SUBJECT: Jack in the Box at Rock Prairie Crossing - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
Three (3) complete sets of the revised site and landscaping plans; and
The attached redlined site plan with staff comments.
If you would like for us to overnight the redlined site plan to you instead of sending it by
regular mail, please call or e-mail me with your account number. Otherwise, we will
mail the redlines to you by regular mail tomorrow, March 1, 2000.

STAFF REVIEW COMMENTS
No. 1
Project: Jack In The Box (Rock Prairie Crossing Shopping Center)
Comments made in this review could impact the site plan substantially. If it
does, we will perform a full checklist review of the new plan.
w- 1. Notes about the adequacy of the plans should refer to the City of College Station.
(See #1.)
2. The square footage of the building is more than what is stated.
~3. Without a variance, smaller parking spaces are unacceptable on the east and south
sides of the building. With an overhang on the east side parking, the sidewalk will
not have the required 4' clearance. Also on the east side, there are severe sidewalk
limitations created by the entryway, especially when a door is opened.
With the space limitations created by the entryways and the overhang from the 18.5'
parking spaces, the sidewalks will be too narrow to adhere to ADA requirements.
5. The accessible ramp on the south side of the building is not drawn to meet the
width described on page C3.
4/n6. The northeast parking island is too small. (See #2.)
77.. The 23' aisle clearance on the east side needs to be measured from the end of the
parking spaces. The minimum aisle width is not met. (See #3.)
~8. Sidewalks need to maintain a minimum 4' width.
9. What is this? (See #4.)
10. As part of the Rock Prairie Crossing Shopping Center construction documents
approval, detention is being provided within the parking lot. Any addition of inlets
or regrading of this portion of the overall site from the approved Rock Prairie
Crossing Shopping Center construction plans would require reanalysis of the entire
drainage system.
AcAl. Where is the fence depicted on page C5 going? If it is to enclose the dumpster, it
needs to be consistent with page C2 which claims the dumpster will have masonry
walls.
-x,12. The gates on the dumpster enclosure need to be removed.
13 How will the building be getting electricity? Show the transformer location.
14. The proposed fire hydrant shown on pages C3 and C4 needs to be shown on page
C2 also.
15. Provide construction documents including plan and profile for the relocation of the
fire hydrant as shown on C4.
16. It should be noted how the hydrant is in the fire lane.
17. If the decision to sprinkle the building is made after the site plan has been
approved, then the plan must be resubmitted.
18. Parking conflicts with handicap accessible routes due to spaces being too short.
19. At this time, not all elements that may need to be screened are shown.
,:rtT 20. A water and sanitary sewer legend needs to be provided with building plans.
Provide the maximum and average water demands in gallons per minute and sewer
demands in gallons per day.

Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. The next submittal
will be the third and final review by staff for this round of reviews. If all items have not
been addressed on the next submittal, another $100 processing fee will need to be
submitted for the subsequent set of three (3) reviews. Please address the comments
and submit the following information for further staff review:

STAFF REVIEW COMMENTS

Project: DP-JACK IN THE BOX (0-500008)
1. On the site plan, the east doorway does not meet the ADA requirement of a 5' by 5'
maneuvering area. (See #1 on Sheet C2.)
2. The shopping center's parking requirement is 601 spaces and 601 are provided.
Remove "Project Specific Data" in the "Parking Data" notes. Jack In the Box is
considered to be Shopping Center (more than 75,000 s.f.) in regards to parking.
Since there is shared parking with Rock Prairie Crossing. Shopping Center, site
specific data is not necessary. (See #2 on Sheet C2.)
3. In regards to the fire lane notes, all curbs and curb ends need to be painted red with
4" white lettering stating "FIRE LANE NO PARKING TOW-AWAY ZONE".
Wording can not be spaced more than 15' apart. (See #3 on Sheet C2.)
4. Make sure the proposed fire hydrant is visible and unobstructed for at least a 6'
radius. Place the proposed fire hydrant on the landscaping page.
5. Change #2 and #6 on the "Site Detail" sheet to match city specifications.
6. Put note about screening transformer on landscaping page.

Project: JACK IN THE BOX (SP) - RK. PR. CROSSING (0-27)
Review stopped, but staff has identified the following issues thus far (the
following comments are in no way meant to be a complete review):
1. Show limits of pad site/area to be developed.
2. Show ownership and zoning of all abutting parcels.
3. Show how the site will get electrical service.
4. Between Jack -In -The -Box and Kroger plans, the square footage of the site
has changed. The correct numbers are needed to calculate parking
requirements.
Parking requirements are 1 per 200 ft.2 for the shopping center.
5. This plan has been submitted for a site in an area that has not been
approved. A phase line needs to be put in or there needs to be coordination
with Krogers for the area.
6. On the Krogers AS1 approved plan, how many approved parking spaces are
there versus how many are not yet approved?
NOTE: Any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and
"bubbled" on your plans. Any additional changes on these plans that have not
been pointed out to the City, will constitute a completely new review.
