Item: Consideration of a Final Plat for 14.226 acres - Westfield Addition Phase I, located along
Graham Road just west of the CSISD new middle school site. (98-205)

Item Summary: A preliminary plat for this property was approved by Council in 1998. This
final plat is in compliance with the preliminary that was approved. This is the first phase of a four
phase project that will plat this area from the CSISD new middle school to the future Victoria
extension for single family development. The Parks Board reviewed the parkland dedication shown
on this plat and approved the location. The creek on this plat is the north fork of Lick Creek and is
shown on the draft Greenway Master Plan. This project along with the Alexandria Subdivision to
the south of this tract have shown this creek area to be parkland dedication.
Budgetary & Financial Summary: NA
Staff Recommendations: Recommends approval of the request as presented with the following
conditions:
1. Remove topo from the final plat
2. Provide paid tax certificates
3. Provide additional right-of-way on Graham Road (shown with vol/pg).
4. Easements for the sanitary sewer extension need to be provided through Phase I and Phase
IV(shown by vol/pg for Phase IV).
5. Change the date on the final plat
6. Provide information regarding detention onsite/offsite or the ability for the downstream system
to accommodate the additional runoff. If provided for onsite, one lot may be lost and need
to be changed to a drainage easement. A pond located on the property will need to be
dedicated in a public drainage easement but with homeowners association documents
providing for maintenance of the pond.
7. Provide final hydraulic/hydrology information to establish the limits of the floodplain and assure
that there are 4 acres of parkland dedication outside of the floodplain on the preliminary
plat (per parks board minutes).
Commission Action Options: The Commission has final authority over the final plat. The
options regarding the final plat are approval as submitted, approval with conditions, or denial.
Defer action or table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: Water is provided along Graham Road and will need to be provided into
the plat to serve the properties.
Sewer: Will be provided from the Springbok subdivision along the north fork of
Lick Creek. A part of this plat is in the Graham Road impact fee area, however
this portion will be deleted with the 6th year update on this impact fee area due
out in 1999.
Off-site Easements: Will be required for sanitary sewer and perhaps drainage
depending on possible detention requirements.
Streets: Westfield is shown as a combination 60' ROW and 50' ROW and serves
the purpose of both a residential and residential collector for the subdivision.
Drainage: Drainage easement locations, if required, will be determined with the
final submittal of a drainage report.
Sidewalks: Will be required internally. The sidewalk along Graham Road will be
constructed with the City's Graham Road CIP project.
Flood Plain: Floodplain exists on this property. The developer has still to confirm
the final location of the floodplain boundary. Once determined the line will be
located properly on the final plat and a total parkland dedication of 4 acres
outside the floodplain on the preliminary plat will be verified.

Item: Consideration of a Preliminary Plat for Westfield Addition Phase II located in the
700 block of Graham Road, west of Westfield Phase I; aproximately 5.3 acres. (00-37)
Applicant: John Szabuniewicz for Westfield Addition, Ltd.
Staff Recommendations: Seeing that this submittal has met the requirements for a
Preliminary Plat, City staff recommends approval of this item.

Item Summary: The subject property is located on Graham Road, west of Phase I The
property is currently zoned R-1. The 5.3 -acre development will consist of 66 single-
family lots.
The parkland dedication requirement for this development has been met with the
dedication of 4.3 -acres to the east in Phase I Phase II abuts Lick Creek South Fork. A
culvert/ pathway will be installed with Phase III for stormwater detention. The resulting
100 -year floodplain will be dedicated to the City's Greenways Program.
Comprehensive Plan Considerations: The City's Thoroughfare Plan impacts this phase
of the Westfield Addition by way of improvements to Graham Road. ROW has been
dedicated for this purpose. Phase III will include the extension of Victoria Avenue.
Parks and Open Space have been addressed in the design of Westfield Addition with the
dedication of parkland (Phase 1) and greenway (Phase 111).

INFRASTRUCTURE AND FACILITIES
Water: Water for this development will be supplied by an existing 12"
waterline along Graham Road.
Sewer: An existing 8" sewer is available and is suitable for this size
development.
Streets: Internal urban streets will be constructed to serve Phase II. Access
into the subdivision from Graham Road will be through Meadow View Drive
and Westfield Drive in Phase I.
Off-site Easements: Right-of-way has been granted for the construction of
Graham Road.
Drainage: The developer has submitted a drainage report that includes the
construction of a culvert across Lick Creek which will curtail run-off from
Phases II, III and IV. The culvert will create a detention pond area utilizing the
natural channel that is to be dedicated to the City as greenway.
Flood Plain: The 100 -year floodplain has been determined for this project and
is depicted on the preliminary plat as hatched area. The floodplain is detained
behind a culvert/ pathway to be constructed in Phase III. Minimum slab
elevations have been established for homesites along the floodplain area.
