The Mylar for the Final Plat needs to be filed before Site Plan approval will be granted. 2. Please correct the scale. The graphic and scale description do not match. 3. Please remove "Future Building Site" and future building footprint from the site plan. 4. North Arrow is not facing the correct direction. 5. Fire lane needs to be striped. 6. FYI, fire lanes in excess of 100 feet shall provide a turn around as described in the Site Design Standards. It appears that a fire lane for this site would exceed 100 feet. 7. Label contours on the site plan. 8. FYI, since this property is zoned for Industrial Uses, bicycle parking is not required. 9. FYI, the parking island table references parking islands, but the parking islands are not labeled on the plan. 10. FYI, a chain link fence is considered visually offensive and will need to be screened 100% from view. An alternative type of fencing may work better for the project. 11. Utility easements are allowed to be fenced if unlocked gates are provided to allow free movement of excavating machines, maintenance equipment, and personnel throughout the full length of the easement. 12. The 10' PUE southeast of the property appears to be shown as 5'. Please revise. 13. Please remove the "Variable Width ROW Dedication" as that was dedicated with the plat. 14. Will there be a curb at the western portion of the existing building? The curb appears to stop at the parking island. 15. FYI, curbing is required at the perimeter of all paved surfaces. It does not appear a curb is being shown between the buffer yard and pavement, nor at the western portion of the site. 16. The three parking spaces at the back of the property will need to be 9' x 20' unless a landscaped island with a minimum depth of 4' abuts the parking spaces. 17. Add a general note that signs are permitted separately. 18. Please state how solid waste will be handled (i.e. roll-off container). 19. In regards to the buffer yard, all new plantings and irrigation are required to be located outside an easement. Staff would like to setup a facilitation meeting to discuss the buffer yard requirement. Please contact me at 764.3570 to setup a meeting time. 20. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Matt Robinson Date: 2/20/09 LANDSCAPING/STREETSCAPING/BUFFER 1. Landscaping needs to be dispersed evenly through the site including the detention pond. Please see that attached list detailing acceptable plantings for the Detention Pond: PLANT LIST FOR DETENTION POND AREA TREES: 1. 1.Pond cypress (variety of Bald Cypress has less knees protruding above ground 2. 2.River Birch SHRUBS: 1. Dwarf wax myrtle 2. Little red Oleander 3. Umbrella plant 4. Dwarf Pampas grass, grows 4'ht., blooms 6' ht. 2. The square footage for points does not appear to match the acreage of the property. 3. The flume spillways will need to be treated so as to replicate stone, wood, or other alternatives approved by the administrator per LIDO section 7.8.B.2. Detention Pond Aesthetic Design. 4. Please provide a detail regarding the proposed buffer wall and fence. 5. Please see Engineering's comments regarding trees being planted in PUE's. Reviewed by: Matt Robinson Date: 2/20/09 MISCELLANEOUS 1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. As was discussed in the PAC meeting, a fire hydrant is required on the north side of Graham Rd. to serve the property. Please provide a plan and profile drawing for the fire hydrant and waterline extension. FYI The fire hydrant must be within a PUE. 2. Please provide a sealed cost estimate. 3. Please provide a fire flow report. 4. Site Plan - Please provide volume and page number on all existing easements. 5. Site Plan - Please label the detention pond and storm sewer conduit as "Private." 6. Site Plan - Please verify that the proposed masonry wall will not block existing drainage. 7. Site Plan - Please show proposed water and sewer service lines. Water meters will need to be within a PUE. 8. Site Plan - Please show and label existing water service line tying into existing building. Water meters should be within a PUE. 9. Site Plan - Please revise General Construction Note #2. 10. Site Plan - Please provide sewer demand calculations. 11. Site Plan - Please label contours. 12. Grading Plan - No more than a 6% grade is allowed on any length of fire lane. Please revise. 13. Grading Plan - The drainage swale along the eastern property line should be labeled. 14. Grading Plan - Please label the slopes along the drainage swales and flumes. 15. Grading Plan - The inflow elevation of the 12-inch pipes doesn't match the given contours. Please verify. 16. Grading Plan - Based on the contours, it does not appear that water will be accumulating where the 12-inch pipe inflow is located. How are the 12-inch storm sewer pipes proposed to function? Is additional grading proposed? 17. Grading Plan - Please label the emergency spillway and provide key elevations. 18. Erosion Control Plan - Erosion control measures should be shown on Sheet C2. 19. Drainage Report - (Appendix D - Pg. 8) Please provide the acreage of the offsite runoff received on this property. 20. Drainage Report - (Appendix D) In the Executive Summary it was stated that a portion of the site's runoff flows to Edelweiss Estates' detention pond. This should be documented in Appendix D. 21. Drainage Report - Please verify the drainage areas provided in the HEC-HMS data tables. These tables seem to indicate that the site is much larger than it is. 22. Drainage Report - Please provide a detention pond analysis for the 10-yr storm event. 23. Drainage Report - Please provide HEC-HMS data for the 50-yr storm event. 24. Drainage Report - Please clarify the difference between the "EV and "POND" acreages provided in the table. 25. Drainage Report - Should the "EV impervious cover percentage be 31 % in Exhibit D? 26. Drainage Report - Please verify that the "POND" impervious cover percentage is only 67%. 27. FYI A copy of the private access easement is required prior to CO. 28. FYI A building permit will be required for the masonry wall. 29. FYI The subject tracts are located within a Graham Sewer Impact Fees Area ($316.07/LUE). 30. FYI We would recommend that you avoid planting trees with large root systems close to or on top of shallow utility lines, especially within PUEs. These trees may create maintenance issues in the future, and they would have to be replaced at the owner's expense if they were removed or damaged due to utility line repair. A twenty foot fire lane is needed if structure is less than thirty feet in height or twenty six foot if the structure is over thirty feet in height. 2) Fire lanes to be marked according to City Ordinance. 3) A Knox Box is required for the new structure. The map scale listed (1" = 30') does not match the scale of the map/drawing. This appears to be at a 1" = 20' scale. Please revise. 2. Sh.C4 - A TS&V can only be used on a 12-in waterline if the tap diameter is 6-in or less. Please revise plans and cost estimate. 2. Sh.C4 - A minimum 16-in encasement pipe is required for the 8-in waterline crossing. Please revise the plans and cost estimate. 3. Sh.C4 - A dry bore is required for the waterline crossing Graham Rd. Please revise the plans and cost estimate. 4. Sh.C4 - Please verify that the fire hydrant is no closer than 5.5-ft to the closest edge of the PUE. 5. Sanitary Letter - According to the sanitary sewer letter, uniform distribution of flow throughout the day is assumed. Given this assumption, should the daily flow be 1260 gpd? 6.
