul Urso, he indicated that this is behind Chrystal Park Plaza and has been a
problem for a long time. It is currently private maintenance and detention with a need to clean and
maintain the area at regular intervals and a significant cost. I assume that is the reason why they are
wanting to dedicate it to the City so that the City will assume that responsibility. I do not know why we
would want to assume responsibility for that. I would vote to leave it private.

the easement to the city.
