SUBJECT: NORTHGATE LOFTS (SDSP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
Two (2) revised site and landscaping plans.
Parkland Dedication fees ($457 per dwelling unit x 16 = $5,520) due prior
to the issuance of a building permit.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If
you have any questions or need additional information, please call me at 764-3570.

Staff reviewed the above-mentioned site plan as requested. The following page is a list

Six (6) complete sets of construction documents with the revised site and
landscaping plans attached;
Two (2) revised site plans;
One (1) revised landscaping plans; and,
Fire sprinkler calculations.

Staff reviewed the above-mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $100
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:

STAFF REVIEW COMMENTS NO. 1
Project: NORTHGATE LOFTS (SDSP)-SPECIAL DISTRICT REVIEW (02-00500096)
PLANNING
1. In NG-3 there is a bicycle-parking requirement, you are required one bicycle parking
space per dwelling unit this would require 8 bicycle-parking spaces for each
proposed building. Please show location of your proposed bicycle parking.
2. Please be aware that in section 7, 3.J of the Zoning Ordinance, that dumpsters
shall be kept in the rear of the building and shall be screened with devices made of
masonry or wood with surrounding landscaping. Dumpster pads for a 300 gallon
container are required to be 10-ft. x 10-ft. with a 6-ft. solid screening wall around it.
The proposed enclosure measures out at 10-ft.x 7.5-ft. deep. The plan shows two
300-gallon containers but the width is only big enough for one.
There is a 20-ft. site triangle on both sides of your driveway. The proposed dumpster
location is within this triangle and would not be acceptable.
3. Please show opposite and adjacent driveways per Driveway Ordinance.
4. Please show ROW dimensions for Tauber.
5. Water meter must be within an easement or ROW.
6. Please show the closest fire hydrant and the distance.
7. Please show curb and pavement detail.
8. Being that the subject property is located in the Northgate District and is
predominately a pedestrian oriented area, staff is recommending that you install a
sidewalk along Tauber.
9. Apartments developed in the Northgate Zoning District according to the Northgate
Design Guidelines you will be required to install a mail kiosk that is in line with a
similar design and materials as the proposed apartment building.
LANDSCAPING
10. NG-3 refers you to Section 11 of the Zoning Ordinance when it comes to
Landscaping requirements. For Phase 1 of your development your streetscape
requirement will require 1-canopy tree and 270 points in addition to your landscape
point requirement. Phase 2 will have the exact same requirement for streetscape. All
plantings must be visible from the ROW.
11. Live Oaks require a 35-ft. separation requirement. All other canopy trees require a
20-ft. separation.
12. Live Oaks must be planted a minimum of 30-ft. behind the street curb.
13. Please show streetscape calculations in your landscape legend.
14.All plantings must be irrigated. Irrigation must plan must be reviewed and approved
prior to C.O. For the purpose of the site plan, you may provide a general note that
an irrigation system for all landscaped areas will be installed prior to C.O.

provided by the city.
5. Developer provides digital AutoCAD 2000i version of plat and/or site plan.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

1. Each water connection should be a separate tap (domestic, irrigation). However, a
fire sprinkler calculation must be done to ensure the 2" main along Tauber can
support fire flow requirements.

1. You are required to have a fire hydrant within 300-ft. of the building and the
building must be sprinkled per Jon Mies Assistant Fire Chief.
2. Staff is recommending 6-ft. sidewalks to the back of curb. Sidewalks are in
the Northgate plan for this area.
3. The mail kiosk only has a 2-ft. clearance from the curb, this is only enough
room for the two foot overhang for parked cars. You will need to provide at
least 3-ft. from the curb for ADA requirements.
