(02- 00500080) Applicant: Mr. Ryan Virden for The Wallace Group and Pebble Creek Dev. Co. Staff Recommendations: Staff recommends approval of the plat as submitted. Item Summary: The item is for the consideration of a Final Plat for Phase 713-2 of Pebble Creek located on Royal Adelade, east of Pebble Creek Parkway and adjoining the golf course. The property is currently zoned R -1 and conforms to the approved Preliminary Plat. A portion of the property is located in the 100 -yr, FEMA floodplain. This floodplain was not mapped with a floodway. Any development or fill in the floodplain cannot occur until an engineering study establishes the floodway and demonstrates the effect of the proposed development. Comprehensive Plan Considerations: Land Use Plan: Shown as single - family residential. Thoroughfare Plan: N/A Parkland Dedication: None at this time. Please print water construction documents as a separate section as sewer was done. Include stationing for all fittings. Please call out specific water and sewer pipe in accordance with City Standards. 1. Please be advised that manholes with inlet and outlet elevations greater than 2' -0" apart will be required to be constructed as drop manholes. You may wish to adjust your design accordingly. 2. Sheet 5. Please provide air relief at high point of waterline, approx. Sta 30 +00. Please see TNRCC Chapter 290.44, d, 1. 3. Sheet 6. Please provide air relief at high point of waterline, approx. Sta 34 +30. 4. Sheet 7. Bends are not allowed and j -boxes are required, see Drainage Policy and Design Standards Section VI, B, 3. Is this existing? 5. Sheet 8. Concerning the storm drain under Royal Adelade: bends are not allowed and j -boxes are required. However, the most eastern storm line may be considered accessible from the end opening. The most western is not. You will need either a J_ box, a straight -in connection with no ell, or a junction point closer to the end. 6. Please show which details go with which circled numbers, i.e. Sheet 8 has several circled numbers but it is not clear as to which detail they refer to. 7. Please be advised that all utilities and piping mains under pavement will require "structural backfill ". Label areas. Most submissions include cement - stabilized sand as an option on structural backfill details in lieu of compacted soil. I did not see this option on your backfill details. Please provide if you so desire. 8. Sheet 11. Please provide air relief at high point of waterline. You do not include enough information for construction of this waterline. Please denote stationing of all fittings. Please show hydrants on all profile views. 9. Sheet 12. Please show hydrants on all profile views. 10. Sheet 35. Please note that service lines must be constructed in compliance with ASTM 2241 and shall be SDR 21 or SCH. 40, see S.203.5, C.1. 11. Sheet 14. Air relief needed on water line. 12.1 do not see a sheet for the sewer line providing service to Lots 1,2 and 3, Block 45. Standard bury of water line is 48 -in, however minimum is 42 -in. If the water line can go over the storm sewer in lieu of all the bends to get under, it is much preferred. 1. Please specify sewer pipe and water pipe to meet City criteria. 2. Sheet 4. Water and sewer separation appear not to meet TCEQ requirements. Specify pipe type to ensure compliance. 3. Curved storm sewer is not in compliance with City design standards. In this case, it may be acceptable due to large curvature radius and line size. However, City design standards require a maximum of 300 -ft junction box spacing. Include additional J -boxes to meet criteria. 4. Sheet 5. Again, without knowing what sewer pipe is specified, separation appears to be not in compliance with TCEQ for a new sewer line parallel to a new water line. Nine feet separation being nine feet vertical and nine feet horizontal unless pressure pipe is specified. 5. Sheet 6. Profile difficult to follow. It appears there is a pipe in conflict with the 18" RCP( ?) Sta 32 +33. 6. Sheet 6. Show that water line vertical defection meets City criteria. 7. Sheet 8. Plans show Type "A" culvert outlet. According to the City design manual, energy dissipation is required as shown on Sheet 32A. 8. Sheet 8. Plan view of water line does not match profile view. 9. Sheet 8. Ensure hydrant/manhole meet 9 -ft separation requirements. 10. Sheet 11. Curved storm sewer is not in compliance with City design standards. Short curve shown may be acceptable. 11. Sheet 12.
