Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by Monday, April 22, 10:00 a.m. to be
placed on the next available Planning and Zoning Commission meeting scheduled for
May 2, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised site plan.
Staff is currently in the process of scheduling a meeting with the Project Review
Committee (PRC) to review this project for Northgate regulations. Please incorporate
those comments, if any, prior to submitting the revised plans for P &Z review. Please
note that the attached Easement Dedication Sheet and necessary documents are
required prior to the issuance of a development permit. If you have any questions or

SUBJECT: St. Mary's Catholic Church - Discussion and consideration of the
proposed parking lot improvements for church facility parking at the
Mud Lot area located at the corner of Nagle & Church Street (02-
58)
The PRC held a meeting on Wednesday, April 10, 2002 to review the above -
mentioned project. Mr. McClure stated that his main concern is that everyone
understands the comments in the staff report and the sign issue. Staff Planner
Reeves stated he can bring the sign back at another time but it will be to their
benefit to let PRC Board discuss and approve it now. Ms. Ruiz asked Mr.
Schroeder if they have decided what kind of sign they wanted. Mr. Schroeder
stated that the proposed signage will be simple. The sign will be 3x5 with a
maroon background and white lettering. Ms. Ruiz stated that there is an option
for the PRC and P &Z Commission to consider if they want to set parameters on
size and color of a free standing sign with the provision it comes back to the
PRC. Mr. Gorman stated they want to get approval on the generic parameter.
Commissioner Hawthorne asked about the current sign and if it is lighted. Mr.
Schroeder stated it is lighted and is four foot high, low to the ground and about
10 or 15 feet long. It is maroon plexi -glass with white lettering. Commissioner
Hawthorne asked if they could have more than one sign on the tract. Ms. Ruiz

stated no. Commissioner Happ asked what ordinance the table says about
signs. Ms. Ruiz stated the table states how far back it has to be set from the
roadway and how tall it can be based on your frontage. Ms Ruiz mentioned that
the Board can place aesthetics restrictions on the sign and have it come back to
PRC or have it match the sign across the street. Mr. Schoeder stated it will be
very similar to the one across the street. Mr. McClure clarified that the PRC
meeting today is to recommend approval to P &Z as per staff report.
Mr. Schroeder stated that the staff comments are mainly about
landscaping issues. A couple of the issues is that they have more than enough
landscaping points and the trees in the existing right -a -way area. Mr. Schroeder
states the trees are good live oak trees and they will possibly move them to
another place on the St. Mary's tract. Ms. Ruiz stated that staff viewed the
landscape criteria with other parking areas in the city. Some of the existing trees
were not given full credit because some of the areas under the canopy of the
trees will be disturbed. Commissioner Hawthorne clarified that if they move the
trees they will still meet the landscape and streetscape criteria.
Commissioner Happ had a question about the sidewalk on Church Street.
Staff Planner Reeves stated that since this a pedestrian area, they
recommended to PRC that sidewalks be installed. Mr. McClure questioned
where the sidewalk would be placed since there are existing trees and they are
deciding if they are going to transplant or leave in place. Mr. McClure asked if
the city could contribute to the expense of sidewalks. Mr. Schroeder asked what
is the future plan for Church Street. Ms. Ruiz stated that they might want to talk
to the City Engineer as to what is planned but nothing is on the books right now.
Going on to other items, Ms Ruiz states that Item number 2 is an
administrative process (Private Improvements on Public Property) which allows
the city to permit in the right -of -way. Mr. Schoeder asked if it is because of the
color stamped concrete for the sidewalk. The city will allow it to be in the right -
of -way as long it is permitted. Mr. McClure stated that he spoke to the traffic
engineer and he said that it will be a city item. Mr. Gorman asked if they are
required to put a sidewalk along Nagle and have it approve to be stamped and/
or put in a wider sidewalk. Ms. Ruiz stated that it could be worked in as a
sidewalk detail and as long as an engineer signs off on it and accepts the entire
piece as dye stamp walkway. The city will then accept maintenance and it won't
be a separate permit process. Ms. Ruiz said that if the applicant and staff come
up with a deal that meets ADA then the city would accept the maintenance of it.
Commissioner Happ asked Mr. Schroeder about the electrical. They are
planning on putting it underground along Nagle Street. Mr. Schroeder states that
they are going to install the conduit and the city going to pull the wire. Ms Ruiz
recommended making sure Verizon and Cox Cable is off. Mr. Schroeder stated
that TCA is the only one on the electrical poles.
Commissioner Happ asked if there are plans for parking lighting. Mr.
Schroeder stated that they would be using lights after the Allen Honda
renovation. Mr. McClure stated that Tony Michalsky said that there would be
streetlights and they are developing a plan where the conduit will be and where
the streetlights will be. Staff Planner Reeves asked Mr. Schroeder how tall the

Allen Honda lights poles are. Mr. Schroeder stated the lights from 20 to 25 feet
tall. Commissioner Happ asked staff if there are any concerns with the light
poles. Ms. Ruiz said that the staff does not have any concern as long as it
contained on the applicant's site and not directed to residential areas. Staff
Planner Hitchcock stated that there are recommended standards for lighting in
the Northgate Guideline Manual. Ms. Ruiz asked the applicant if they are paying
for the streetlights. The city is responsible for streetlights. As far as the type of
light, the applicant can talk to the staff planners. The lights from Allen Honda do
match the shoebox lights behind the center. Ms. Ruiz asked about the color of
the lights. Mr. Schroeder stated they will be using the same color or try to match
the color. Commissioner Williams moved for approval with staff comments.
Commissioner Happ stated that the Board authorized the free - standing sign
within the sign standards and guides for Northgate, and recommend to amend
that the lighting match the church's lighting and paint color. Commissioner
Hawthorne seconded. Ms. Ruiz asked the Board if they would like to bring the
signage back to the Board. Commissioner Happ stated they do not want to see
it back as long as it matches the other sign. Commissioner Hawthorne clarified
the amendment stating that the sign should be similar to the existing sign that
sits at the corner Nagle and Church across the street. The motion passed 3 -0.
Mr. McClure asked what the schedule might be on First Street improvements.
Commissioner Happ stated that they didn't have an answer at this time but when
it goes to P &Z that staff will make that a possible amendment for P &Z.

PLANNING
1. No Comment.
LANDSCAPING
If you are proposing a freestanding sign, then you will be required to meet the
Zoning Ordinance Section 11, if you decide not to have a freestanding sign then
you will only have to meet the Northgate landscape /streetscape requirements.
• The landscaping point requirement is 4155, you do meet and exceed the point
requirement although if you could please make a minor adjustment so that we
have an accurate plan on file:
• Your legend is showing that you should have 13 Water Oaks, but you are only
proposing 12.
3. You are required 19 trees for streetscape, you are proposing 17 Live Oaks, but I can
only count 9 out of the 10 along Nagle Street because of the 35 -ft. separation
requirement, and 2 out of the 7 along Church because of the separation
requirement. You still meet the amount of canopy trees that are required (you could
replace the Live Oaks with another canopy tree that doesn't require the 35 ft.
separation), however you are required 300 additional points for every 50 ft. of
frontage this would require 3720 points, currently your points add up to2085. The
ten existing Live Oaks on Nagle and Church you are counting 200 points a piece for
can only count 35 points a piece because you are showing the canopies to be in the
disturbed area and cannot be properly barricaded.

PLANNING
1. If the church is planning on installing a sign for identification we will need that
information as soon as possible to go with the site plan to Project Review
Committee (PRC) and to Planning and Zoning.
2. A Private Improvement on Public Property (PIPP) permit will be required for the
colored stamped concrete proposed along Nagle Street because it is in the public
ROW.
3. The Subject property is in NG -2 Commercial Northgate which is a pedestrian -
oriented area. Therefore, staff will be recommending to the Project Review
Committee and the Planning and Zoning Commission that a sidewalk be installed
along Church Street with this project. You may wish to tie -in your parking lot to this
sidewalk on the southeast side.
4. Sanitation is ok with this project per Pete Caler.
LANDSCAPE
FYI - Northgate landscaping /streetscaping is not typically evaluated on a point
system, however, if you can meet the point system requirements the site will
be eligible for a freestanding sign. This site was evaluated with a point
system. If you would rather the site be evaluated according to Northgate
standards, the requirement for landscape /streetscape improvements shall be
required along at least 1/3 of the length of the property's frontage onto public
streets. Please be aware that the PRC and P &Z can require additional
landscape /streetscape.
✓5. Please show the graphic of the tree or shrub next to the appropriate name in your
landscape legend for easier identification.
• ✓6. Please show streetscape calculations.
.✓7. One (1) out of the eleven (11) proposed Live Oaks at the intersection of Church and
Nagle is being shown in the 45 -ft. site triangle that is required at intersections. This
tree will need to be relocated or removed.
✓8. The two parking spaces, abutting the large end island at the corner of Church and
Nagle (with the sidewalk going through the middle of it), will need to be screened
from the ROW with 5- gallon shrubs.
N , ) \ A--9. Five (5) out of the seven (7) proposed Live Oaks along Church Street are in the
ROW and require a Public Improvement Permit (PIP). These 5 Live Oaks cannot be
counted toward the landscape /streetscape point calculation because they are
outside the property boundary.
At- 10.Three (3) out of the five (5) existing Live Oaks on Church Street are being shown
outside of the property line and cannot be counted toward landscape /streetscape
points.

N'o_�-11. Since the five (5) existing Live Oaks cannot be properly barricaded during
construction (it appears that the drip line will be within the disturbed areas), they will
only be worth 35 points apiece.
12.All existing trees that are being counted for points must be barricaded and a fence
placed around the drip line such that no dirt will be disturbed within the drip line
during construction. Please show the barricade details on the landscaping plan.
13. Please call out caliper of the proposed Yaupon in your legend; you receive points by
calipers not gallons. Staff was unable to identify any of the six (6) proposed
Yaupons on the site that you are counting in your landscape le end.
,/14. There is a 35-ft ' separa ion requiremen etween Live Oaks; most of your proposed
Live Oaks do not have this required separation. Please make adjustments to receive
your points.
15.All plantings must be irrigated with an approved irrigation plan. Irrigation Plan must
be approved prior to site plan approval.
16. Please show curbing on all new construction. This includes the access way where it
ties -in with The Ramparts, all the parking islands on the west side, the driveway on
Nagle, and the driveway on Church.

2. Concerning the driveway on Church, please continue the west curb to tie -into
existing curbing along ROW. Continue the east curb to existing pavement.

5. A drainage analysis will need to be provided and reviewed with the DP to confirm
drainage requirements have been met. It appears you are only providing two drains
for this entire parking surface.

PLANNING
1. In your streetscape legend:
• You are proposing 167 Indian Hawthorns however you are only showing 154.
• Are the Live Oaks & Water Oaks proposed or existing?
• Please be aware that staff has made a site visit in the last couple of weeks while this
site was under construction and none of the existing trees were barricaded. This
forfeits any protected points you may have been trying to acquire.
2. Section: 11.3.G. - 300 additional points for every 50 feet of frontage, is in addition to
the required street trees. Your required street trees cannot count toward this
additional point requirement. The additional 3,720 points that is required can go
anywhere on the site.
3. The proposed 24 Bradford Pears, are not an acceptable canopy tree. You will only
receive 40- points for each one; therefor this puts you under your landscape point
requirement.

ENGINEERING
1. Construction of a curb that would reduce Church Avenue to less than the minimum
urban street section (27 feet back to back) is not allowed. Per applicant request,
Staff has verified that the curbing on church was recommended to provide protective
separation between the street and the sidewalk since the sidewalk would be next to
the street in order to minimize effects to the existing trees. PRC approved the site
plan with this recommendation. Applicant should evaluate the following options.
a) Revise site plan to install curb to maintain a minimum 27 foot width on
Church Avenue. The sidewalk may be reduced in width to 4' to accommodate
the existing trees. Minimal asphalt surfacing should be installed between
existing edge of pavement and new curbing. The radius of the eastern curb
return of the access drive at Church may be reduced to maintain clearance to
existing utility pole.
b) Seek revised site plan approval from PRC & P &Z to not install curb on
Church and find alternate alignment for sidewalk with sufficient safety zone
between roadway shoulder and sidewalk. This option should include
consideration of safely terminating access drive curbing if Church is left
without curbing at that location.
