List the changed or changing conditions in the area or in the City which make this zone change necessary. The zone change is necessary for the following two reasons: 1) not adequate acreage for R-4 zoning. 2) currently R-4 must take access off University Drive through a commercial development. 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. Zone change appears to be in accordance with the Comprehensive Plan. Land Use Plan _shows the Droperty to be Single Family Residential high density (7-9 du/acre). The area north of our property is Retail Regional < it is difficult to distinguish if any of our property is in that zone. The proposed PDD zoning would have 8.6 du/acre. 3.) List any other reasons to support this zone change. 1) We would like the R-4 property to be able to take access off of Lincoln. 2) The most efficient layout for the duplexes requires that some of the R1-A be R-2. 3) We are short the minimum lot depth by 2', i.e. 98' instead of 100'. 4) PDD gives P&Z, council and neighborhood some control over aesthetics.
