The changes to the originally submitted Final Plat (FP) reflect the incorporation of the staff review comments outlined in the document entitled Staff Review Comments No. I and dated May 21, 2002. College Station, Texas Dear Mr. Thompson: Please accept this letter which presents the engineering cost estimate prepared by CSC Engineering & Environmental Consultant, Inc. (CSC) for construction of the infrastructure improvements associated with the development of the proposed subdivision known as the Westfield Subdivision Addition Phase 2A. The costs are presented as line items on the accompanying table for the different elements of site development. As indicated in the table, the estimated "raw constriction" costs of the improvements is `0394.697.50 and the total cost including estimated engineering and surveying fees (15% of construction costs) and a 5 1 % contingency is $4�3- 637.00. Thompson, Jr. Graduate Civil Engineer Development Services, City of College Station 1101 Texas Avenue College Station, TX 77842 Re: Estimate of Remaining Construction Cost for Infrastructure Improvements Associated With the Proposed Westfield Phase 2A Subdivision; College Station, Texas Dear Mr. Thompson: Please accept this letter which presents the construction cost estimates prepared by CSC Engineering & Environmental Consultant, Inc. (CSC) for the construction completed to date and the remaining construction required to be completed for the infrastructure improvements associated with the development of the proposed subdivision known as the Westfield Subdivision Addition Phase 2A in College Station. Texas. As you might remember from our letter of August 26, 2002, the original engineering cost estimates for the project were as follows: • $394,697.50 for the "raw construction" costs for site work, paving, storm water drainage, water lines, and sanitary sewer; • $453,902.13 for above cost plus engineering and surveying; and • $473,637.00 for all of previous costs plus a 5% contingency. Texcon General Contractors (Texcon), the general contractor that was awarded the work, turned in a bid of $412,698 to perform all of the work outlined on the design plans. As of the end of December 2002, Texcon has completed approximately $284,330 of the total estimate of $412,698. Therefore, the value of the work remaining to be performed is approximately $128,368. Specific units of work are listed on the attached Monthly [Pay] Estimate No. 4 (hereinafter Pay Estimate) submitted in by Texcon and verified by CSC from site visits from September through the end of December 2002. The Pay Estimate indicates the specific work units for each of four work categories: Sitework; Storm Drainage; Water Lines; and Sanitary Sewer Lines. The Pay Estimate also indicates the number of work units completed to date, plus the number of remaining work units required to completed for the project. Thompson, Jr. January 8, 2003 In summary, CSC believes that approximately- $284,330 of the total infrastructure cost of $412,698 has been completed for the Westfield Subdivision Addition — Phase 2A through December 2002. Therefore, as indicated in the attached Pay Estimate, we believe that approximately $128,368 worth of infrastructure construction, or 31 % of the total project �N of k. has yet to completed. CSC appreciates the City of College Stations review of this cost estimate that is submitted in support of Main Street Homes -CS, Ltd.'s attempt to secure a final plat for the referenced project. Based upon our previous experiences and a meeting that was held last year, it was my understanding that the only thing that providing a financial guarantee for uncompleted infrastructure was beneficial for was to allow the submission and filing of a final plat. This could allow the developer to sell lots. However, in this case, the developer is also the builder (Main Street Homes).
