SUBJECT: Northgate Lofts - Discussion and consideration of the site and
landscaping plan. The proposal is to construct two apartment
buildings located at 405-409 Tauber Street (02-96)
The PRC held a meeting on Wednesday, May 29, 2002, to review the above-
mentioned project. Staff Planner Reeves stated that the applicant made a
submittal meeting the technical revision of staff review comments #1 since the
PRC members have received their packets. Staff recommends approval with the
recommendation they install the 6-foot sidewalk along Tauber Street.
Commissioner Williams stated that at the last meeting it was approve for 1
parking space per bedroom, which will be 8 and now they have 10 parking space
per apartment complex. Mr. Schultz stated that Mr. Cooley needed visitor
parking spaces so, it was cut down from 10-plex to an 8-plex. Mr. Cooley stated
that someone made an offer for the Phase 2 portion of this, therefor he may only
be constructing just one 8-plex. If the deal goes through, Mr. Cooley and the
future owners will share parking. Mr. Schultz stated that they would construct
Phase 1 of building one and 9 parking spaces. Then, there will either be another
site plan come in and eliminate their Phase 2 or they will build Phase 2 of the

second building at a later date. Ms. Ruiz stated that how the site plan is drawn
Phase 1 could stand on its own, but if they plan to share parking staff would have
to take a closer look at the proposed site plan when for Phase 2.
Commissioner Hawthorne made the motion for approval with staff
recommendations for a 6-ft. sidewalk on Tauber St. Commissioner Trapani
seconded and it passed 3-0.

SUBJECT: Boyette Estate Partition Ten-Plexes Parking - Discussion and
consideration for parking requirements for multi-family project

Northgate (02-53)
The PRC held a meeting on Wednesday, March 20, 2002 to review the
above-mentioned project. Staff Planner Reeves stated that the applicant is
requesting one parking space per bedroom. Commissioner Floyd clarifies with
the applicant that they want to replace a 1-bedroom duplex, a one-bedroom
house and a 2-bedroom and a one-bedroom duplex with two 10-bedroom units.
Currently, the code requires 1.5 parking per bedroom which will be a total of 30
parking spaces. The applicant is proposing 20 parking spaces since the
proposed area is so close to the public parking garage.
Commissioner Floyd asked if there was a sidewalk. Mr. Williams stated
there is not one on Tauber Street, but there is one on College Main. Staff
Planner Jimmerson mentioned the Cherry Street Four Plexes were approved
with less parking than required by the code. Commissioner Floyd's main concern
was the sidewalks. Mr. Cooley stated the sidewalks are only on College Main

and Church Street. Mr. Williams stated that most of the parking is directly off the
streets.
Commissioner Kaiser asked if the 1.5 parking requirement was citywide or
a Northgate requirement. Staff Planner Reeves stated that Northgate does not
have a parking standard and it is at the PRC discretion. The parking standard is
the city's standard. Commissioner Kaiser recommended a uniform standard for
the parking spaces in the Northgate area. Commissioner Floyd stated this could
be an item in a workshop meeting.
Commissioner Floyd asked about the handicapped parking. Staff Planner
Jimmerson states that is determine by the building code. Ms. Ruiz stated that
the code recommends 1 handicap space per 25 spaces and below.
Commissioner Floyd recommended numbering the parking spaces for
each tenant since there has been parking issues in Northgate in the past. Mr.
Cooley stated he already has that in his plans.
Commissioner Floyd motioned to approve the parking spaces of 20 plus
with appropriate handicapped parking and numbered parking spaces.
Commissioner Kaiser second and motion, which passed 3-0. Commissioner
Floyd requested at a workshop to discuss the parking standards at Northgate
and for staff to use this case as an example.

All proposals involving site development or redevelopment in the Northgate District shall
require a review by the Project Review Committee (PRC).
Zoning District: NG-3, Residential Northgate
Location: Lots 12, 13 & 14, Block 4 W. C. Boyett Estate Partition
Applicant: Quinn Williams
Item Summary: The applicant is requesting a determination by the PRC of the
parking requirement for the proposed project before they proceed with further project
development. A full site plan submittal requesting approval of other site elements will
come before the Committee at a later date.
The standard parking requirement for one-bedroom apartments is 1.5 spaces per unit.
Given the pedestrian nature of the district and the proximity of the public parking
garage, the applicant is requesting a parking requirement of one space per unit.
Item Background: Section 7.24.E.3.e of the Zoning ordinance allows for the PRC to
determine the parking requirement for projects in NG-3. If the PRC feels additional
information is necessary to make the determination a parking and traffic impact study
may be required.

District shall require building color approval from the Project Review Committee (PRC).
Zoning District: NG-3 Residential Northgate
Location: 405 - 409 Tauber Street, just north of Cross Street.
Applicant: Bill Cooley
Item Summary: The applicant is proposing to construct two apartment buildings,
each building consisting of 8-one bedroom units. The proposal is to
develop this project in two phases, developing each phase with 8-
one bedroom units.
Item Background: The applicant came before the (PRC) Project Review Committee
March 27 of this year to discuss and consider parking requirements
for this multi-family project. The PRC granted permission for this
development to provide one parking space per bedroom.
