I write to you regarding the Rezoning request for Regency South. Personal
affairs prevent me from attending the meeting.
We - my wife and I - own, and rent out, the townhouse property at 2507
Longmire, which is adjacent to but separated from Regency South by an alley. The
alley provides access to garages and parking aprons for the row of townhouses that
includes our property.
It is my understanding that rezoning of Regency South from PUD 42 to PUD
#3 will allow an increase in building density from 15 dwelling units per acre to 50
dwelling units per acre. My principal concern is that such high density building,
and the attendent increase of the number of cars, will create problems in the alley,
which, in the new scheme, would also serve as a major access way for residents in
Regency South. According to a replat shown to me, some units in Regency South
will be accessable by vehicle only from the alley. I am concerned that along with a
heavy increase of traffic in the alley there will also be a high incidence of improper
parking, blocking access for residents' vehicles and for service vehicles, as well as
for emergency vehicles, should they be required. It is almost certain that there will
be more vehicles drawn to this area than can be accomodated within Regency
South, inevitably causing the overflow to spill out onto the access alley and, beyond
that, onto Longmire.
I have spoken with a number of residents in the row of townhouses on
Longmire, both owners and renters, and they share my concerns. Although I do not
live along the alley I feel an obligation to keep the property we have as safe as
possible for occupants. To that purpose I urge you to reject the rezoning request.
PUD #2 seems entirely appropriate, especially given that more than half of the area
is developed already. PUD #3 will create problems and dangers on the periphery of
Regency South.

Re: Consideration of a City Initiated Rezoning Request for Regency South
The purpose of this letter is to protest the proposed zoning change for Regency South and
to support the other residents of Longmire Drive in their protest of this change. We own
property at 2501 Longmire and we are concerned about the congestion that would be
caused by allowing more units to be constructed in the area behind our property.
We are concerned that there is not adequate room for parking already. In fact, we are
having problems with tenants of Cambridge Court apartment complex parking on our
yard. Other concerns include the safety issues related to increased traffic in the alley
behind our units and the limited access for emergency vehicles.
We feel that our property will be devalued by the additional number of units that could be
constructed under the proposed zoning changes and by inadequate drainage in the area.
For these reasons we ask that you deny the requested zoning change.

Re: Consideration of a City Initiated Rezoning Request for Regency South
As owners/residents of townhouses Longmire Drive 2501 through 2535, immediately adjacent to
and sharing an access alley with Regency South, we are extremely concerned about the
proposed change to high density housing for that area.
We urge you to take the following main concerns into consideration:
Regency South, our area and the Cambridge Court apartment complex, are already
experiencing a shortage of parking spaces/areas with vehicles being parked on
currently vacant lots and, in case of 2501 Longmire, even on the lawn. With the
increase in units planned for Regency South, this situation will become a severe
problem. Because of the high volume of traffic on Longmire Drive, parking in front of
our units is dangerous.
2. Vehicles parked on both sides of the narrow access alley will obstruct needed access
for emergency vehicles.
3. In addition, vehicles parked on both sides of the alley and the increased traffic
through the alley will create a traffic hazard for all concerned.
4. The proposed density of units, leaving practically no soil to absorb water, the
increase in surface water will add to the already existing drainage problem adjacent
to 2535 Longmire, Longmire Park and the creek, which has flooded Longmire Drive
several times in the past.
In view of the above-stated concerns, we ask that you deny this rezoning request.

Mile Drive - 47% petition in opposition so it forces the super majority at Council
Regency PUD - 15 % so it does NOT force the super majority.
Super majority is 3/4 of Council which translates into needing 6 votes in favor to grant the rezoning.
