Dear Mr. Rians and Mr. Sosebee,
This letter serves to notify you that the above property is currently in violation of City of College
Station Zoning Regulations, in regards to landscaping requirements. According to the City of
College Station Zoning Ordinance, any landscaping required or set forth in the site plan must
comply with the standards of the Zoning Ordinance and be in accordance with the approved
landscaping of the site plan. From Ordinance number 1638 of the City of College Station Zoning
Ordinance, Section 11.6 states:
"Landscaping/Streetscaping shall be maintained and preserved in accordance with the
approved Landscape/Streetscape plan. Replacement of dead landscaping/streetscaping
must occur within forty-five (45) days of notification by the Zoning Official or his
delegate. Replacement material must be of similar character and the same of higher point
total as the dead landscaping. Failure to replace dead landscaping, as required by the
Zoning Official, shall constitute a violation of this section of the ordinance for which the
penalty provision may be invoked. "
This notice allows you an opportunity to comply without further ramifications and avoid potential
penalties. This also provides you with adequate time to plant within this optimal planting season.
Failure to comply with the Ordinance and fulfill landscape maintenance requirements within
forty-five (45) business days of receipt of this notification, shall constitute a violation of this
section of the Zoning Ordinance. A citation will be issued and can result in fines of up to $2,000
dollars per day, per violation. Each day can be considered a separate violation.

In regards to the landscaping Mr. Rians and I briefly spoke about on March 26, 2003, I have
enclosed a landscaping plan for the Standard Automatic Fire property, as requested. This
landscape plan is a copy for your review and may answer any questions you have about what the
property needs to be in compliance with the plan. I will be out for the rest of this week (March 26
- March 28), and will be back in the office on Monday, March 31 to answer anymore questions
you may have.

Steve Rians and Jeff Sosebee, owners of Standard Automatic Fire Enterprises,
Inc. (S.A.F.E.) are currently in negotiations with the City of College Station for the
acquisition of right-of-way along Graham Rd. They have also submitted a site plan for
review and approvalJt was brought to their attention that the site plan approval process
might interfere with the right-of--way negotiations they are currently in with the City. After
discussing the situation with you, we would like the City to continue with the site plan
approval process under the understanding that the owners will not pull a building permit
until after the right-of-way has been acquired through the current negotiations. If you

The following issues from the staff review comments have not been addressed:
1) Showing the water meter within a utility easement.
2) The R.O.W. taking and proposed drive location
3) Future driveway location
The owner would like to have a sit down meeting with the appropriate
representatives to discuss the above issues.
There was also a staff review comment regarding the square footage of the
warehouse space. The square footage of existing office space, existing warehouse
space and proposed warehouse space were all addressed in the parking analysis.
Lastly, the owner would like to pull his development permit as soon as possible
with the understanding that he will not be permitted to pull a building permit until the
items listed above are addressed.
