Item: Discussion and possible action on a Preliminary Plat for the Castlegate
Subdivision Section 10 (PP) located north of the intersection of Victoria Avenue
and Castlegate Drive. (02 -095)
Applicant: Wallace Phillips for Greens Prairie Investors, Ltd.
Staff Recommendations: Staff recommends approval of the preliminary plat.
Item Summary: In accordance with the PDD -H zoning approved in December
2001, the applicant has submitted a preliminary plat for a section of Castlegate
that will allow for the development of 62 single family homes. As part of the
PDD -H, meritorious modifications were allowed for the following subdivision
standards:
street pavement width;
sidewalks;
lot dimensions; and
■ building setbacks.
The flexibility provided by the modifications throughout Castlegate have allowed
for the following amenities in the development:
• preservation of open space in prominent locations with good vehicular,
pedestrian, and bicycle access;
• preservation of wetlands, ponds, or other natural resources;
• good connectivity within the development as well as connectivity to
surrounding neighborhoods and thoroughfares;
• significant amenities located in highly visible locations with good vehicular,
pedestrian, and bicycle access;
• preservation of significant tree stands;
• a mix of residential densities and housing styles;
• connectivity of natural areas within the development and to those in
surrounding areas;
• traffic calming features;
• pedestrian and /or bicycle trails and paths;
• avoidance of a monotonous "superblock "; and
• streetscape features.
Comprehensive Plan Considerations: The Land Use Plan designates the area
as Single Family Residential Medium Density (3 -6 DU /acre). The preliminary
plat is in compliance with the Land Use Plan with a density of approximately
4 DU /acre.
The preliminary plat is also in compliance with the modified standards approved
with the rezoning. The plat requires variances to street widths, sidewalks, lot
dimensions, and setbacks.
Item Background: This area was annexed into the city in 1995. Soon after that,
the developer began discussions with the City for the Crowley Master
Development Plan, of which this tract is a part. The Plan was originally approved
by Council in 1997 and then modified in 1998. This tract was shown as a
reserve tract in the 2000 Master Preliminary Plat, and was rezoned in 2001. This
year, the Planning and Zoning Commission has approved the preliminary and
final plat of Castlegate Section 8 and the final plat for Section 9.
Related Advisory Board Recommendations: The plan for parkland dedication
for Castlegate was approved by the Parks Board in 2000.
Commission Action Options: The Commission has final authority over the
preliminary plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

Notification: None required.
INFRASTRUCTURE AND FACILITIES
Water: The Developer is providing all lots with domestic water and fire
coverage, as required.
Sewer: Sewer extensions are being constructed from the 97 -01 Spring
Creek Sewer Impact fee Line. The fee is currently $349.55 per LUE.
Streets: Local streets are being extended to serve all lots. Victoria is a
Minor Collector and appears on the Thoroughfare Plan.
Off -site Easements: None needed at this time.
Drainage: Detention for this development is provided by the regional
detention facility at SH 6 and Spring Creek.
Flood Plain: The 100 -yr floodplain does not impact this particular portion
of Castlegate.
Impact Fees: Sewer Impact Fee is $349.55 per Living Unit Equivalent
(LUE). One LUE is based on the standard 5/8" water meter.
